ONSITE WORKSHOP FOR COMPREHENSIVE RATE INFORMATION SYSTEM (CRIS) SOFTWARE
FOR THE DEFENSE CONTRACT AUDIT AGENCY
This is a combined synopsis/solicitation for commercial supplies prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. The solicitation number SP4703-17-Q-0061 is issued as a request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-24. For applicable clauses and provisions, refer to list of applicable clauses attached.
The North American Industry Classification System (NAICS) Code is 611430. The small business size standard is $11,000,000.00. This acquisition is Unrestricted. This is a firm-fixed price contract will have a Period of Performance of 14 May 2018 – 15 May 2018. Partial proposals will not be accepted. Pricing for all line items must be submitted with the proposal.
The purpose of this contract is to obtain contractor support in providing training and understanding of CRIS. This requirement is in support of DCAA at Fort Belvoir, VA. This item requires Sole Source support. DCAA requires the training to be purchased by MAXIMUS, due to the Comprehensive Rate Information System (CRIS) being a proprietary software solution in which MAXIMUS is the only authorized vendor.
The Contractor shall assure that Contractor Personnel completely understand the requirements of the Performance Work Statement (attached). Please refer to the attached PWS for all additional requirement details.
Award will be made to the lowest priced, technically acceptable offeror that meets the requirement stated in the PWS and the solicitation.
The contractor must be registered in the System for Award Management (SAM) prior to award. SAM is the official U.S. Government system that consolidated the capabilities of CCR/FedReg, ORCA, and EPLS. If not already registered in SAM, go to www.sam.gov to register prior to submitting your proposal.
Quotes are due by Closing Date: 21 March 2018 at 2:00 PM, Eastern Time.

WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (MAY 2013)
(a) Definitions. As used in this clause—
“Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.
“Document type” means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).
“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.
(b) Electronic invoicing. The WAWF system is the method to electronically process vendor payment requests and receiving reports, as authorized by DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.
(c) WAWF access. To access WAWF, the Contractor shall—
(1) Have a designated electronic business point of contact in the System for Award Management at https://www.acquisition.gov; and
(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site.
(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/
(e) WAWF methods of document submission. Document submissions may be via web entry, Electronic Data Interchange, or File Transfer Protocol.
(f) WAWF payment instructions. The Contractor must use the following information when submitting payment requests and receiving reports in WAWF for this contract/order:
(1) Document type. The Contractor shall use the following document type(s).

(4) Payment request and supporting documentation. The Contractor shall ensure a payment request includes appropriate contract line item and subline item descriptions of the work performed or supplies delivered, unit price/cost per unit, fee (if applicable), and all relevant back-up documentation, as defined in DFARS Appendix F, (e.g. timesheets) in support of each payment request.
(5) WAWF email notifications. The Contractor shall enter the e-mail address identified below in the “Send Additional Email Notifications” field of WAWF once a document is submitted in the system.

ONSITE WORKSHOP FOR COMPREHENSIVE RATE INFORMATION SYSTEM (CRIS) SOFTWARE
1.0 INTRODUCTION
1.1 DESCRIPTION OF SERVICES
Contractor will conduct one (2-day) onsite workshop for the Defense Contract Audit Agency (DCAA) auditors on the “nuts and bolts” of the Comprehensive Rate Information System (CRIS) software.

1.2 MISSION AND ORGANIZATION
The DCAA provides audit and financial advisory services to Department of Defense (DoD) and other federal entities responsible for acquisition and contract administration. DCAA operates under the authority, direction, and control of the Under Secretary of Defense (Comptroller)/Chief Financial Officer. As a key member of the government acquisition team, we are dedicated stewards of taxpayer dollars who deliver high quality contract audits and services to ensure that warfighters get what they need at fair and reasonable prices.
DCAA operates under the authority, direction, and control of the Under Secretary of Defense (Comptroller)/Chief Financial Officer. The Agency consists of about 4,800 employees at over 300 locations in the United States, Europe, the Middle East, Asia and the Pacific. DCAA’s organizational structure consists of three geographic regions, a field detachment to conduct classified work, and four-Corporate Auditing Directorates (CAD).
1.3 OBJECTIVES
To obtain contractor support in providing training and understanding of CRIS.
2.0
SCOPE
Training will enable DCAA auditors to understand the software’s inner workings and processes.
Training will educate DCAA auditors to understand how a University utilizes the CRIS software to ensure they are in compliance with the unique requirements in government regulations that establish the criteria for development and submission of indirect rates. Training will enable DCAA audit staff to understand where potential risk exists when a University uses the CRIS software to develop its indirect cost rate proposal.
2.1 TASKS
Explain the software’s processes related to:
· Internal controls.
· Input and output capabilities.
· The basic rules the software operates under.
· How the software processes information from the input through the output reports (the through-put functions).
· Where licensees of the software can potentially modify or alter the software or the information after being entered into CRIS.
· The types of reports and abilities to modify the information included in reports.
· The model used to create CRIS, including data required in order to use the software, and the basic rules used to develop the software,
· How informational inputs are processed through the CRIS system,
· Which components of the CRIS software can be modified or altered by the contractor,
· Internal control points embedded within the software to ensure protection of input information as the information is processed through the software, this would include understanding the types of internal controls embedded (for example, key edits, verification, authorized user restrictions, etc.) and whether any of these controls can be overridden by the contractor or a consultant hired to prepare the submission,
· The process CRIS uses to develop the indirect rate information, including the steps the inputs for indirect pools and allocation bases go through to arrive at the output rates,
· How CRIS processes information related to the University’s Space Survey
· What components are available within CRIS relative to different types of indirect rates
· How can adjustments be made to the data once input into the CRIS software, who can make adjustments to the data, what types of controls are in place to restrict overriding information
· What event logs are available that we can access as an audit trail for modifications that are made to information within the CRIS system
· What types of rights do contractors have with regard to the CRIS software, including any rights to modify or alter the basic rules
· The types of reports available from the CRIS system
· How the use of the CRIS software ensures compliance with relevant federal regulations that establish the criteria for Universities to develop and submit their indirect cost rate proposals, including a thorough understanding of, and substantial experience with, the requirements in the Uniform Guidance (2 CFR 200) for development of indirect rates and reporting.

KEY PERSONNEL QUALIFICATIONS
Contractor personnel must have expert knowledge and substantial experience with the CRIS software and the federal regulations that govern Universities’ development and submission of indirect rates. The expert knowledge must include the demonstrated ability to explain the information required in 2.1 Tasks.
4.0
PERIOD OF PERFORMANCE, LOCATION, HOURS OF OPERATION
4.1 PERIOD OF PERFORMANCE: To be completed in May-July 2018 timeframe.
Requested dates of instruction are 14-15 May 2018 OR at a date to be agreed on by Contractor and DCAA.

4.3 HOURS OF OPERATION. Class will be conducted on two consecutive days between the hours of 8:00 a.m. – 5:00 p.m. Monday through Friday except Federal holidays.

GOVERNMENT FURNISHED EQUIPMENT AND MATERIALS
The Government shall furnish training room equipped with a projector, projection screen, microphone, desk, chair, and computer equipment with internet access, general supplies and copy machine. The equipment issued shall be applicable to DoD and DCAA policies and shall be used only for the performance of this statement of work and shall not be used for personal use.
6.0
CONTRACTOR FURNISHED ITEMS AND SERVICES
The Vendor will furnish supplies, including sufficient copies of the training materials for all attendees except that specified as Government Furnished Equipment and Materials.
7.0
PROPRIETARY/SENSITIVE DATA REQUIREMENTS
The data processed within DCAA offices is considered proprietary and/or sensitive and therefore cannot be used to solicit or benefit other work by the contractor. Contractor agrees to comply with the following Federal Acquisition Regulation (FAR) clauses 52.224-1 and 52.224-2.

CONFIDENTIALITY AND NONDISCLOSURE
Personally Identifiable Information (PII). The contractor is required to safeguard PII in accordance with the Privacy Act of 1974, 5 U.S.C. § 552a, DCAAR 5410.10 DCAA Privacy Program and DoD Privacy Act Regulation 5400.11-R. The DCAA PM must be informed immediately of discovery/detection if DoD PII data is compromised, lost, or stolen. The DCAA PM then must contact DCAA Operations immediately to report the discovery/detection of DoD PII data compromised, lost, or stolen.

Contractor will be required to travel to DCAA location listed above. Travel CLINs are included in Section B as Not to Exceed (NTE) amounts. All travel performed will be conducted in accordance with Federal Acquisition Regulation (FAR) 31.205-46 (http://farsite.hill.af.mil/vffara.htm) and the Joint Travel Regulations. Local travel shall be at the contractor’s expense and shall not be billable to this effort or to the Government.
Travel costs will be reimbursed as described in the Federal Travel Regulations using current per diem rates for hotel and M&IE and actual reasonable and allowable cost for air and rental car expenses. The Contractor shall be reimbursed for transportation, lodging, and per diem in accordance with the acceptable travel cost principles outlined in FAR 31.205-46. In submitting claims, the Contractor shall provide itemized records of travel fares, lodging, daily per diem, and other expenses being claimed.
