REFER TO

LIMITED SOURCE JUSTIFICATION (IAW FAR 8.405-6)

1. IDENTIFICATION OF THE AGENCY AND THE CONTRACTING ACTIVITY

AGENCY REQUIRING ACTIVITY

Defense Logistics Agency Information Operations (J6-P) 700 Robbins Avenue Building 26 Philadelphia, PA 19111

CONTRACTING ACTIVITY

Defense Logistics Agency DLA Contracting Services Office 700 Robbins Avenue Philadelphia, PA 19111

2. NATURE AND/OR DESCRIPTION OF THE ACTION BEING APPROVED

This limited sources justification authorizes and approves the procurement of Information Technology Support Services (ITSS) for a period of four months. The ITSS provides services for the DLA Information Operations Philadelphia Data Center and corporate mid-tier applications running on Windows 2003 servers, and communications and network administration support. The requirement consists of LAN/WAN monitoring, basic troubleshooting, telecommunications installation and maintenance and installation support services.

The requirement was awarded to Sabre Systems Inc., against their GSA Federal Supply under task order SP4701-12-F-A011. This task order expires on November 30, 2012. There are no remaining options available.

3. A DESCRIPTION OF THE SUPPLIES OR SERVICES REQUIRED TO MEET THE AGENCY’S NEEDS/ESTIMATED DOLLAR AMOUNT The DLA Information Operations at Philadelphia is responsible for the information technology support and help desk services. This requirement will aid the DLA Information Operations’ 24x7 Systems Managers Desk, Information Operations at Philadelphia, server operations, server administration, personal computers laptop configurations and installations, printer support, both normal and secret network operations, and many other significant information technology support activities. The services involve operational support for network administration, telecommunications and installation and support. Support will cover all trouble service requests during non-prime hours (evenings/weekends and holidays).

Continuation or non-interruption of the required Information Technology Support Services is necessary to ensure the DLA Information Operations at Philadelphia (J6P) is not adversely impacted in its plans to maintain critical Operation Data Center support for the DLA Information Operations at Philadelphia and other DLA activities.

4. IDENTIFICATION OF THE JUSTIFICATION RATIONALE AND, IF APPLICABLE, A DEMONSTRATION OF THE PROPOSED CONTRACTOR’S UNIQUE QUALIFICATIONS TO PROVIDE THE REQUIRED SUPPLY OR SERVICE.

The statutory authority cited for other than full and open competition is FAR 8.405-6(a)(1)(i)(B). Sabre Systems Inc. is the only source, at this time capable of responding due to the unique and specialized nature of this acquisition. As the current ITSS vendor, Sabre Systems is intimately familiar with the operations and support services. The company has successfully provided support since the inception of the contract.

Due to the level of work and the transition period, evaluating alternate sources is not feasible as the DLA Information Operations Office cannot afford interruption in services or lapse in coverage. While other firms may be able to provide support services, awarding to any other firm would result in an unacceptable delay given the timeframes involved in a new contractor becoming familiar with the requirements, existing procedures and current infrastructure operations. The DLA Information Operations Office will not be able to operate if a short-term solution is not put in place.

5. DEMONSTRATION THAT THE NATURE OF THE ACQUISITION REPRESENTS THE BEST VALUE CONSISTENT WITH 8.404(d).

The Contracting Officer anticipates awarding a firm fixed price task order to Sabre Systems for IT support services through the use of GSA FAR 8.4. The Contracting Officer will determine prices fair and reasonable and award based upon the best value consistent with 8.404(d).

6. A DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AMONG SCHEDULE HOLDERS AND THE RESULTS OR A STATEMENT OF THE REASON MARKET RESEARCH WAS NOT CONDUCTED.

Market research included reviewing the System for Award Management (SAM), Sabre System’s current IT 70 schedule, other small and large businesses IT 70 schedules and contract history. According to the program office, Sabre Systems has provided satisfactory performance since the inception of the contract. No additional market research was conducted as no other firm can support the required short-term award date of 30 November 2012. Any future requirement for services will be acquired through a competitive solicitation process.

7. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND OPEN COMPETITION

Continued support of Tier I and Tier II services is required. Any delay would result in critical mission impairment in providing continued operational requirements and customer support during core and non-core hours for DLA Information Operation Office and the DLA enterprise. At this time, Sabre Systems is the only source capable of supporting the ITSS effort in this timeframe.

8. A STATEMENT OF THE ACTIONS THE AGENCY MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS THAT PRECLUDE THE AGENCY FROM MEETING THE REQUIREMENTS OF 8.405-1 AND 8.405-2 BEFORE ANY SUBSEQUENT ACQUISITION FOR THE SUPPLIES OR SERVICES IS MADE.

DLA has the responsibility of providing continued IT support services to the DLA Information Operation. While circumstances may not permit full and open competition for this acquisition, subsequent procurement actions will be evaluated on an individual basis to ensure that all efforts to remove barriers are considered before any acquisition is made.

9. REQUIREMENTS/TECHNICAL:

I hereby certify that the supporting data provided for which I am responsible and which form a basis for this justification are complete and accurate.
