Questions SP450019R0010

Title Description Question

1.1.5

b. Where transportation CLINs are applicable, only one transportation charge per removal shall be allowed. The

Contractor shall provide a single truck of the appropriate size to make a single removal of all waste per the task order, whenever capable.

3.3

TRANSPORTATION CHARGES FOR SHIPMENTS

FROM MISAWA / SAGAMI – CLINs 6394MA and

6394KF

a. All waste removed from Misawa / Sagami and transported to TSDF for treatment and disposal will have a transportation CLIN added to the task order to cover transportation fees. This transportation fee is separate and should not be included as part of the waste disposal CLIN pricing.

b. CLIN 6394MA will be ordered for the shipment of one truck of IW and/or SCIW waste from Misawa.

c. CLIN 6394KF will be ordered for the shipment of one truck of IW and/or SCIW waste from any pick up location in and around Sagami (Kanto) and includes removals from Fuji as dictated on task order.

1 1.1.3.a & b

Is it possible to change timeframe for the submisson of the copy of completed shipping papaers for review from (5) business days prior to removal to two(2) bussiness days?

1 1

Pricing for this contract will have both by the pound and containerized pricing.

①What kinds discretion will it be base on, when choosing Lbs or

EA?

②To offer better pricing, is it possible to add weight conditions for each contatierized pricing C1,C2,C3 addition to container sizes?

1 3.1

Expedited Performance-CLIN 6334

a. When the expedited performance CLINs are ordered, service must be completed within the specified calendar day timeframe. Expedited service CLINs may be ordered in association with any service CLIN(s) at any pick-up point(s) on the contract. This is an exception to the standard performance timeframe as specified in

Section 7. Minimum TO charges will not apply to a TO containing an expedited service CLIN. Ordering of an expedited CLIN is further limited to one (1) each expedited CLIN per pick-up location including the surrounding area (i.e. all pick up sites on an installation).

3 days expedited servic is not practical and executable. Please consider to have longer timeframe(ex. 2 weeks)and Please add this language to this expedited Performane CLIN discription which is usually cited in HW diposal contrat:

a. When the expedited removal CLINs are ordered specified in

Schedule of Prices (Attachment 02), waste must be removed within the specified calendar day timeframe. Expedited removal

CLINs may be ordered in association with any disposal CLIN(s) at any pick-up point(s) on the contract. This is an exception to the standard removal timeframe as specified in Paragraph 6 (Period of Performance). Minimum TO charge requirements do not apply to a TO containing an expedited removal CLIN. Unit of issue for

6334 will be ordered in each (EA).

b. When expedited TO removal is required, CLIN 6334 will be ordered based on the amount of service to be performed. One (1) each CLIN will be ordered for containerized (non-bulk) waste up to 5,000 pounds in total weight and a maximum of up to five (5) different TO lines. Time period begins upon the faxed or confirmed email receipt of a task order to the contractor.

c. Ordering of an expedited CLIN is further limited to one (1) each, per pick-up location including the surrounding area (i.e. all pick up sites on an installation) and not mutiple TOs with same items.

BACKHOE AND OPERATOR CLIN – 6502BH

c. After issuance of written task order, Management

Services CLINs (6000 series CLINs) will be performed within the timeframes specified:

ATTIN:DLA Disposition Services

Battle Creek MI 49037-3092

Misawa/Sagami Hazardous Waste(HW) Disposal Contract

Please clarify what if the order amount required 2 of ten ton capacity trucks, still only one transportation charge per removal shall be allowed?

So does one transportation charge possibly include mutiple trucks?

Or is it acceptable ot have two applicable transportation CLINs with applicable sized trucks?

Or each delivery order amount will be adjusted and fitted within a single truck?

1.

2.

All disposal CLINs with C7 suffix e.g., CS01C7 will be priced by the pound regardless of container size.

The Contractor should price these containers based on the Government turning in a full container of the Base CLIN waste. No weight condition/restrictions will be added to containerized suffixes.

A transportation CLIN will be ordered for each 10-ton truck needed for a removal.

If the total amount of weight for the TO exceeds 10-ton

No; Disposition Services HW contract standard is 05 days. This is necessary for the CORs and the Generators to review before pick up.

1. We will "delete" the 03 day expedites, and we will add the 07 and 10 day day expedites.

1. We can establish a 30 day performance time for both the Backhoe and Dump truck CLINs

a. When CLIN 6502ES is ordered the Contractor is required to pump bulk liquids from tanks / barge from any location on this solicitation.

b. The Contractor shall furnish all components necessary (i.e., Vacuum truck up to 2,500 gallons or

High Capacity Pump, Operator, one (1) technician, mobilization, demobilization, 200 feet of hose, and other required equipment, etc.).

①To be clarified, this CLIN is only for simply pumping out the bulk liquid from tanks or barge and transfering into 55 gal drums at any location identfied as a pickup point in this contract.

②Whick kinds of liquid are you expecting and which disposal

CLINs are associated with this task? Do you have specifc item for this one?

1. This is for the pumping only from the bulk tanks into 55 GL Drums. Drums will then be placed on separate TO for disposal.

2.

Same as above

Ships bilge water or sludge that may be contaminated with PFOS and that waste may have flash point <158F GOJ.

Government will analyze before submitting TO for disposal. Both types of waste have been removed on current contract.
