1.2 Mission

The DLA provides worldwide logistical support to the Department of Defense (DoD), operating from facilities in the U.S. and overseas. These facilities include distribution centers, warehouses, administrative space, industrial plants, and fuel storage, transmission, and dispensing systems.

The DM-I, a Directorate within the DLA HQ, provides RP and personal property mission support regarding the life cycle management of Plant, Property, & Equipment (PP&E) for all DF field sites. DM-I is responsible for developing overarching policy, guidance, procedures, and reporting requirements; providing oversight and assistance; evaluating resource requirements;

developing Program Budget Review and budget formulation recommendations; and providing budget resource allocation and execution recommendations for the sites. The DLA uses the Enterprise Business System (EBS), and other automated tools, for RP facility management and plant maintenance.

1.3 Background on Support

This Performance Work Statement (PWS) describes the work required to provide analytical, operational, and technical assistance to support the DLA Enterprise. This support shall be coordinated through the DM-I Facilities Sustainment & Equipment (DM-IS) Division. The vendor will provide personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and non-personal services as defined in this PWS.

1.3.1 Scope

It is the contractor’s responsibility to coordinate with the applicable DF Site Directors, DLA Major Support Commands (MSCs), installation/site personnel, Service RP personnel, Facility Managers, Installation Level Support Engineers, and Service HQ/MAJCOM or other government representatives.

1.3.2 Historical Description

Under 10 USC 2682, RP used by a Defense agency (such as DLA) must be under the administrative jurisdiction of a Military Department (MILDEP). The DLA is either a tenant of the Military Services/General Services Administration (GSA) or serves as a host under a Memorandum of Agreement (MOA) with a MILDEP. In addition, DLA has numerous long-term commercial facility use agreements and international agreements with foreign governments, essential to carrying out logistics that support the global combat mission.

The DLA has entered into an MOA with the Army to operate four sites in New Cumberland, Pennsylvania; Richmond, Virginia; Columbus, Ohio; and San Joaquin, California. As a condition of these agreements, DLA maintains the Army Real Property Inventory (RPI) system for these sites. Other DLA activities are located on sites owned or operated by GSA including, but not limited to, DLA HQ, DLA Strategic Materials, and DLA Disposition Services.

Additionally, DLA has numerous global commercial leases to include capital leases that are not through the GSA.

The DLA uses EBS, a SAP-based platform, to warehouse and manage the DLA RP Inventory (RPI). EBS is a modular-based system that addresses and integrates all aspects of property management, reporting, recording, and financial management. All tasks in this PWS are to be carried out in the context of the EBS Real Estate Flexible Module (RE-FX); Project Systems

Module (PS); Business Objects, Financial Asset Management Module; and the Plant Maintenance (PM) Module.

1.3.3 Objective

The objective of this PWS is to obtain support for comprehensive RP functions. The Government intends to improve the support delivered to enterprise managers and customers in sustaining, auditing, accounting, and reporting on the Sustainment, Restoration and Modernization (SRM) program, EBS, and the RPI.
