Performance Work Statement (PWS)

LEADERSHIP/COMMUNICATIONS TRAINING

SP470313Q5021

1.0 Introduction

DLA Aviation would like to have additional leadership/communication training for the various levels of leadership within the Aviation Team. The training will be expanded to include other supervisors and employees throughout DLA Aviation.

1.1 Background

DLA Aviation support has gone through transformational changes as a result of implementing the 2005 BRAC law. The law directed DLA to assume responsibility for supply, storage and distribution organizations at three Air Force Air Logistics Centers, three Navy Fleet Readiness Centers, and five depot level repair acquisition organizations from the Air Force, Navy, or Army. During this transition, over 1,500 Air Force, Navy, and Army employees have joined the DLA Aviation Team.

Migration of mission and personnel to DLA requires leadership and open communications. To assist in this transition and help improve communication within a new geographically diverse organization, DLA Aviation leadership contracted with Mr. Steven Gaffney of the Steven Gaffney Company to train senior leaders on interpersonal communication and influence and leadership on February 25, 2010. DLA Aviation leadership found this training to be directly relevant to the challenges created by the BRAC transfers, particularly in the vital area of communications.

DLA Aviation wanted to build on the honest communication training that the GS 14s and GS 15s received in February 2010, and wanted to spread the training to the GS 13s and the supervisors below them. This is due to the fact that the Center has grown tremendously as a result of inheriting the BRAC mission and thus this training is needed to assist in growing as a team.

Contract SP4703‐10‐P‐0045 was awarded May 27, 2010 to Steven Gaffney Company for one year of training which included licensing rights, seminars, webinars, teleconferencing, video conferencing, follow‐up tele‐ seminars, coaching, books, and audio seminars.

1.2 Scope

DLA Aviation wants to continue this training program at several of the Industrial Support Activities that were not able to attend Gaffney seminars during the first two contracts we had with him. Specifically we would like the following sessions (eleven total training sessions):

o Warner Robins, GA: One in FY 13/ Two in FY 14.

o Ogden, UT: One in FY 13/Two in FY 14 o Oklahoma City, OK: One in FY 13/ Two in FY 14 o Cherry Point, NC: Two in FY 13

This training is necessary to foster communication and understanding, and help the DLA Aviation leadership forge a solid "One Aviation Team" approach as the Aviation Team focuses on delivering enhanced service and support to its military customers and deliver on the promise of the 2005 Base Realignment and Closure (BRAC) law.

1.2.1 Place of Performance: Oklahoma City, OK, Ogden, UT, Cherry Point, NC, and Warner Robins, GA.

1.3 Project Objectives

Specifically, the objectives to be learned are as follows:

a) How to be more effective and efficient in our organization

b) How to better plan meetings and present ideas succinctly and concisely

c) How to gain a group consensus without watering down great solutions

d) How to influence with or without authority

e) How to make things happen

f) How to motivate others
