LIMITED SOURCE JUSTIFICATION (IAW FAR 8.405-6)
1. IDENTIFICATION OF THE AGENCY AND THE CONTRACTING ACTIVITY
Requiring Activity DLA Headquarters Systems Engineering Program Office (J-621) 8725 John J. Kingman Road Fort Belvoir, VA 22060
Contracting Activity DLA Contracting Service Office - Philadelphia 700 Robbins Avenue Philadelphia, PA 19111
2. NATURE AND/OR DESCRIPTION OF THE ACTION BEING APPROVED
This limited sources justification authorizes and approves the procurement of program management support for the Systems Engineering Program Office (J-621) for a period of six months. The program covers Systems Engineering Support Services and Gold Documentation Support Services. The Systems Engineering Support, services all phases of large and small scale acquisition programs/systems, new developments or product improvements for emerging programs and sustainment sites. It is also a multifunctional process that integrates life cycle functions, problem solving processes, and technical management processes in the development of systems that satisfies customer needs. The Gold Documentation Support Services provides assistance to all DLA emerging programs and sustainment sites comply with the Gold Policy, signed March 2010 by the CIO. The DLA requires all Functional and Technical Specifications to be delivered with a specific level of quality called the “Gold standard.”
Under both requirements of Systems Engineering Support Services and Gold Documentation Support Services, the contractor shall provide support to augment the Systems Engineering Program Office (J621) by establishing a Systems Engineering presence for all major DLA emerging programs and sustainment sites.
The Systems Engineering Program Management Support requirement was awarded to Robbins Gioia, as Task Order 0015 against Blanket Purchase Agreement (BPA) SP0103-06-A-0002 on September 29, 2010. This task order expires on March 31, 2012. There are no remaining options available. A six month performance period, is being utilized so as to provide continued support while a competitive acquisition strategy is pursued.
3. A DESCRIPTION OF THE SUPPLIES OR SERVICES REQUIRED TO MEET THE AGENCY’S NEEDS/ESTIMATED DOLLAR AMOUNT
The Systems Engineering and Gold Documentation Support Services is a total system design solution that balances cost, schedules, performance and risk, to develop and track technical information, to eliminate the failure rate of emerging and sustainment programs, and to produce auditable systems that satisfies customer’s needs. The Systems Engineering solution will lead to the development of a DLA enterprise effort called “The Path Forward”. This action will serves as the central vehicle to communicate Systems Engineering directives, instructions, training, and activities to the DLA enterprise.
The services required under this acquisition involve executing and performing all the duties and responsibilities as specified in the DoD 5000 and Defense Acquisition Guide of a DLA Acquisition Systems Engineer. The support will offer collaborative partnerships for program offices, integrate DLA’s life cycle processes, and establish project baselines and configuration management processes. It will be used as a risk-based total design approach in system development, enable the introduction of best practices and identification of continuous improvement opportunities, identify and establish metrics with Process Owners, improve decision-making for technology solutions, and provide quality systems engineering customer support to stakeholders to ensure satisfaction throughout the system life cycle.
Continuation or non-interruption of the both Systems Engineering Support Services and Gold Documentation Support Services are necessary as both programs are in their build/deployment phases and any interruption would have a detrimental effect on the successful completion of these programs.
The period of performance for this effort will be six months beginning April 1, 2012 through September 30, 2012. The Government is in the process of pursuing a competitive acquisition for the services, but due to unforeseen delays in the acquisition process, the contract will not be in place before July 2012, therefore, a six month bridge action is being issued to cover the services.
4. IDENTIFICATION OF THE JUSTIFICATION RATIONALE AND, IF APPLICABLE, A DEMONSTRATION OF THE PROPOSED CONTRACTOR’S UNIQUE QUALIFICATIONS TO PROVIDE THE REQUIRED SUPPLY OR SERVICE.
The statutory authority cited for other than full and open competition is FAR 8.405-6(a)(1)(i)(B). At this time, Robbins Gioia is the only source capable of responding due to the unique and specialized nature of this acquisition. Due to the level of work and the transition period, evaluating alternate sources is not feasible as the Systems Engineering Support and Gold Documentation Support Services cannot afford interruption in services or lapse in coverage. While other firms may be able to provide these services, awarding to any other firm would result in an unacceptable delay at this stage given the timeframes involved in a new contractor becoming familiar with the two initiatives.
As the current Systems Engineering and Gold Documentation Support services vendor, Robbins Gioia is intimately familiar with DLA’s Systems Engineering Support and Gold Documentation Support Services. Presently, Robbins Gioia is supporting events which include the following: DLA Emerging System milestone and technical reviews, the development/startup of an enterprise website containing - SE Resource Library, SE Calendar of Events, Customer Support, Gold Resource Library, Gold Training, and Systems Engineering shared document repository.
The introduction of a new vendor not familiar with the System Engineering Program and its’ ongoing initiatives could result in serious harm to the successful completion of program deployments, increase service costs, and result in unacceptable schedule delays, therefore putting the Government at risk. As Robbins Gioia is currently providing Systems Engineering Support, transitioning to a new contractor would cause serious disruption of service to users throughout the enterprise.
5. DEMONSTRATION THAT THE NATURE OF THE ACQUISITION REPRESENTS THE BEST VALUE CONSISTENT WITH 8.404(d).
The Contracting Officer anticipates awarding a firm fixed price task order to Robbins Gioia for Program Management services through the use of GSA FAR 8.4. The Contracting Officer will determine prices fair and reasonable before award.
6. A DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AMONG SCHEDULE HOLDERS AND THE RESULTS OR A STATEMENT OF THE REASON MARKET RESEARCH WAS NOT CONDUCTED.
Market research research included reviewing the Central Contractor registration (CCR) and contract history. Robbins Gioia has been providing Program Management services since 2009. According to the program office, Robbins Gioia has provided satisfactory performance since the inception of the contract. No additional market research was conducted as no other firm can support the required short-term award date of 31 March 2012.
7. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND OPEN COMPETITION
Continued support of these services is required. Any delay would result in critical mission impairment in continuing and sustaining Systems Engineering and Gold Documentation Support Services to the DLA enterprise. At this time, Robbins Gioia is the only source capable of supporting the Systems Engineering Program in this timeframe.
8. A STATEMENT OF THE ACTIONS THE AGENCY MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS THAT PRECLUDE THE AGENCY FROM MEETING THE REQUIREMENTS OF 8.405-1 AND 8.405-2 BEFORE ANY SUBSEQUENT ACQUISITION FOR THE SUPPLIES OR SERVICES IS MADE.
DLA has the responsibility of providing continued Systems Engineering Management support and Gold Documentation support to the DLA emerging programs and sustainment sites. While circumstances may not permit full and open competition for this acquisition, subsequent procurement actions will be evaluated on an individual basis to ensure that all efforts to remove barriers are considered before any acquisition is made.
