DDEFENSE LOGISTICS AGENCY
CONTRACTING SERVICES OFFICE AT COLUMBUS
3990 EAST BROAD STREET
COLUMBUS, OHIO 43213-1152
JUSTIFICATION
FOR OTHER THAN FULL AND OPEN COMPETITION
1. Identification of the agency and the contracting activity:
REQUIRING AGENCY:
Special Projects DLA Training Columbus, OH 43218-3990 POC: Shannon Wagner Phone: 614-692-6426
CONTRACTING ACTIVITY:
DLA Contracting Services Office, DCSO-C PO Box 3990 Columbus, OH 43218-3990 POC Jim Linard Phone: 614-692-2468
2. Nature and/or description of the action being approved.
Only one approved source is capable of providing the supplies or services required at the level of quality required because the supplies or services are specialized. Restricting to a service peculiar to one source is permitted given that the particular service is essential to the Government’s requirements and market research indicates that other companies do not and cannot meet the agency’s needs.
Because the Prosci ADKAR ™ model is the approach designated for use throughout DLA and because the ADKAR ™ model is proprietary to Prosci, only Prosci and its’ authorized dealers are capable of supplying the required change management certification. Therefore, this acquisition for the requested services will be limited to Prosci and authorized vendors.
Prosci is the sole source owner of the ADKAR model, however Prosci has approved three vendors with the ability to teach their model.
3. Description of the supplies or services required to meet the agency’s needs (including the estimated value).
The services required to meet the using activity’s needs are describes as follows: This is a sole source acquisition for change management certification with Prosci and authorized providers of Prosci’s ADKAR Model. Prosci owns the ADKAR Model which is the model used
SOURCE SELECTION INFORMATION – SEE FAR 2.101 AND 3.104 Page 2 throughout DLA per DLAI 2305 for all change initiatives. DLA has had a Corporate License with Prosci, Inc. since 2009. This license provides DLA basic corporate-level access to all the models, toolkits and instructional support materials Prosci Inc. has developed and published in support of their ADKAR ® Change Management methodology.
DLAI 2305 specifically states “DLA is committed to extending the enterprise to meet the needs of the warfighter, transforming virtually every aspect of the organization from work processes to the employee skills needed to perform them. To navigate through the change process while sustaining a high level of productivity, we must ensure that employees and managers are equipped with the appropriate information, tools, and techniques for managing the people side of change. Adopting a structured, proactive approach to change management will enhance our success in implementation of local and enterprise-wide transformation efforts on time and within budget. While there are many models and approaches to change management, the Prosci ADKAR ™ model is the approach designated for use throughout
DLA.”
The Prosci ADKAR Model is a goal-oriented change management model to guide individual and organizational change and consists of five outcomes that an individual must achieve for change to be successful:
The classes to be procured are:
Prosci Change Management course -
Sponsor Briefing -
Change Management Workshop for Project Managers –

The proposed award will be an Indefinite Delivery Indefinite Quantity (IDIQ) contract to include a base year and two option years. The base year value is estimated to be with a 3-year total value estimated at
4. The statutory authority permitting other than full and open competition is:
10 U.S.C. 2304(c )(1) – Available from only one or a limited number of sources – Prosci (3BD85)
5. The use of the authority cited in 10 U.S.C. 2304(c )(1) above is based on:
Justification for other than full and open competition issued by the office of Special Projects, DLA Training, Columbus and market research.
The success of the DLA organization is largely dependent on its ability to achieve a high-performing, results-driven culture and to sustain that culture in light of changes to demographics, economics, and technology. These factors will impact each segment of DLA, requiring DLA Human Resources to strategically partner with leadership and the workforce to carry out DLA’s mission. DLA must employ change management techniques that decrease the uncertainty associated with changes and mitigate resistance to change. We must also collaborate with our labor unions to communicate and implement positive change, which is vital to an invigorated, sustained, and resilient workforce.
As such, change management within DLA is strictly enforced to ensure consistency across the enterprise. Based on the Agency size, scope, and complexity, it is critical that we adopt one Enterprise Change Management solution to ensure consistency across the enterprise. Prior to adopting the Prosci model, the Agency reviewed other change management models. DLA has been using the Prosci model for over 15 years for Business Systems Modernization and Enterprise Business Systems. In 2009, DLA officially adopted the Prosci model and this model had been integrated into DLA Human Resources and change management processes and workflows since then. The solution was first incorporated into DLAI 2305, Enterprise Change Management dated July 14, 2009 and later continued in DLAI 5010.01, Enterprise Change Management dated January 21, 2016. The Agency mission will be severely degraded if we were to adopt a new model at this point in time.
6. Efforts to ensure that offers are solicited from as many sources as practicable are:
Prosci and their authorized dealers will be solicited. In addition, sources sought announcements respondents will be solicited with the understanding they must be an authorized dealer in order to be considered technically acceptable.
7. I hereby determine that the anticipated cost to the Government will be fair and reasonable based on the following:
The contract specialist anticipates that the cost for this service will be determined fair and reasonable based on previous cost incurred on the same courses previously procured under
SOURCE SELECTION INFORMATION – SEE FAR 2.101 AND 3.104 Page 4 sole source acquisitions SP4702-17-P-0026 and SP4702-17-P-0055. There are no other approved providers of this training.
8. A Description of the Market Research Conducted.
A sources sought announcement posted on FedBizOpps (FBO) on October 26, 2017. The sources sought announcement closed on November 2, 2017 and responses were received from Launch Team Consulting and JBJBusinessGroup. Launch Team Consulting indicated they are in the evaluation process with of Prosci to become an authorized training provider but that process is not complete. JBJBusinessGroup listed “assembly and deployment of elite subject-matter experts (SME) teams with specific domain knowledge as an augmaentation workforce in support of customers executing program/project efforts in the interest of our nation.” However, neither contractor is currently a Prosci authorized training providers as listed at the Prosci website, https://www.prosci.com/training/prosci-global-partner-network .
from Deltek asked via e-mail on October 27, 2017 “if this is an entirely new effort or if there is an incumbent currently providing the services?” was provided the requested information but he did not indicate if they were interested in submitting an offer.
The Prosci website lists five training providers in the United States that have been trained and authorized by Prosci to provide the required training. The program manager contacted Navigator Management Partners, Highland Consulting Group, Life Cycle Engineering in development of the Independent Government Estimate (IGCE). All three vendors expressed an interest in this requirement. Prosci was contacted by the buyer and they also expressed an interest in this requirement. The two remaining authorized training providers in the United States, MSS Business Transformation Institute and Northhighland Worldwide Consulting are not registered in System for Award Management (SAM) and do not have CAGE codes
An internet search did not identify any other companies with the ability to certify participants in Change Management and who offer training on the ADKAR model.
9. Additional facts supporting other than full and open competition are:
The ADKAR ™ model is proprietary to Prosci; only Prosci and its’ authorized training providers are capable of supplying the required change management certification.
10. A listing of sources, if any, indicating an interest in the acquisition are:
Prosci (3BD85) Navigator Management Partners (4MFA6) Highland Consulting Group (65TC7) Life Cycle Engineering (2P842) Launch Team Consulting (741Y7) JBJBusinessGroup (4JXG3)
SOURCE SELECTION INFORMATION – SEE FAR 2.101 AND 3.104 Page 5
The program manager contacted Navigator Management Partners, Highland Consulting Group, Life Cycle Engineering in development of the independent government estimate (IGCE). All three vendors expressed an interest in the solicitation.
11. A Statement of the Actions, if any, the Agency May Take to Remove or Overcome Any Barriers that Led to the Restricted Consideration Before any Subsequent Acquisition for the Supplies or Services:
DLA continues to exercise competition as often as possible and is required to conduct ongoing reviews to keep abreast of new information technology, both within industry and the Government as a continuing effort within DLA. Furthermore, DLA utilizes a variety of vendors, manufacturers, and contacts to fulfill its requirements and will continue the practice of surveying the market to ensure future full and open competition. This requirement will be posted on FedBizOpps (FBO) to ensure no other providers are available.
