Amendment 2
Combined Synopsis/Solicitation for Tow Tractors for DLA Disposition Services
Offeror Questions and Answers
1. Question: Could you provided the destinations for shipping the tractors. There are none listed in the solicitation. FOB: Destination for the above RFP. Do we calculate the freight estimate based on the furthest point? Port of Long Beach, CA or do we quote FOB: Origin? Requesting freight for 5 years in the volatile fuel market is very risky.
Answer: Contractors are asked to price that component as they see fit, so long as it is FOB Destination; using averaging, farthest, or however they choose, considering also the price competitive nature of the buy. Because this is an ID/IQ requirement extending over a 5-year life span, the actual CONUS/OCONUS destinations are unknown. They will be provided in the delivery information in the individual Delivery Orders as they are periodically awarded over the life of the contract.
B.5.1 Quantity and delivery destination will be provided on the individual written delivery orders, as they are issued by this office. The contractor shall price items on the bid schedule to include all packing/shipping charges, FOB Destination, to any of the possible locations below. All costs associated with the purchase, delivery, and installation as may be applicable, of all CLINs shall be included in the overall price quoted for each
CLIN.
2. Question: If I am understanding this correctly, you will be ordering an estimated quantity of 6 units per quarter for next year...? I am not sure though because there is the Base period...I am confused...
I am not sure I understand the Minimum order value or the Maximum order value...
Answer: The RFQ provides for up to 5 periods, a 12-month Base Period and four 12-month Option Periods. As such the awarded contract can potentially run for a not-to-exceed total of 5 years (60 months), assuming that all four option periods are exercised.
Each of the five, 12-month periods, provides for an estimated quantity of 6 diesel tractors and now also 1 LPG per period. In all likelihood they would be ordered one or two at a time via individual Delivery Orders, as customers request them. Each Delivery Order would then provide the delivery location and invoicing information, although it is also within the realm of possibility that all 6 could be ordered at one time. That is why this is called an indefinite delivery / indefinite quantity (ID/IQ) procurement as stated in
Description in the FBO posting announcement. As an ID/IQ requirement, It is also possible that fewer than 6 tractors might be ordered in any given period.
The Federal Acquisition Regulation (FAR) requires that all ID/IQ procurements provide for minimum and maximum quantities. In the event that a contract is awarded, if no tractors are ordered within the 12-month Base Period, or within any of the four 12-month Option Periods, the awardee is guaranteed the payment of the minimum of $3,000.00 for that period. Of course, if the Base Period is awarded, but none of the Option Periods are exercised, there is no $3,000.00 minimum entitlement for the unexercised options.
Conversely, the estimated quantity of 6 tractors in any of the awarded or exercised Option Periods can be exceeded by as much as 200% with in any of the given periods.
