TASK ORDER (TO) PERFORMANCE WORK STATEMENT (PWS) for Enterprise IT Security and Infrastructure Support As of 01 DEC 2011
PERFORMANCE WORK STATEMENT (PWS)
NETWORK INFRASTRUCTURE SUPPORT SERVICES
· BACKGROUND
The Defense Logistics Agency (DLA) is a United States (US) Department of Defense (DoD) agency that provides worldwide logistics support for the missions of the Military Departments and the Unified Combatant Commands under conditions of peace and war. DLA’s Enterprise Telecommunication Network (ETN) and the SIPRNet over Enterprise Telecommunications Network (SoETN) is the core network backbone that provides Wide Area Network (WAN) and Local Area Network (LAN) connectivity between the DLA Headquarters, its various field activity sites, depots, and forward deployed locations within the Continental US (CONUS).
DLA has a requirement for the modification and upgrade of these existing networks. The Contractor shall provide network infrastructure design, engineering and installation support to include, inside/outside plant, RF infrastructure, logistic management, program management, Computer-Aided Design (CAD), and cable plant engineering. The Contractor shall provide technical expertise and Subject Matter Experts (SME) to support various projects relating to the modification and enhancement of DLA’s telecommunications and data Network, and all services and materials as necessary to effectively and efficiently accomplish the tasks as outlined in this PWS.
This is a non-personal services contract to provide information technology support services. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn, is responsible to the Government. The Government and the Contractor understand that the services to be provided under this contract by the Contractor are non-personal services and that no employer-employee relationship exists between the Government and the Contractor. The Government may provide technical direction which will assist the Contractor in accomplishing the PWS; however, the Government will not control the methods used by the Contractor to perform the service requirements set forth in the PWS.
· OBJECTIVE
It is the goal of DLA Information Operations to provide a viable, supportable, and secure network among all DLA activities and sites. All existing network infrastructures must be compatible with the existing overall network architecture and ensure they meet the DoD standards for securing the networks during peacetime and war.
The primary mission of this contract will be to provide the required technical services necessary for implementing and configuring telecommunication / network infrastructure upgrade efforts across the DLA network at identified locations. High level objectives of these services include:
1. Provide market research and complete procurement packages to purchase electronic components per the approved site survey specifications.
1. Upgrade, install and/or configure existing network infrastructure at identified locations per the approved site survey specifications.
1. Provide engineering services support at identified locations.
The Contractor shall perform the required designs, equipment procurement packages, installations, configurations and necessary network upgrades at the following designated locations:
a. Contractor’s Facilities
b. DLA locations to be defined in each Task Order (TO)
· CONTRACT TYPE
This requirement will be a multiple award firm-fixed price indefinite delivery indefinite quantity (IDIQ) contract. After the initial award all subsequent TO’s will be competed among contract holders.
· SCOPE
3.1 SPECIFICATIONS
The following specific specifications and are required: (The telecommunications design / upgrade shall conform to the current versions of all applicable Unified Facilities Criteria (UFC), Technical Criteria for the Upgrade Information Infrastructure Architecture (I3A), ANSI/TIA/EIA specifications, Current Building Industry Consulting Service International (BICSI) Best Practices, and all standards and codes referenced in the UFGS specifications. Publications, codes, specifications, and standards shall be used as the basis for the project design. Publications and codes that imply recommendations shall be taken to be mandatory. Where there are conflicting criteria, the most stringent requirements take precedence).

3.3 TASK 1 – GENERAL
a. All efforts shall:
1. Be in conformance with the requirements listed in the specifications
2. Include a detailed breakout of all costs by system in the estimate for this tasking, including estimates provided by team members or authorized sub-contractors. Details required include: labor hours and burdened labor costs by labor category; material and material transportation costs; travel and per diem charges; and Other Direct Costs (ODCs).
b. Perform task in accordance with the Quality and Safety provisions:
1. Comply with the Occupational Safety and Health Act (OSHA) and the resulting OSHA Standards 1910 (General) for the protection, safety and health of employees and any subcontractors assigned to this Task Order.
c. Roll back, or dispose of, Government Furnished or Material/Equipment acquired in support of this Task.
d. Perform workmanship in accordance with applicable references, industry standards and specifications identified in this order.
e. Perform quality control inspections identified in this contract or procedural quality system document.
f. The Contractor is required to provide effective and efficient administration of the project. The Contractor will assign a Project Manager to act as a single point of responsibility for the project. The Project manager will have a proven ability to utilize the Principles and Practices of Project Management.
g. The Contractor shall conduct site surveys at identified locations; procure all non- Government Furnished Equipment (GFE) equipment associated with this contract; and validate that all components meet FIPS 140-2 compliancy.
h. Contractor must have proven experience in the evaluation of Risk Management Framework (RMF) security requirements relating to DLA IT infrastructure upgrades.
i. DLA Information Operations requires only qualified and experienced telecommunications Contractors perform Upgrade services in the construction of the DLA structured cabling infrastructure. The Contractor, by responding to this PWS, represents that their company possesses the qualifications, certifications, capabilities, test equipment, expertise, and personnel necessary to provide an efficient and successful Upgrade of properly operating components. All cabling and associated infrastructure shall have oversight by BICSI certified Technician.
j. It is required that the Contractor supervisor/foreman must be a BICSI certified ITS Technician and a BICSI member in good standing. The Contractor supervisor/foreman must be on-site for the duration of the project.
k. A BICSI RCDD will be present during the site survey phase of all projects. The upgraded infrastructure will be reviewed by a BICSI RCDD for adherence to standards. Random checks by the RCDD of all aspects of infrastructure Upgrade will be performed on a recurring basis during the entire Upgrade process. During the final inspection the RCDD will develop a punch list of items which need correction in order to accomplish certification. The RCDD will conduct a Final walk-through with the customer representative for acceptance.
l. Continuity and technical support expertise is essential to have standard Upgrade practices supporting the Wireless platform within the DLA network. The Contractor shall provide a Subject Matter Experts (SME) with extensive experience with new and legacy equipment associated with DLA’s existing telecommunications and data network as required. AirMagnet Certified Product Expert Certification is considered essential.
m. The Contractor shall provide Subject Matter Expert (SME) support (CCNA and CCNA Wireless or comparable certification is considered an advantage) for Wireless and Network Distribution Systems related to the execution of this task.
n. The Contractor shall provide hands-on training to DLA J6 Infrastructure personnel, to outline the design approach, demonstrate functionality, and be used to troubleshoot potential network problems associated with the wireless components.
o. Contractor will provide on-site/virtual engineering support of benchmarking, base lining, network-health checks, knowledge transfer, and key metric dashboards generated, along with newer technology review, and best practice recommendations will provided by network engineers in support of DLA's networks, on a monthly basis for the topics tasked for analysis. On-site / virtual Engineering Support (12 month- support, NTE a total of 24 - 8 core hour business days during this time period).
p. Contractor will conduct market research to determine ideal standard platform and product sole source justification paperwork for any project that requires it
q. Contractor will provide engineering level project support on projects defined within each Task Order (TO). Expected projects include, but are not limited to:
a. Enterprise Wireless Deployment
b. Industrial Control System Network Design and Implementation
r. Accomplish Isolation and Tag-outs in accordance with (IAW) site procedures.
s. Provide a detailed Plan of Action and Milestones (POAM) summary for accomplishing the requirements of this order. A separate POAM shall be developed for each site listed. POAM shall be delivered within two weeks of task award.
t. It is required that the contractor provide a 75% BICSI certified work force for all cable infrastructure installation.
3.4 TASK 2 - PRELIMINARY PROJECT SUPPORT
a. The DLA Information Operations Network Enterprise Architect representative shall be consulted for additional telecommunications system requirements.
b. Coordinate management, planning and reporting:
· Submit visit/clearance information.
· Obtain required passes and badges.
· Obtain required work authorizations and permits.
· Submit yard/base facility action item paperwork (if required)
· Submit HAZMAT handling requests.
· Coordinate material handling with the yard/base facility.
· Coordinate Sub-contracting and Pre-Fabrication requirements.
· Provide financial, scheduling, and performance tracking.
· Acquire material identified as required by the design plan for each site.
· Package Contractor-acquired Upgrade material and equipment for transportation to the site.
· Provide Monthly Task Order Status Report IAW Paragraph 4.
· Provide Quarterly Contractor’s Manpower Report IAW Paragraph 4.
· Provide Contractor CPARS Draft Approval Document (CDAD) Report IAW Paragraph 4.
a. Site surveys will be completed prior to close of the solicitation for all Delivery Order. Site estimates are known as of the date of issuance for this Scope of Work, but the actual site conditions and quantities of material and equipment necessary to fulfill the requirements will need to be confirmed by conducting the site survey as defined by the Task Order. In addition, the requirements of the Warfighter are the paramount focus of these Upgrades. Emergent requirements may require a rapid reassessment of the locations specified. In order to remain sufficiently agile to address these emergent requirements, DLA may find it necessary to alter the sites and/or Upgrade dates specified. These changes will not result in changes to the PWS work scope, budget or funding.
3.5 TASK 3 - SITE SURVEY SUPPORT
a. Coordinate with the TO (or his representative), Site Personnel via the TO, and DLA On-Site Government Representative (OSGR) to schedule the site surveys. Schedules are to have minimal impact on site operations and other outside activity evolutions.
b. The scope of each site survey shall include the buildings and rooms specified by DLA in each Task order and shall include existing cabling and infrastructure components.
c. Drawings or floor plans may not be available for all sites. DLA will not be responsible for additional fees for delays due to the Contractor’s unfamiliarity with DLA facilities. It is assumed that the Contractor possess the required level of site knowledge in order to conduct the survey in the most cost effective manner possible.
d. Coordinate with the DLA on-site Representative in identifying and requesting a work site staging area.
e. Accompany the DLA representative during the In Brief.
f. As required, the Contractor will conduct wireless site surveys using the Fluke AirMagnet software tool to calculate the ideal quantity, placement and configuration of wireless access points for WLAN deployment.
g. As required, the Contractor will conduct onsite testing to determine network bandwidth requirements. The bandwidth tests shall include results from both the 5 GHz and 2.4 GHz wireless bands incorporated in IEEE 802.11a, g and n. Network tests shall ensure that all throughputs exceed 24MB at fifty percent power within the designated wireless area. Tests shall be performed by selecting the wireless range that has the least amount of interference, minimal number of devices, and the least amount of utilization.
h. As required, the Contractor in unison with DLA technical team members will conduct onsite testing to demonstrate that no gaps in functionality exist on both the 5GHz and the 2.4GHz wireless bands by performing load simulation transferring large volumes of data from host to client on mobile devices.
i. As required, the Contractor will perform, with the assistance of DLA personnel, application timing tests over specified segment(s). Testing will be conducted from both the closest and furthest distances from the Access Points and provide a graphic of the limitations of signal.
j. Obtain all the data necessary to complete the design, as follows:
1. Gather data on actual “found” conditions.
2. Take measurements to verify old data and obtain any required new data.
3. Consider alternatives and site preferences, particularly in regard to site resources such as floor space, power panel spares, and patch panel space.
4. Identify site resources for future use and coordinate with the site. Tag or mark such resources to preclude other systems using the same assets prior to the start of the production effort.
5. Identify safety or operational issues that might impact the planned production (for example, HAZMAT contamination or other planned Upgrades that would impact planned work).
6. Make sketches or take photographs of existing equipment, new equipment locations, cable plant routes, and other items for consideration.
7. Analyze technical requirements to support projected mission, technology, infrastructure changes, and recommend capabilities for the new and existing facilities.
8. The Contractor shall list out the recommended equipment on all site surveys, to include part number; cost; quantity; and maintenance cost for one year, which will be confirmed and approved by the government.
k. Review site documentation.
l. Specify disposition of removed equipment or material as: re-used, recycled or salvaged.
m. Provide disposition instructions for items permanently removed.
n. Identify controls and safeguards for Upgrade of classified material and equipment.
o. Develop a Site Survey Summary detailing the results of all information gathered during the inspection as well as other requirements obtained.
p. For wireless site surveys, provide site survey report containing various Heat Maps depicting the signal coverage and identifying areas where there are sufficient and insufficient coverage. The signal coverage will be measured in dBm with a color-coded signal gauge ranging from the minimum signal level to the highest as well as areas where there are sufficient and insufficient coverage.
q. Provide an Out Brief summary.
3.6 TASK 4 - DESIGN ENGINEERING SUPPORT
a. Develop Design Plan in accordance with the specifications in Section 3 for the locations specified in each Task Order. However, where applicable, DLA design requirements may supersede requirements during both the design and implementation phases of the project.
b. The new information technology infrastructure design will offer sufficient flexibility to respond to new opportunities and changes in technology while maintaining consistency across the network ensured by establishing standards for all components.
c. The Contractor shall ensure the Wireless design provides essential redundancy in the Wireless Local Area Network (WLAN) infrastructure, such as overlapping access point coverage that enable the automatic failover of wireless devices to reduce or eliminate downtime.
d. The Contractor will follow equipment manufacturer’s best practices for all wired and wireless LAN infrastructure to provide for future expansion and redundancy.
e. The Design Plan will consider all aspects of the infrastructure upgrade, as well as the coordination with site personnel and evolutions.
f. The Design Plan will consider all aspects of the network upgrade, as well as the coordination with site personnel and evolutions.
g. Provide details that fully define system requirements for typical and special conditions including all termination enclosures, break-out boxes, and consolidation point or box which includes termination or cable management hardware. Provide manhole details and elevations. Provide duct bank configuration and construction details.
h. Show individual elevations of each type of rack, cabinet, or other equipment or termination enclosures, including cable management, grounding, power, patch panels, and connectors.
i. Provide riser diagrams that indicate the BD, FD, ER, and TR's, risers, backbone trays and conduits, backbone termination areas, racks and cabinets, service entrance configurations, typical horizontal cabling, and all backbone cabling (including types, counts, and labeling). Provide separate diagrams for each system. Identify interfaces to other systems; such as, fire alarm systems and EMCS.
j. Drawing scale shall match architectural drawing requirements. All drawings submitted by Contractor must be in AutoCAD 2012 and PDF format. Drawings shall be complete and accurate in every detail and be coordinated with all other work. Drawings shall be sufficiently cross-referenced to other drawings and specifications and shall include appropriate notes, schedules, diagrams, and details.
k. The Contractor shall provide AutoCAD drawings that are suitable for the creation and update of DLA telecommunications, IT infrastructure, and systems drawings. The drawings shall reflect engineered solutions of sufficient detail to serve as integration drawings. Once the integrations are completed, the Contractor shall convert the mark-up drawings to final, as-built drawings. These drawings shall become a part of the facility records.
l. All final drawings provided by Contractor must have an RCDD Stamp present on the drawings.
m. Include safety and operational considerations noted during the Site Survey.
n. Provide Project Cost and Milestones Schedule Plan IAW Paragraph 4.
o. Address the following items in the completed Design Plan:
1. Identify controls and safeguards concerning the removal of classified material and equipment.
2. Details for prefabrication and off site fabrication of production items.
3. Specify disposition of removed equipment or material as: re-used, recycled, or salvaged.
4. Provide disposition instructions for items permanently removed.
5. Document security requirements in accordance with this PWS.
6. Test and inspection requirements for foundations, structural modifications and support system modifications.
7. Note conditions that could impact the upgrade completion or upgrade planning and execution.
8. Identify hazardous materials testing requirements.
9. Identify Test parameters.
10. Develop a Bill of Material.
3.7 TASK 5- NETWORK UPGRADE SUPPORT
a. Coordinate with government on-site representative in identifying and requesting a work site staging area for material, tools, and equipment at the work site prior to shipment or delivery of material and equipment. The Contractor’s On-site Manager shall work with the government On Site Representative to confirm physical location of the stored materials. Shipped materials shall be marked and inspected in accordance with the Contractor’s quality assurance procedures.
b. Coordinate all management efforts required to complete the system upgrades. Efforts are to include:
1. Submit all visit/clearance information.
2. Obtain all required passes and badges.
3. Coordinate all sub-contracting and pre-fabrication requirements.
4. Provide schedule, and performance tracking.
5. Provide all tools necessary to complete the system upgrades.
c. The Contractor will allocate sufficient resources, equipment and personnel, to any project to ensure it is completed on time and is consistent with the intent of these specifications.
d. The Contractor will perform necessary market research and procure the necessary hardware, software, licenses, and materials to ensure that all wired and wireless network upgrades can be performed successfully.
e. The Project Manager shall provide Weekly Status Reports (WSRs) to DLA and the appropriate WSR's shall be prepared at the end of the week. WSR's will be in the contractors format (and may be as basic as an email message) and shall identify the work accomplished (in general), plans for the following week, and all issues that may present a risk to cost, schedule or performance. WSRs are a form of communication between the Government Representatives and the Project Manager; they are not a Contract Deliverable, and are not subject to the deliverable and reporting criteria.
f. Provide Inventory Tracking Report when requested.
g. Provide Warranty Tracking and Administration for Serialized Item Report when requested.
h. The Contractor should possess current Panduit and Leviton manufacturer’s certifications.
i. Upgrade equipment necessary for the system IAW requirements.
j. Provide project material / equipment Invoice Support Documentation when requested.
k. The LAN distribution system shall be, Category 6, unshielded twisted pair (UTP) cable, color shall be determined based on site by a DLA Information Operations Network Enterprise Architect representative, to support data connectivity requirements.
l. As required, Category 6 keystone type patch panels shall be provided in Government furnished equipment racks (if existing). If new racks/cabinets are required as part of the system upgrade, these shall be supplied by the Contractor with DLA Information Operations Network Enterprise Architect representative approval of product submittals
m. All interior Category 6 and Fiber Optic cable must include inner duct and be in a cable support system. This system will consist of welded wire basket tray and EMT conduit. All EMT Conduit must use a bushing to connect the EMT to the welded wire basket tray for a continuous ground.
n. A minimum of 24 strands of single mode FOC shall be used between the main BD (Building Distributor) or main cross connect and each FD (Floor Distributor). All FOC cabling shall be installed in EMT conduit or inner-duct for protection.
o. A minimum of 48 strands of single mode FOC shall be used between the main BD (Building Distributor) and the buildings POE (Point of Entry), Building entrance, or Campus Distribution (CD).
p. All fiber optic backbone cabling shall be terminated in cabinet/rack-mounted patch panels, at each end. Do not use ST style adapters for new construction unless specifically required for interface with existing equipment. The default choice for fiber optic adapters and connectors shall be TIA/EIA “SC” type (568SC) or TIA/EIA “LC” type (568LC). All fiber optic connectors will be fusion splice type connections installed in a cassette. No mechanical connectors may be used.
q. The Contractor shall provide all specified equipment (excluding wireless and Government furnished equipment unless otherwise specified by Ordering Officer) and software for this project. Specific quantities and manufacturers to be determined during the respective site surveys.
r. The Contractor shall purchase all required equipment from a manufacturers certified reseller. Any hardware purchased shall be brand new from the manufacturer and received in its original shipping container from the manufacturer. No refurbished and/or previously used equipment will be allowed to be purchased for this task. No gray-market equipment will be allowed for this task. If the specified manufacturer does not offer a part or piece of equipment necessary, the Contractor shall make a recommendation as to a replacement part or piece of equipment to be approved by Contracting Officer.
s. Make all necessary power connection modifications for the new communication cabinets. All electrical Upgrades must be completed by a Master Electrician with a current license. Accomplish Isolation and Tag-outs IAW local site procedures. Any specific site procedures will be provided in the Design Plan.
t. Include equipment labels and cable tags.
u. Protect site equipment, components, and spaces during contamination-producing operations.
v. All firewall penetrations will use device that will meet all fire and building codes and will also automatically adjust to cable fill without the use of fire stopping sealant, putty, or foam pads. The penetrations should match the fill capacity that the cable tray can accommodate for future expansion.
w. Seal Firewall penetrations in accordance with applicable U.L. listed tables. Contractor shall make available hard copy of U.L. Table and method utilized if so requested by DLA or OSGR
x. Track and document Upgrade discrepancies. Conduit needs to be run in the most direct route possible, parallel with building lines and in a workman like manner.
y. Restore disturbed equipment rooms, walls, floors, ceiling etc. to match the surrounding areas.
z. Configure and integrate hardware as identified in the Design Plan.
aa. Remove material and equipment identified for removal or relocation.
1. Inventory material permanently removed and document transfer on DD Form 1149. Dispose of material as directed by the OSGR.
2. Remove equipment or portions thereof, designated for modification/upgrade or other re-use and ship to the location provided by the OSGR.
3. Store equipment slated for re-Upgrade in a secure location.
ab. Accomplish Upgrades IAW applicable sections of the Design Plan.
ac. The Contractor shall support de-Upgrade, Upgrade, integration, testing, removal, and maintenance of aerial, underground, and buried multi-purpose communications cable to include coaxial and fiber optic cable. The Contractor shall also provide support to facilitate integration and maintenance of various types of cables to include:
1. Deliver and work in manholes and conduit ducting systems
2. Deliver, pull, and test OSP fiber optic, copper, and coaxial cabling
3. Terminate, splice, test, maintain, and repair fiber optic (including fusion splicing), copper, and coaxial cabling
4. The Contractor shall develop and execute cutover plans to integrate new infrastructure. The cutover plans shall provide, as nearly as possible and practical, a seamless cutover of services from the old to the new infrastructure and systems. The Contractor shall support the coordination of the cutover plan with the appropriate customers on and off post and with service and theater communications and IT agencies.
5. Deliver fiber optic modems, multiplex equipment, patch panels, main and intermediate distribution frames, lightning protection, and supporting ground and power connections
6. Deliver cabinets, cable ladder and rack systems, and equipment components in cabinet
7. Operate heavy equipment to include: cable reel trucks, trenchers, backhoes, chiselers, bobcat, 20k all-terrain forklift.
8. Provide access to buried communication cable and digging/chiseling trenches
9. Outages – During the ISP/OSP Upgrade period, the Contractor shall be on call 24/7 via cell phone or pager. Once notified of an outage by the COR, local communications squadron commander, or his designated representative, the technician must acknowledge the outage and respond according to local policies within 15 min. Maximum response time is 30 minutes for personnel billeted on base and 1.5 hour to 2 hour for personnel billeted off base.
10. Equipment and Materials - The Contractor shall provide test equipment, equipment, and materials to support cable infrastructure engineering and integration. Equipment and software supported includes:
a. Cable Analyzer / Fluke DSX-5000 with Fiber Optic Modules
b. Optical Time Domain Reflectometer / GN Nettest CMA4000
c. Multi-meter / PSM-6 (or equiv.)
d. Fiber Optic Splicing Machine – Fujikura 305 or Sumitomo Type 37
e. Fluke AirMagnet software and wireless network troubleshooting tools with built-in 802.11 and RF spectrum analysis.
f. Heavy Equipment Leasing - The Contractor shall provide heavy equipment leasing to include backhoes, cable reel trucks, trenchers, chiselers, bobcats, and all terrain forklifts.
3.8 TASK 6 – Infrastructure Testing Support
a. The Contractor shall conduct wireless and hard wired network bandwidth tests (using the “Air Magnet” software for the wireless portion) to demonstrate that the wireless is working properly under conditions current at time of the upgrade. The intent of this contract is to establish a turnkey solution for DLA to deploy wireless solutions without issue. Bandwidth tests shall include results from both the 5 GHz and 2.4 GHz wireless bands incorporated in IEEE 802.11a, g and n. Network tests shall ensure that all throughputs exceed 24MB at fifty percent power within the designated wireless area. Tests shall be performed by selecting the wireless range that has the least amount of interference, minimal number of devices, and the least amount of utilization. The Contractor shall include a load simulation of transferring large volumes of data from host to client on a mobile device. Additionally, the Contractor shall perform, with the assistance of DLA personnel, application timing tests over the segment(s). Testing should be conducted from both the closest and furthest distances from the Access Points and provide a graphic of the limitations of signal. The Contractor shall work with the COTRs of this contract to develop a detailed test plan to meet these requirements. GFE may be necessary to successfully test and validate network performance, specifically related to DLA applications. These requirements will be reviewed and considered on a case by case basis.
b. Contractor will provide certified test equipment that is within the authorized calibration dates for all testing of telecommunications copper and fiber cabling.
c. All Category 6 cables shall be tested with a Category 6 rated tester that meets the accuracy requirements stated within ANSI/TIA/EIA-568-B.1 and ANSI/TIA/EIA-568-B.2 and capable of testing to 350MHz. The Category 6 rated test set shall have proof of yearly calibration. Tester must also be approved by the DLA Information Operations Network Enterprise Architect. No test result shale exceed 10 dB.
d. Fiber Optic Cable tests shall consist of Optical Time Domain Reflectometer (OTDR) measurements for all new fiber, and any existing fiber that is identified by the DLA Information Operations Network Enterprise Architect representative.
e. Test Multimode Fiber Optic Cable at both wavelengths (850nm and 1300nm) and Single mode Fiber Optic Cable at both wavelengths (1310nm and 1550nm).
f. Upon testing completion, provide diagrams and test records on all cables to the DLA Information Operations Network Enterprise Architect representatives.
g. Infrastructure Distribution Upgrade shall be reviewed by the Contractor’s BICSI RCDD for completeness and adherence to standards. Random checks by the RCDD of all aspects of infrastructure Upgrade will be performed on a recurring basis during the entire Upgrade process.
h. During the final inspection the RCDD will develop a punch list of items which need correction in order to accomplish certification. The RCDD Qualified Contractor will conduct a Final walk-through with the customer representative for acceptance.
i. The BICSI RCDD will certify the infrastructure in writing and with his seal within one week of receiving written customer acceptance of system Upgrade.
j. Coordinate inspection efforts with applicable site and government representatives to ensure no scheduling conflicts of site operational requirements.
k. Report any problems experienced during the inspection to the PE or OSGR.
l. Manage repair of all corrections discovered during the inspection.
m. Any discrepancies/deficiencies that cannot be corrected prior to the out-brief shall be delineated in a written report at the out-brief to the OSGR and DLA Representative and be accompanied by a POA&M summary showing at a minimum the location, nature and expected resolution date of each discrepancy/deficiency.
n. All discrepancies are to be documented and included in a report to DLA
o. Obtain all required completion signatures
3.9 TASK 7 - POST UPGRADE SUPPORT
a. Provide “redline” mark-up of the Design Plan.
b. Inspect all affected cableways and transits before and after Upgrade completion to verify compliance to all applicable specifications. A copy of the inspection reports shall be maintained in the QA Plan and Test and Inspection Workbook maintained at the job-site
c. Complete a formal walk through with the OSGR and DLA Representative if required by DDC J6N.
d. Provide As-Built documentation.
e. Attend and participate in Out Brief.
f. Provide an Out Brief summary.
g. Roll back, or dispose of, Contractor acquired and Government furnished property in accordance with instructions received from Contracting Officer.
h. Provide Task Closeout Report IAW Paragraph 4.
3.10 TASK 8 – EQUIPMENT PROCUREMENT SUPPORT
a. Conduct equipment procurement activities on behalf of DLA.
b. Receive equipment requirements by Task Order and conduct market research to acquire equipment at a fair and reasonable cost.
c. Ensure that any procured equipment is successfully delivered to the requested location and is in satisfactory condition.
d. All procured equipment must be new equipment that has not been previously used.
3.11 TASK 9 - EMERGING REQUIREMENTS AND TECHNOLOGIES
(NETWORKING AND TELECOMMUNICATIONS ENGINEERING SUPPORT)
a. Provide Subject Matter Experts (CCIE Level Engineers) in Network Engineering to perform the following task items.
b. Receive engineering requirements by Task Order for project integration including engineering/design, procurement, implementation and follow-on support of emerging requirements and technologies for the locations specified within. These technologies include but are not limited to IPv6, Data Center, Software Defined Networking, SCADA, Industrial Control Systems, and general LAN "First/last mile" commodities and services as required.
c. Conduct site survey, system analysis and transition planning for requirements and locations specified in each Task Order as required.
d. Develop Infrastructure Design Plan in accordance with the specifications in Section 3 with the exceptions of items F, G, H, I , J and Task 4 as is deemed necessary by Government personnel according to the nature of the requirement. However, where applicable, DLA design requirements may supersede requirements during both the design and implementation phases of the project.
e. The information technology infrastructure design will offer sufficient flexibility to respond to new opportunities and changes in technology while maintaining consistency across the network ensured by establishing standards for all components.
f. Develop detailed design documentation, Firewall Change Requests (FCR), and Enterprise Change Request (ECR) package and submit Network Service Outages (as needed) in accordance with ETN CM procedures.
g. Generate as-built drawings or other applicable CM documents for all devices, applications, and activities affected by the Task Order. It is acceptable to modify current as-built drawings in Microsoft Visio format.
h. Participate in senior leadership meetings, conference calls, and briefings to DLA Activities and Field Sites.
i. Develop and maintain Integrated Master Schedule (IMS) detailing design, implementation, and status of the effort.
j. Perform work in accordance with operational and organizational concepts based on industry best practices and methodologies.
k. Provide management and engineering planning and analysis.
l. Perform test and implementation planning and analysis.
m. Provide technical support engineering.
n. Communicate Infrastructure Design Plan equipment requirements in writing as a Bill of Materials for government approval. Conduct market research to acquire approved equipment at a fair and reasonable cost.
o. Conduct equipment procurement activities on behalf of DLA.
p. Ensure that all equipment procured meets DoD regulatory requirements and is TAA compliant.
q. Ensure that any procured equipment is successfully delivered to the requested location and is in satisfactory condition.
r. All procured equipment must be new equipment that has not been previously used. All equipment must be IPv6 capable and able to support SNMPv3.
s. The Infrastructure Design Plan will consider all aspects of the infrastructure upgrade, as well as the coordination with site personnel and evolutions.
t. The Project Manager shall provide Weekly Status Reports (WSRs) to DLA and the appropriate WSR's shall be prepared at the end of the week. WSR's will be in the contractors format (and may be as basic as an email message) and shall identify the work accomplished (in general), plans for the following week, and all issues that may present a risk to cost, schedule or performance. WSRs are a form of communication between the Government Representatives and the Project Manager; they are not a Contract Deliverable, and are not subject to the deliverable and reporting criteria.
u. Provide Inventory Tracking Report when requested.
v. Provide Warranty Tracking and Administration for Serialized Item Report when requested.
w. Provide project material / equipment Invoice Support Documentation when requested.

5. PERIOD OF PERFORMANCE:
The period of performance for this overall contract is three years after date of award (if both Option Period are exercised). Individual project schedules will be defined by each Task Order.
6. CONTRACTING OFFICER’S RESPRESENTATIVE (COR)/ AND CONTRACTING OFFICER’S TECHNICAL REPRESENTATIVE (COTR)
The COR for this effort will be determined prior to award. The COTR will be determined on each Task Order.

8. WORKSITE LOCATION
Work will primarily be performed at the installation or at the site being surveyed/upgrade facility and will be defined by each Task Order. Engineering Services support work will primarily become completed at Ft. Belvoir, VA or Columbus, OH depending up the needs of the COR/COTR. Except as required under this PWS, and in accordance with the Duty Hours identified in the PWS, except Federal holidays, and base closures.
8.1 TRAVEL
Travel will be required to support site surveys, infrastructure installs, network equipment installs, and project support. Specific travel requirements will be defined in each Task Order. For estimating purposes, it is anticipated that the travel requirements not exceed the Independent Government Cost Estimate (IGCE). The proposed estimated travel cost cannot exceed the not-to-exceed (NTE) value cited in the applicable pricing model.
9. GOVERNMENT-FURNISHED SUPPORT:
Government Furnished Equipment (GFE) maybe provided on this contract under certain circumstances.
9.1 CONTRACTOR ACQUIRED MATERIAL
Contractor Acquired Material (CAM) includes Operating Material and Supplies (OM&S). This includes materials purchased by the contractor that will be incorporated into, or attached to a deliverable end item or that may be consumed or expended in performing a Task. CAM provided by the contractor shall consist of material identified by the COR/COTR or identified through a site survey upon the acceptance of the COR/COTR.
The contractor shall provide support service availability for all the major CAM electronics (routers/switches/network equipment) and overall system assessment for efficient network performance, improved network availability / productivity and reduced cost of ownership to include:
· Ongoing operating system upgrades
· Troubleshooting and diagnostics
· Support from experts on the equipment
· On-line self-help support
· Documentation Support
· Assessment of the existing DLA LAN environment
· IPv6 transition and implementation
· 24 x 7 network support
10. SECURITY:
Work performed under this task may be classified. This task will require access to and the preparation of classified information up to and including SECRET. Any classified documents issued or prepared as a result of the work on this Task Order shall not be stored on the Contractors premises. Upon completion of this task, the Contractor shall promptly return any and all task documents to the Government.
Contractor employees require a minimum of interim SECRET security clearance (State Depends on task order specific). Provide cleared (SECRET), qualified and certified personnel IAW DoD 8570, as appropriate, beginning on the TO start date.
Upon award, the senior engineer position must have a background investigation sufficient to support IT-1 (formerly ADP-I) access as defined in DoD 5200.2-R Appendix 10.
10.1 COMMON ACCESS CARD (CAC) PROCEDURES
Performance under this contract will require the contractor to obtain a Common Access Card (CAC). The contractor shall complete and comply with the following steps to obtain, control, and turn-in Government-issued CACs, as well as establish procedures to control and account for contractor CACs at all times. This process is only for the issuance and accountability of CACs. Contractors may be required to provide additional forms and follow additional procedures for other forms of access and/or background/security checks depending on local site/installation requirements.
1. The contractor has each contractor employee requiring a CAC complete and sign Sections I and II of the DD Form 1172-2. The instructions for completing the DD Form 1172-2 are located at http://www.cac.mil/docs/1172-2-Instructions.pdf.
· For Section II, Block 22 - If the contractor employee signs and the DD Form 1172-2 it is then forwarded by the contractor. This provides verification for the employee information. If the contractor is submitting a DD Form 1172-2 for him/herself (e.g., the owner), with no higher authority above them for verification, then the signature in Block 22 must be notarized to verify identity.
2. The contractor forwards the DD Form(s) 1172-2 via hand-carry, secure mail, or encrypted email to (NOTE: The contractor may forward these forms individually or as a group):
· The Contracting Officer’s Representative (COR) for the contract, if a COR was designated.
· The Contracting Officer (CO) for the contract, if no COR was designated.
3. Each contractor employee must verify his/her account information upon receipt of an email from the Government containing a username and password for the Trusted Associate Sponsorship System (TASS). The web link for TASS is included in the email.
4. Each contractor employee will receive an email via TASS when his/her account has been approved. The email will notify the employee to obtain a Government-issued CAC from the nearest Real-Time Automated Personnel Identification System (RAPIDS) office. The email will also provide a link that identifies the locations of RAPIDS offices.
5. Each contractor employee shall obtain his/her issued CAC from the RAPIDS office.
6. The contractor, within one (1) business day of issuance, provides written notice via email to the COR (or the CO, if no COR was designated) for each contractor CAC issued identifying the contractor employee’s name, the date of issuance, and the date of expiration of the CAC. This notification may be made individually for each contractor employee or together for a group of contractor employees.
7. The contractor establishes procedures to control and account for Government-issued contractor CACs at all times, to include the following:
· Ensure contractor CACs issued for this contract are only used for the purpose of performing under this contract.
· Ensure contractor CACs are secured in a manner that precludes unauthorized use and that recognizes the CAC is the property of the U.S. Government.
· Ensure contractor employees do not abuse or place holes in their CACs.
· Ensure contractor employees do not display their CACs in public.
8. If a contractor CAC is lost or stolen:
· The contractor employee shall immediately notify the contractor that the contractor CAC has been lost or stolen.
· The contractor shall immediately notify the COR (or the CO, if no COR was designated), detailing the circumstances regarding the lost or stolen contractor CAC, as follows:
· In person, followed within one (1) business day by a written notice via email, or
· In writing, via email, or
· By telephone, followed within one (1) business day by a written notice via email.
· The contractor shall report the lost or stolen CAC card to the local DLA Police/host installation police, who will provide the contractor a police report. If there is no local DLA Police/host installation police, or no police report is provided, the contractor shall provide information to the COR/CO, as applicable, detailing the circumstances of how the CAC was lost or stolen. The COR/CO will provide a memorandum for the contractor employee to support issuance of new CAC.
· The contractor has the contractor employee bring the report/memorandum to the nearest RAPIDS office. If the CAC can be reissued within 24 hours, bring the report/memorandum to the nearest CAC office for reissue. If the CAC cannot be reissued in 24 hours, follow the steps for a new CAC, beginning at Step 1.
9. If the expiration date for a contractor CAC is prior to completion of the contract and the contractor employee is to continue working under the contract and still requires a CAC, the contractor:
· Notifies the COR as follows:
· In person, followed within one (1) business day by a written notice via email, or
· In writing, via email, or
· By telephone, followed within one (1) business day by a written notice via email.
· No less than two (2) weeks prior to the current CAC’s expiration date, completes and complies with the steps above beginning with Step 2 for issuance of a new contractor CAC for the employee.
· Brings the expiring CAC to the RAPIDS office for turn-in and receives new CAC.
· Notifies the COR once a new CAC has been issued.
10. The contractor/contractor employee turns in any found CACs immediately, via hand- carry, to the nearest Federal law enforcement office.
