CONTRACTING SERVICES OFFICE
700 ROBBINS AVENUE
PHILADELPHIA, PENNSYLVANIA 19111-5092
PROCUREMENT SENSITIVE INFORMATION Page 1
LIMITED SOURCE JUSTIFICATION (IAW FAR 8.405-6)
1. IDENTIFICATION OF THE AGENCY AND THE CONTRACTING ACTIVITY
Requiring Activity DLA Information Operations, Program Executive Office (J-62) 8725 John J Kingman Road Fort Belvoir, VA 22060
Contracting Activity DLA Contracting Service Office - Philadelphia 700 Robbins Avenue Philadelphia, PA 19111
2. NATURE AND/OR DESCRIPTION OF THE ACTION BEING APPROVED
This limited sources justification authorizes and approves the procurement of program management support for the DLA Information Operations, Program Executive Office (J-62) for a performance period of six months. The program and management support services for the Program Executive Office (PEO), provides Program Management and Control, Configuration Management, Analytical services, Portfolio Management, Cost/Financial Management activities required to develop, implement and manage the logistics, financial, human resource information systems and corporate support systems.
Under this requirement, contractor will provide program management and liaison support to the Program Executive Office (PEO) Program Management Office (PMO) staff and provide full program management support to include configuration management, technical reviews and the development of project plans.
The Program Management Service Support requirement was awarded to Robbins-Gioia, as Task Order 0013 against Blanket Purchase Agreement (BPA) SP0103-06-A-0002 on October 1, 2011. This task order expires on March 31, 2012. There are no remaining options available.
3. A DESCRIPTION OF THE SUPPLIES OR SERVICES REQUIRED TO MEET THE AGENCY’S NEEDS/ESTIMATED DOLLAR AMOUNT
DLA is consolidating the responsibility of enterprise information operations through comprehensive information technology support to the DLA Logistic Business Community with efficient and economical automated information systems, data management, electronic business and telecommunication services. These actions not only support DLA’s business operations throughout the Agency, but also the DOD Logistics Community who supports the U.S. Forces around the world.
The services required under this acquisition involve providing Program Management Support for program integration and functional requirements management support services. The program covers support to the J-621 (PEO Operations: Plans, Policy & Assessment), J-622 (Enterprise Business Systems), J-622 Enterprise Business Systems (Cost/Financial Management Support), J-621(Investment Management) and other support as required.
The Defense Logistics Agency (DLA) Information Operations Program Executive Office is currently sustaining and enhancing the services to support users throughout the DoD and other federal agencies. Continuation or non-interruption of the required Program Management Support Services is necessary to ensure that the DLA and DoD is not adversely impacted in its plans to develop and/or transition interfaces.
The period of performance for this effort will be six months beginning April 1, 2012. The Government is in the process of pursuing a competitive acquisition for the services, but due to unforeseen delays in the acquisition process, the contract will not be in place before July 2012, therefore, a 6 month bridge action is being issued to cover the services.
4. IDENTIFICATION OF THE JUSTIFICATION RATIONALE AND, IF APPLICABLE, A DEMONSTRATION OF THE PROPOSED CONTRACTOR’S UNIQUE QUALIFICATIONS TO PROVIDE THE REQUIRED SUPPLY OR SERVICE.
The statutory authority cited for other than full and open competition is FAR 8.405-6(a)(1)(i)(B). Robbins-Gioia Inc. is the only source, at this time capable of responding due to the unique and specialized nature of this acquisition. As the current Program Executive Management Support services vendor, Robbins-Gioia is intimately familiar with the program and support services. At the present time, Robbins Gioia is supporting several major requirements to include Task Order Project Management Support, PEO Operations Plans, Policy & Assessment, Enterprise Business Systems, Cost/Financial Management Support and Investment Management.
The stated requirements are in various stages of analysis, the introduction of a new vendor not familiar with the PEO programs and initiatives without a sufficient transition timeframe could result in serious harm to the successful completion enhancements, reduce the efficiency and flexibility, increase service costs, and result in unacceptable schedule delays, therefore putting the Government at risk. As Robbins-Gioia is currently providing Program Management Support, transitioning to a new contractor would cause serious disruption to service for the DLA Information Operations.
Due to the level of work and the transition period, evaluating alternate sources is not feasible as the DLA Information Operations, Program Executive Office (J-62) cannot afford interruption in services or lapse in coverage. While other firms may be able to provide Program Management Support services, awarding to any other firm would result in an unacceptable delay given the timeframes involved in a new contractor becoming familiar with the PEO (J-62) requirements and the multiple interfaces and levels of support involved.
5. DEMONSTRATION THAT THE NATURE OF THE ACQUISITION REPRESENTS THE BEST VALUE CONSISTENT WITH 8.404(d).
The Contracting Officer anticipates awarding a firm fixed price task order to Robbins-Gioia Inc. for Program Management Support services through the use of GSA FAR 8.4. The Contracting Officer will determine prices fair and reasonable and award based upon the best value consistent with 8.404(d).
6. A DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AMONG SCHEDULE HOLDERS AND THE RESULTS OR A STATEMENT OF THE REASON MARKET RESEARCH WAS NOT CONDUCTED.
Market research included reviewing the Central Contractor registration (CCR), Robbins Gioia current MOBIS schedule, other small and large businesses MOBIS schedules and contract history. Robbins-Gioia Inc. has been providing Program Management Support services since 2005. According to the Program Executive Office, Robbins-Gioia Inc. has provided satisfactory performance since the inception of the contract. No additional market research was conducted as no other firm can provide support at this time as described above.
7. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND OPEN COMPETITION
Continued support of these services is required. Any delay would result in critical mission impairment in providing continued for Program Management Support to the Program Executive Office (J-62). At this time, Robbins-Gioia Inc. is the only source capable of supporting Program Management Support services in this timeframe.
8. A STATEMENT OF THE ACTIONS THE AGENCY MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS THAT PRECLUDE THE AGENCY FROM MEETING THE REQUIREMENTS OF 8.405-1 AND 8.405-2 BEFORE ANY SUBSEQUENT ACQUISITION FOR THE SUPPLIES OR SERVICES IS MADE.
DLA has the responsibility of providing continued program management support to the DLA Information Operations PEO. While circumstances may not permit full and open competition for this acquisition, subsequent procurement actions will be evaluated on an individual basis to ensure that all efforts to remove barriers are considered before any acquisition is made.
9. REQUIREMENTS/TECHNICAL:
I hereby certify that the supporting data provided for which I am responsible and which form a basis for this justification are complete and accurate.
