PERFORMANCE WORK STATEMENT (PWS)
FOR
DLA DISPOSITION SERVICES
IT EQUIPMENT INSTALLATION
1. Background
The DLA Disposition Services Simulation Laboratory (Sim Lab) is a state of the art facility designed to provide classroom training and testing in a live interactive environment.
2. Objectives
The objectives of this Performance Work Statement (PWS) and the resulting contract is to provide a vehicle through which the Vendor shall furnish the necessary services, qualified personnel, and technical expertise for DLA Disposition Services Sim Lab IT equipment installation. The resulting contract will be firm fixed price.
3. Scope
The scope of this tasking and the resulting contract encompasses all activities necessary for the Sim Lab IT equipment installation.
4. Specific Tasks
All task deliverables will be provided in accordance with the period of performance defined under Section 7. It is anticipated that the vendor will perform adequate due diligence on all these items, before submitting your bid.
4.1 Site Visit
All vendors interested in submitting a bid for this project will be required to perform a site visit.
This site visit must be performed by Tuesday, June 19, 2012, at 5:00 pm ET. The vendor shall contact the Contracting Officer directly to schedule the site visit. The vendor will give at least 48 hour notice of the date and time of the site visit request. The site visit will last no longer than one
(1) hour. If a vendor has not performed a site visit and submits a bid, that bid will be deemed technically unacceptable.
4.2 Kick-off Meeting
The kick off meeting between the vendor and the Technical Program Management Office will be held within fifteen (15) days of contract award. The kick-off meeting will be held via teleconference.
4.3 Deliverables
The Sim Lab has a 25 seat classroom (in addition to an instructor’s podium) setting along with two warehouses. In total, there are 47 personal computers, wired and wireless internet, T3 bandwidth, smartboard, plasma TV, projector screen, and a Video Conferencing system. The instructor’s podium includes a laptop with an advanced docking station. Currently the instructor’s podium laptop is only connected to the projector/screen mounted in the ceiling (projecting on the wall screen). The Smartboard and Plasma TV are mounted on the walls, but not connected to the laptop.
The VTC equipment is purchased but not installed.
The tasks will have an emphasis on working in and around the classroom. See diagram of building (not to scale) in Attachment A. The goal is the integration of the IT equipment in the classroom (see Attachment B “Integration Matrix”). The focal point of control will be from the instructor’s podium. The podium will have the needed control mechanism(s) to operate all equipment at once (projector, smartboard, TV, VTC) or one at a time. The anticipated parts/equipment are listed in Attachment A, must be compatible with each other, and must be brand name or equal in scope with the equipment listed. The Government reserves the right to inspect the purchases for compatibility or scan for viruses.
The vendor will be expected to run wire and cable to and from the equipment, which will require working above the ceiling tiles, working on the walls, and may require dismantling and re-mounting equipment. Vendor must be familiar with local and host code requirements for laying wire and cable.
The vendor will provide the equipment needed to perform the job (except as noted in Attachment A for the items that have been purchased by the Government). The vendor supplies the cable and wire. The vendor must provide their own support equipment to perform the work, including but not limited to tools, ladders, lift equipment.
4.4 Government Furnished Equipment (GFE)/ Government Furnished Information (GFI)
The Government will furnish a portion of the equipment that is needed to complete the project. See Attachment A for a list of Government furnished equipment.
5. Qualifications
5.1 Vendor Qualifications
The accomplishment of these objectives requires specialized skills and knowledge. Vendors shall submit information that shows necessary skills and experience required for this project; this is not considered past performance information, but technical information showing that the vendor has the necessary skills, knowledge, experience and qualifications to perform this requirement. It will be reviewed on a pass or fail basis.
6. Place of Performance
The majority of the work shall be performed at Battle Creek Air National Guard, 3367 Dickman Road, Battle Creek, Michigan 49037, Building 6998. Hours of operation are 0800-1630, Monday- Friday unless otherwise agreed upon by both parties.
7. Period of Performance

The vendor shall not divulge or release data or information developed or obtained in the performance of this PWS except to authorized government personnel or upon written approval of the Contracting Officer.
The vendor will not use, disclose, or reproduce proprietary data, which bears a restrictive legend, other than as required in the performance of this PWS. The limitations above do not apply to data or information, which has been made public by the Government. Further, this provision does not preclude the use of any data independently acquired by the vendor without such limitations or prohibit an agreement at no cost to the Government between the vendor and the data owner, which provides for greater rights to the vendor.
The vendor shall maintain, transmit, retain in strictest confidence, and prevent the unauthorized duplication, use, and disclosure of information. The vendor shall provide information only to employees, vendors and subcontractors having a need to know such information in the performance of their duties for this PWS.

12. Section 508 Accessibility Standards
The following Section 508 Accessibility Standard(s) (Technical Standards and Functional Performance Criteria) are applicable (if box is checked) to this acquisition.
Technical Standards
X 1194.21 - Software Applications and Operating Systems X 1194.22 - Web Based lntranet and Internet Information and Applications X1194.23 - Telecommunications Products X 1194.24 - Video and Multimedia Products X 1194.25 - Self-Contained, Closed Products X 1194.26 - Desktop and Portable Computers X 1194.41 - Information, Documentation and Support
The Technical Standards above facilitate the assurance that the maximum technical standards are provided to the Offeror's. Functional Performance Criteria is the minimally acceptable standards to ensure Section 508 compliance. This block is checked to ensure that the minimally acceptable Electronic and Information Technology (E&IT) products are proposed.
QUALITYASSURANCE SURVEILLANCE PLAN
The Technical Program Management Office shall conduct surveillance of the vendor and serve as the liaison between the government and the vendor.
1. Primary Method of Surveillance:
a. 100% Inspection: This is appropriate for infrequent tasks or tasks with stringent performance requirements. With this method, performance is inspected/evaluated at each occurrence.
b. Random Sampling: Random Sampling works for recurring tasks. With random sampling, services are sampled to determine if the level of performance is acceptable. Random sampling works best when the number of services is large and statistically valid sample can be obtained. Random sampling is accomplished using the appropriate sampling tables.
d. Customer Input: This is not normally a primary method of inspection but may supplement more systematic methods.
e. Direct Observation: Observations of direct services and products are used to survey requirements. Observations can be periodic or through 100% surveillance. The observations are documented in a surveillance log.
2. If a specific service is judged to be unsatisfactory during an inspection, the documentation supporting this deficiency is to be forwarded to the CO within five working days after inspection.
The TPMO should advise the CO whether the deficiency is the fault of the Government or the vendor. Performance must be documented to provide a legal basis for action. Informal or anecdotal evidence cannot be used.
3. It is equally important to document satisfactory and unsatisfactory performance. Acceptable Quality Level (AQL) is defined as the level the government expects to receive for any given task.
