DEFENSE LOGISTICS AGENCY

DLA AVIATION

8000 JEFFERSON DAVIS HWY

RICHMOND, VIRGINIA 23297-5000

LIMITED SOURCES JUSTIFICATION

1. IDENTIFICATION OF THE AGENCY AND CONTRACTING ACTIVITY.

REQUIRING AGENCY:

Defense Logistics Agency (DLA) Information Operations (J6) 8000 Jefferson Davis Highway Richmond, VA 23297 Ms. Deborah Wyllie Email: Deborah.Wyllie@dla.mil

CONTRACTING ACTIVITY:

DLA Contracting Services Office - Richmond 8000 Jefferson Davis Hwy Richmond, VA 23297-5441 Ms. Mary Washington Email: Mary.Washington@dla.mil

2. NATURE AND/OR DESCRIPTION OF THE ACTION BEING APPROVED.

This limited sources justification for other than full and open competition is to approve the sole source acquisition of AT&T Mobility service and equipment for use by Defense Logistics Agency (DLA) Information Operations.

Proposed Vendor: AT&T Mobility Wireless via the US Army Information Technology, E Commerce and Commercial Contracting Center – West (ITEC4 West) Blanket Purchase Agreement (BPA): W91RUS 11 A 0007.

3. A DESCRIPTION OF THE SUPPLIES OR SERVICES REQUIRED TO MEET THE

AGENCY’S NEEDS/ESTIMATED DOLLAR AMOUNT.

The supplies and services needed are AT&T Mobility service and equipment air cards, wireless, Smartphones, Tablets, iPads, MiFi mobile broadband service configured to work on the AT&T wireless system/equipment for CONUS and OCONUS support provided by DLA Information Operations. AT&T Mobility Wireless currently supports the required service and equipment under delivery Order W91RUS-11-A-0007-XH04, which expires on June 30, 2018.

The existing Blanket Purchase Agreement (BPA) does not allow for contract extensions.

The customer provided an Independent Government Cost Estimate (IGCE). The IGCE estimates a base year of $3,275,762.05 and a base year of $3,344,750.64 for a grand total of $6,620,512.69. The IGCE includes usage fees, overage fee, and estimated upgrade and/or replacement costs.

4. THE AUTHORITY AND SUPPORTING RATIONALE (SEE 8.405-6) AND, IF

APPLICABLE, A DEMONSTRATION OF THE PROPOSED CONTRACTOR’S

UNIQUE QUALIFICATIONS TO PROVIDE THE REQUIRED SUPPLY OR SERVICE.

Pursuant to FAR 8.405-6(a)(1)(i)(B), only one source is capable of providing the services required at the level of quality required because the services are unique or highly specialized.

The current AT&T equipment is only guaranteed to work through the AT&T network. Currently, DLA has 4,274 AT&T devices: 3,607 smart phones, 400 basic phones and 267 air cards, MiFi, tablets and iPads. A change of carrier would require new equipment, which would be extremely labor intensive and costly. It would require that equipment be shipped to approximately eight (8) major asset sites who would have to re-ship these devices to more than 130 different sites. Upon arrival to Asset Management, the equipment would be logged into IT Asset Management (ITAM) for recordkeeping. The equipment would then be turned over to the local Tier 2 Help Desk who would contact the end user for deployment. The mobile operating system (iOS) devices would require additional time for registration into VMware Airwatch and local end-user set up. In addition to the equipment, porting of phone numbers from one carrier to another would be time intensive.

AT&T Mobility is the only source capable of providing wireless coverage and ancillary equipment for DLA military support operations at the CONUS locations (Alaska, Hawaii, New Cumberland, PA, Philadelphia, PA, Fort Belvoir, VA, Houston, TX, Red River, TX and San Antonio, TX) and OCONUS temporary duty (TDY) locations. DLA OCONUS TDY missions include, but are not limited to Afghanistan, Africa, Bahrain, Germany, Iraq, Italy, Kuwait and Pakistan. These areas require global voice and data wireless communications services and COTS wireless/cellular telephones/voice mail/smart phone devices.

A change of wireless service providers at these locations will result in substantial duplication of cost to the Government, which is not expected to be recovered through competition and would result in unacceptable delays in filling DLA’s requirements. AT&T equipment is acquired under a discounted or free upgrade offer every 10 months. If DLA changed vendors, the equipment would need to be replaced. This would result in purchasing the same equipment again from a different wireless service provider, most likely at a substantial cost increase (versus a free upgrade), as well as any costs that a new vendor may require for air cards and tablets.

5. DETERMINATION BY THE ORDERING ACTIVITY CONTRACTING OFFICER

THAT THE ACQUISITION REPRESENTS THE BEST VALUE CONSISTENT WITH

FAR 8.404(d).

The US Army Information Technology, E-commerce and Commercial Contracting Center- West (ITEC4-West) has awarded a BPA to AT&T Mobility -W91RUS-11-A- 0007. The BPA provides the government a discount off commercial pricing.

The Contracting Officer will evaluate proposal, determine that pricing for the effort is fair and reasonable, and award to the firm determined to represent the best value consistent with FAR 8.404(d).

6. A DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AMONG

SCHEDULE HOLDERS AND THE RESULTS OR A STATEMENT OF THE

REASON MARKET RESEARCH WAS NOT CONDUCTED.

The DLA Information Operations (J6) conducted market research. The market research was not limited to AT&T Mobility. As a result of market research, it was determined that wireless service with the currently owned AT&T Mobility equipment cannot be guaranteed when used with any other wireless service provider.

In accordance with FAR and DFARS requirements, additional Market Research was conducted by the DLA Contracting Services Office Contract Specialist by posting a Request for Information (RFI). A Request for Information (RFI), MW000, was issued on April 9, 2018.

The results of the RFI are as follows:

In response to the RFI, four (4) vendors each provided a capability statement, as requested in the RFI. The responses were forwarded to the customer (J6) for technical evaluation. None of these vendors were determined to be technically acceptable as indicated below:

Granite Telecommunications (CAGE 39NE4) – Electronic Document Access (EDA) was queried; no awards greater than $50K were located. Federal Procurement Data System (fpds.gov) showed an award valued at $2 Million; however, award was not located in EDA.

The customer cannot determine if Granite Telecommunications can reasonably support a contract of this magnitude.

Real Mobile (CAGE 7SM03) –Their website (https://myrealmobile.com/phone) implies that the Government will have to pay for devices which we currently do not.

Sprint (CAGE 5WP63) – In 2016 Sprint stated they would not be renewing any government contract, so the Project Manager cannot determine what occurred between 2016 and current date. When Sprint stated they would not renew, those lines of service were moved to AT&T.

Blackberry (CAGE not available) – It appears that BlackBerry is only offering BlackBerry devices and no service. In the past Government has been able to obtain BlackBerry products at no cost from the current wireless carrier.

7. ANY OTHER FACTS SUPPORTING THE JUSTIFICATION

In addition to the equipment, the porting of phone numbers from one carrier to another would also be time intensive.

At this time, AT&T Mobility Wireless remains the only source uniquely capable of providing DLA with the full spectrum of necessary wireless service and equipment at those locations. Without this service, there will be a substantial duplication of cost the Government that is not expected to be recovered through competition, and unacceptable delays in fulfilling DLA’s requirements. Loss of this service will adversely impact the mission.

8. A STATEMENT OF THE ACTIONS, IF ANY, THE AGENCY MAY TAKE TO

REMOVE OR OVERCOME ANY BARRIERS THAT LED TO THE RESTRICTED

CONSIDERATION BEFORE ANY SUBSEQUENT ACQUISITION FOR THE SUPPLIES

OR SERVICES.

DLA has and continues to exercise competition as often as possible and is required to conduct ongoing reviews to keep abreast of new technology, both in industry and in the Government, as a continuing effort within DLA. DLA uses a variety of vendors, manufacturers and contracts to fulfill its requirements, and will continue its practice of surveying the market to ensure full and open competition. No other source has demonstrated the capacity necessary to provide the required wireless services and equipment at this time.
