700 ROBBINS AVENUE

PHILADELPHIA, PENNSYLVANIA 19111-5092

LIMITED SOURCE JUSTIFICATION

(For Acquisition conducted under the Authority of the Multiple Award Schedule Program)

1. IDENTIFICATION OF THE AGENCY AND CONTRACTING ACTIVITY

Requiring Activity:

Defense Logistics Agency Information Operations (J6) Technology Foundation Services 8000 Jefferson Davis Highway Richmond, VA 23297

POC:

Email: PH:

Contracting Activity:

DLA Contracting Services Office Philadelphia (DCSO-P) 700 Robbins Avenue Philadelphia, PA 19111

2. NATURE AND/OR DESCRIPTION OF THE ACTION BEING APPROVED:

This limited source justification authorizes and approves the required continuation of Exchange Administration Support Services for a period of performance of September 22, 2016 through March 21, 2017. This action is necessary since the current contract for Exchange Administration Support Services is scheduled to expire on September 21, 2016.

In order for Exchange Administration Support Services to continue past September 21, 2016, a six-month extension of contract SP4703-13-F-5085 is required. This will allow for the continuity of services, and allow DCSO-P adequate time to process a competitive follow-on action.

3. A DESCRIPTION OF THE SUPPIES OR SERVICES REQUIRED TO MEET THE

AGENCY'S NEEDS/ESTIMATED DOLLAR AMOUNT:

DLA, Technology Foundation Services, Exchange Administration provides a central point of contact for agency wide coordination of email system changes, modifications, and updates, as well as, security and system patches for the email applications. Exchange Administration provides a central point of contact for the implementation and configuration of the DLA anti-spam and email relay solution. Exchange Administration is a guide helping with the ongoing process of fighting the steadily increasing onslaught of spam related email.

The estimated cost of this six-month effort is .

4. THE AUTHORITY AND SUPPORTING RATIONALE (see FAR 8.405- 6(a)(1)(i)(B))

AND, IF APPLICABLE, A DEMONSTRATION OF THE PROPOSED

CONTRACTOR’S UNIQUE QUALIFICATIONS TO PROVIDE THE REQUIRED

SUPPLY OR SERVICE:

DLA Contracting Services Office SUBJECT: LSJ- Exchange Administration Support

The authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1) and FAR 8.405-6(a)(1)(i)(B). Only one source is capable of providing the services required at the level of quality required because the services are highly specialized and can only be provided by one contractor within the required time frame. Eiden Systems Corporation is the only known source capable of sustaining the Exchange Administration. Eiden Systems Corporation as the incumbent contractor already possesses the required certifications, security clearances, specialized expertise with Exchange Administration including, but not limited to the following:

Work Exchange Administration related Enterprise Help Desk Incidents and Work Orders Interact with DLA users as local Tier 3 support for Exchange related issues Investigate missing or delayed message issues including message tracking log searches Troubleshoot and resolve issues related to Encrypted email Troubleshoot and resolve issues related to poor email performance Restore user mail from backups Recovery Exchange Servers from backups Perform Server Updates Perform Exchange Database maintenance and repair Public Folder Reporting Public Folder Migration Performance Tuning

Award to the incumbent is warranted because no new contractor would be able to successfully provide full program support services in the given timeframe, while attempting to become proficient at all of the required technical applications. Due to the complexity of the projects underway with go-live dates on the calendar, only Eiden Systems Corporation has the present legacy knowledge, training, certifications, security clearances, and skills required to ensure continuous business operations while helping us meet our project dates/timelines. In addition to the certifications and clearances, contractor personnel are required to have extensive experience working with Exchange Administration.

Office of Secretary of Defense requires any user interfacing with government systems to have the appropriate certifications prior to providing services required by any contract (DoD 8570.1- M). Waivers will not be granted. The work performed under the current contract is diverse and requires Privileged Access accounts. To provide support, the Contractor is required to maintain specific security clearances, Information Assurance Technical (IAT) Level II and Computing Environment certification, as well as an Information Technology (IT)-I security clearance.

In addition, awarding to any other firm for this follow-on period will likely result in an unacceptable delay as a new vendor would require a period of transition to familiarize themselves with the above mentioned applications and DLA systems. Award to another firm during this period would increase performance risk and could result in the interruption of services which would have a severe negative impact on the mission, daily operations, and could result in an inability to support these critical application initiatives.

Eiden Systems Corporation is the only source capable of providing these services at the level of quality required within the stated timeframe due to the highly specialized nature of this requirement.

5. DEMONSTRATION THAT THE NATURE OF THE ACQUISITION REPRESENTS

THE BEST VALUE CONSISTENT WITH 8.404(d):

The Contracting Officer will evaluate the proposal received, determine that pricing for this effort is considered fair and reasonable, and award a task order to the firm who represents the best value consistent with FAR 8.404(d).

6. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AMONGST GSA

SCHEDULE HOLDERS AND THE RESULTS OR A STATEMENT OF THE

REASON MARKET RESEARCH WAS NOT CONDUCTED:

Market Research has determined that Eiden Systems Corporation is the only known firm capable of providing the Exchange Administration support services identified above without the cost and time delays that would be required to get a contractor other than Eiden Systems Corporation through the “Learning Curve” to fully support this critically important program.

7. ANY OTHER FACTS SUPPORTING THE USE OR OTHER THAN FULL AND

OPEN COMPETITION:

N/A

8. A STATEMENT OF THE ACTIONS THAT THE AGENCY WILL TAKE TO

REMOVE OR OVERCOME ANY BARRIERS THAT LED TO THE RESTRICTED

CONSIDERATION BEFORE ANY SUBSEQUENT ACQUISITION FOR THE

SUPPLIES OR SERVICES IS MADE:

DLA has and continues to exercise competition as often as possible and is required to conduct reviews to keep abreast of new technology, both in industry and in the government. DCSO-P is in the process of preparing the solicitation for the follow-on effort for these support services.

The follow-on requirement will be processed on a full and open competitive basis.

In accordance with FAR Part 8.405-6(a)(2)(i), the Limited Source Justification will be posted on FedBizOpps.gov.
