PERFORMANCE WORK STATEMENT
1.0 Title: Analysis of Defense Logistics Agency’s (DLA) telework program’s impact on performance & culture– DLA Human Resources Policy (J14).
7 6
SP4702-18-Q-0500
2.0 Introduction: The primary objective is to propose methodology and conduct a research-based study to analyze DLA’s telework program and determine its relationship to or impact on, if any, DLA’s organizational culture and performance. This study will assess senior leadership’s and supervisory perceptions of telework at DLA, by leadership level and organization, to determine if, and to what extent, telework impacts organizational culture and performance. This study will evaluate if there is any correlation between the frequency of telework and/or the number of teleworking employees, and if so, what the impact of that correlation might be on key performance indicators (as measured by the agency) or culture of the organization based on reports provided from the agency-wide culture/climate survey(s). The “study” will benchmark DLA’s telework program by comparing DLA telework data to other DoD organizations using DoD’s annual report to other Federal entities and the annual Office of Personnel Management (OPM) telework report to Congress. The study also will identify current industry trends and best practices regarding telework in the private sector.
3.0 Background: The Telework Enhancement Act of 2010 mandated that the Department of Defense agencies establish agency-specific telework policies, with the goal of promoting telework to the greatest extent possible to support continuity of operations, workforce efficiency, emergency preparedness, and quality of work/life balance. DLA’s telework program, formally established in 2008, was extensively promoted throughout DLA. The DLA Instruction 7212, and the Master Labor Agreement (MLA) between the American Federation of Government Employees and DLA outline rules and responsibilities for DLA and its employees who participate in the telework program. The MLA covers approximately 16,000 bargaining unit employees. Since the program was established, DLA was aggressive in its implementation of telework, including enhanced technologies that support virtual and distributed work, and as a result the program has grown significantly over time. The telework program is administered across DLA’s geographically dispersed population using an automated request and tracking system, Employee Activity Guide for Labor Entry (EAGLE) Telework Management, to electronically route and store telework agreements. In addition, DLA uses the EAGLE time and attendance system to record and report telework participation to Congress annually through DOD/OPM channels. Employee perceptions of telework are measured every two years through DLA’s Culture/Climate Survey, and telework data is reported to Congress annually in compliance with DoD/OPM requirements.
While DLA recognizes the benefits of its successful telework program and its positive impact on continuity of operations, recruitment, retention, employee work/life balance and job satisfaction, there is an interest in conducting a deeper analysis into whether, and the extent to which, the frequency of telework, or the number of teleworkers, impacts DLA’s ability to optimize organizational culture and create/sustain a high performing work environment. Original research will be conducted to assess senior leaders and supervisory perceptions of the impact of telework and other forms of geographically distributed work, on their ability to create/sustain a high performance work environment and positive organizational culture. Additionally, the study will assess agency provided reports of objective performance metrics determined to be key performance indicators, culture/climate survey data/reports (including employee perceptions of telework through agency administered climate survey data and write in comments), and reports that include the frequency of telework and the number of teleworkers. The study will result in a report of findings and recommendations.
4.0 Scope and Tasks: The Analysis of Defense Logistics Agency’s (DLA) telework program’s impact on performance & culture Service Agreement shall cover the following:
A. Scope:
1. Areas of DLA included: All DLA activities with telework approved employees, both inside the continental United States (CONUS) and outside of the Continental United States (OCONUS).
