REFER TO

LIMITED SOURCE JUSTIFICATION (IAW FAR 8.405-6)

1. IDENTIFICATION OF THE AGENCY AND THE CONTRACTING ACTIVITY

Requiring Activity DLA Headquarters Enterprise Business System Integration Program Office (J-622) 8725 John J. Kingman Road Fort Belvoir, VA 22060

Contracting Activity DLA Contracting Service Office - Philadelphia 700 Robbins Avenue Philadelphia, PA 19111

2. NATURE AND/OR DESCRIPTION OF THE ACTION BEING APPROVED

This limited source justification authorizes and approves the procurement of program management support for the Enterprise Business System Integration Program Office for a period of six months with three one-month option periods. The Base Realignment and Closure (BRAC) Program Management Support/Depot Level Reparable (DLR) Initiative covers Depot Level Reparable (DLR); Supply, Storage and Distribution (SS&D) information technology (IT) solutions for the Base Realignment and Closure (BRAC) and the whole EProcurement program for the Enterprise Business System (EBS). The objective is to configure and implement a solution to meet the DLA requirement to identify joint strategic sourcing opportunities and manage joint strategic alliances within the Supply Chains for DLR and consumable items.

Under this requirement, the contractor will act as the primary program manager and liaison in supporting the Enterprise Business System Integration Program Office and as such will provide full program management support to include configuration management, technical reviews and the development of project plans.

The BRAC/DLR requirement was awarded to Robbins Gioia, as Task Order 0012 against Blanket Purchase Agreement (BPA) SP0103-06-A-0002 on October 22, 2010. This task order expires on March 31, 2012. There are no remaining options available. A six month performance period, with three one-month option periods, is being utilized so as to provide continued support while a competitive acquisition strategy is pursued.

3. A DESCRIPTION OF THE SUPPLIES OR SERVICES REQUIRED TO MEET THE AGENCY’S NEEDS/ESTIMATED DOLLAR AMOUNT The overarching tenet of BRAC/DLR Initiatives is to achieve economies and efficiencies that enhance the effectiveness of logistics support of the operational and expeditionary forces by reconfiguring the Department's supply, storage, and distribution infrastructure to improve support to the future force. To successfully obtain this desired end-state, the cooperation of the DLA and Service Inventory Control Points is paramount in reducing the size of the distribution footprint. Methods to achieve this action will include the reduction and/or elimination of duplicative inventories as well as a corresponding reduction and elimination of dormant, excess, and slow moving inventory.

The purpose of this requirement is to accomplish tasks for program management duties associated with the implementation of the IT solutions required to support BRAC, DLR, SS&D requirements and EProcurement from the Department of Defense (DoD) components. The expected outcomes of this initiative will be the extension of the DLA technical infrastructure and business system to the DoD enterprise as outlined in the DoD acquisition program management framework of the DoD 5000.

Continuation or non-interruption of the required BRAC/DLR Program Management Support services’ is necessary to ensure the DLA Enterprise Business System Integration Program Office is not adversely impacted as both programs are in the final testing and deployment phase.

The period of performance for this effort will be six months beginning April 1, 2012, with three one-month option periods beginning on October 1, 2012. The Government is in the process of pursuing a competitive acquisition for the services, but due to unforeseen delays in the acquisition process, the contract will not be in place before July 2012, therefore, a 6 month bridge action with three one-month option periods is being issued to cover the services.

4. IDENTIFICATION OF THE JUSTIFICATION RATIONALE AND, IF APPLICABLE, A DEMONSTRATION OF THE PROPOSED CONTRACTOR’S UNIQUE QUALIFICATIONS TO PROVIDE THE REQUIRED SUPPLY OR SERVICE.

The statutory authority cited for other than full and open competition is FAR 8.405-6(a)(1)(i)(B). At this time, Robbins Gioia is the only source capable of responding due to the unique and specialized nature of this acquisition. Due to the level of work and the transition period, evaluating alternate sources is not feasible as the Enterprise Business System Integration Program Office cannot afford interruption in services or lapse in coverage. While other firms may be able to provide Program Management services, awarding to any other firm would result in an unacceptable delay at this stage of the programs’ development cycle, given the timeframes involved in a new contractor becoming familiar with the BRAC/DLR programs.

As the current program management support services vendor, Robbins Gioia is intimately familiar with the BRAC/DLR Initiative to include all program management duties associated with the implementation of the IT solutions. At the present time, Robbins Gioia is supporting several major requirements which include the following:

· Depot Level Reparable (DLR)

· Supply, Storage and Distribution (SS&D)

· Base Realignment and Closure (BRAC)

· EProcurement

· Inventory Management and Stock Position (IMSP)

The introduction of a new vendor not familiar with the BRAC/DLR Program and its’ ongoing initiatives could result in serious harm to the successful completion of program, increase service costs, and result in unacceptable schedule delays, therefore putting the Government at risk. As Robbins Gioia is currently providing BRAC/DLR Program Management services, transitioning to a new contractor would cause serious disruption to level of support required across the entire DLA enterprise as well as the United States Military Services, and other Federal Agencies.

5. DEMONSTRATION THAT THE NATURE OF THE ACQUISITION REPRESENTS THE BEST VALUE CONSISTENT WITH 8.404(d).

The Contracting Officer anticipates awarding a firm fixed price task order to Robbins Gioia for Program Management services through the use of GSA FAR 8.4. The Contracting Officer will determine prices fair and reasonable before award.

6. A DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AMONG SCHEDULE HOLDERS AND THE RESULTS OR A STATEMENT OF THE REASON MARKET RESEARCH WAS NOT CONDUCTED.

Market research included reviewing the Central Contractor registration (CCR) and contract history. Robbins Gioia has been providing Program Management services since 2009. According to the program office, Robbins Gioia has provided satisfactory performance since the inception of the contract. No additional market research was conducted as no other firm can support the required short-term award date of 31 March 2012.

7. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND OPEN COMPETITION

Continued support of these services is required. Any delay would result in critical mission impairment in providing continued program management support associated with the implementation of the IT solutions for the BRAC/DLR Initiative. At this time, Robbins Gioia is the only source capable of supporting BRAC/DLR services in this timeframe.

8. A STATEMENT OF THE ACTIONS THE AGENCY MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS THAT PRECLUDE THE AGENCY FROM MEETING THE REQUIREMENTS OF 8.405-1 AND 8.405-2 BEFORE ANY SUBSEQUENT ACQUISITION FOR THE SUPPLIES OR SERVICES IS MADE.

DLA has the responsibility of providing continued program management support to the BRAC/DLR Initiative. While circumstances may not permit full and open competition for this acquisition, subsequent procurement actions will be evaluated on an individual basis to ensure that all efforts to remove barriers are considered before any acquisition is made.

9. CONTRACTING OFFICER’S CERTIFICATIONS:

I hereby certify that the requirements that form the basis for this justification are accurate and complete to the best of my knowledge and belief.

10. REQUIREMENTS/TECHNICAL:

I hereby certify that the supporting data provided for which I am responsible and which form a basis for this justification are complete and accurate.
