Contract Maximum Dollar Value: This solicitation will result in award of a Multiple Award Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract, against which it is planned to award Firm Fixed Price (FFP) task orders. The appropriate CLIN will be established for each individual task order. The total amount of all orders placed against the IDIQ contract resulting from this solicitation shall not exceed $95,000,000.00.

Guaranteed Minimum: The solicitation will include a single guaranteed minimum, to each awardee of the basic IDIQ contract, for the applicable life of the contract (s). Additionally, an individual task order’s period of performance may last up to 5 years. The estimated start date for any Task Order resulting from this solicitation is on or about March 2019.

*Offeror Vetting:

All Offerors will need to provide the Contracting Officer with an email stating they are an interested party and would like additional information regarding this requirement. In the email the following information is required: full company name, Cage Code, and Government contracts POC. Each Offeror will be verified through the System of Award Management (SAM) as an active contractor eligible to receive Government contracts along with verification the company is not on the Excluded Parties Listing. **Response required NLT 3pm EST on Wednesday, 19 September, 2018.

(See Block 7 for email addresses.)

Site Survey:

The Government intends to host a site survey at MCAS Cherry Point to allow interested Offerors an opportunity to evaluate the site. To properly understand the technical requirements and to be able to accurately submit a price proposal for the initial task order, attendance at the site visit is mandatory.

To gain access to the base, each person will be required to provide proper identification (driver’s license), pass a background check at the front gate and cannot be a felon or pending any charges. A list of Contractor personnel that will attend the site survey along with length of stay will need to be provided to the Contracting Officer 3 business days before the site survey commences. Additional information regarding the site survey will be provided after Offeror Vetting.

*The Government will not provide any equipment/tools/documentation/photographs/measuring devices/paper/pencils/etc… during the site survey. Each Contractor must bring all tools, information and personnel needed to understand the site and accurately prepare a technically acceptable proposal.

**The site survey date along with any additional information will be provided after Offeror Vetting.

Special Contract Requirement:

All Offerors (*regardless of business size---small businesses will get credit for their direct efforts as the prime contractor) will be evaluated on their proposed approach to meet the following target % that represents DCSOs overall Small Business Goals for FY18: 44.0% of the total contract value to small business including subcategory goals are established for the following socioeconomic targets: 13.8% for Service-Disabled Veteran-Owned Small Business (SDVOSB), 27.8% for Small Disadvantaged Business (SDB), 11.1% for Women Owned Small Business (WOSB), and 4.2% for Historically Underutilized Business (HUB Zone).

Progress in achieving small business participation requirements will be reported annually at the IDIQ contract level via Contractor Performance Assessment Reporting System (CPARS). Failure to meet or make positive progress toward meeting small business subcontracting requirements may negatively impact a Contractor’s performance ratings. All other small business participation efforts included in the contractor’s proposal will be monitored during contract performance.

The Successful Offeror for each Task Order will be required to submit a “Small Business Subcontractor Report”, which demonstrates how the contractor is achieving its small business participation targets. The report shall be submitted no later than 30 days prior to the end of an IDIQ contract year (anniversary of the award).

*Small business Offerors may meet the requirement using work performed themselves.

Future Task Orders:

Under the multiple award IDIQ contract, all awardees will be afforded a fair opportunity to provide a competitive proposal for all future task orders. It is anticipated that all future task orders will go through the same or similar process as the evaluation of the MCAS Cherry Point Task Order using a best value evaluation.
