DEFENSE LOGISTICS AGENCY

DCAA Skills Assessment and On-line Training

RFQ SP4703-18-Q-0041

I. GENERAL INFORMATION

The Defense Contract Audit Agency (DCAA) has a repetitive need for unlimited access to Microsoft Office technology skills assessments and on-line training to assess employee's skill levels and knowledge using Microsoft Office automation products.

Although the requirement seeks access to Microsoft Office technology, this requirement is not being solicited as a brand name specific procurement. Any company capable of providing the skills assessments and on-line training of Microsoft Office technology will be considered as long as their offer meets the salient characteristics and intended purpose as specified in this Request for Quote (RFQ) and the Purchase Description (PD). It is the offeror’s responsibility to certify the offered items meet the minimum specifications/requirement.

This requirement will procure unlimited access to Microsoft Office technology skills assessments and on-line training used to improve auditor work productivity, teamwork, and communication for the Defense Contract Audit Agency (DCAA). The on-line training will include courseware and desktop video collection for employees to train at a self-pace through the Microsoft training material.

The Microsoft Office automation skills assessment software tool is designed to assess an employee's beginner, intermediate, and advanced level skills and knowledge using Office automation (i.e., Word, Excel, PowerPoint, etc.) products to tailor training needs to enhance an employee's skills to the competency level required.

The contractor shall include the ability to print out certificates of completion and assessment reports upon completion of units.

The license for each employee shall be valid for unlimited access for one year. If an employee leaves DCAA during the year, the License shall be transferred to a new employee for the remaining months in the year.

Orders will be issued throughout the year for various quantities. The first order’s minimum quantity is

600. The maximum quantity per year will be 5,000. There will not be a minimum quantity for option years.

The exact requirement quantities and dates are unknown.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

The Government intends to issue this Full and Open, Unrestricted Competition solicitation (Request for Quote (RFQ) number SP4703-18-Q-0041) under North American Industry Classification System (NAICS) code 511210 on FedBizOpps and award one Firm Fixed Price Blanket Purchase Agreement (BPA) as a result. However, the Government reserves the right to make no award or multiple awards, if determined to be in the best interest of the Government. The ordering period includes one 12-month base period plus four 12-month option periods. The Government also reserves the right to not award option periods.

Quotes submitted will be evaluated on a lowest price, technically acceptable (LPTA) basis. In order to be determined technically acceptable, quoted products must meet the minimum technical salient requirements identified in this RFQ. In order to determine if the requirements can be met, product descriptions that address the requirements must be provided with the quote. If the product information is available on-line, a web address may be provided in lieu of the product description sheet. A Government representative(s) will evaluate the information provided to determine if, in his/her opinion, the minimum requirements and intended use of the product(s) are met. The Government is not required to research information outside what is provided (product specifications/web address) in order to make the determination.

The Government intends to award one BPA; however, multiple awards may be made if determined to be in the best interest of the Government. For evaluation purposes only, an evaluation fee of $500.00 per award will be applied. Vendors are required to quote all items.

In addition to a price quote and product specifications, the following shall be provided:

• Completed FAR provision 52.212-3,

• Completed DFARS provisions 252.209-7992,

• Taxpayer Identification Number (TIN),

• Dun and Bradstreet number (DUNS), and

• Commercial and Government Entity (CAGE) code.

The total firm-fixed price used for evaluation will include all five years of performance as priced. A price analysis will be conducted to determine if the total proposed price is fair and reasonable.

The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). The Government is not obligated to exercise an option.
