A. The purpose of this amendment is to provide the following:
1. Provide answers to questions received from Industry
2. Provide a revised copy of the Price Schedule dated 22 July 2019
3. Extend the closing date to 30 July 2019 at 3:00 p.m. (EST)
1. Where is NR97 currently being disposed?
DLA DS Response: DLA does not direct which specific facilities a Contractor will use for treatment and disposal, but it does mandate the facility be vetted and listed on the DLA Qualified Facilities List (QFL) prior to removal of waste. A listing of qualified facilities can be located on the DLA website at:
https://www.dla.mil/DispositionServices/Offers/Disposal/HazardousWaste/HazWasteDisposal.aspx
2. Can the DODDAC’S be added to the Pick-Up Locations for all generators? It’s hard to determine who is generating what from the history otherwise.
DLA DS Response: Please refer to the revised price/bid schedule (provided) for the Government’s requirements. These requirements were approved based on past and future projected generations of HM/HW as a whole, and not intended to be broken down by pick-up points or regional locations. Bidders must be prepared to support any location listed in this contract and plan/bid accordingly.
3. What specific gases were generated under CY03M2?
DLA DS Response: Thank you for posing this question. DLA researched the turn-ins under CLIN CY03M2 and learned that the waste was a mixture of a polymeric MDI and tetrafluoroethane, which should have been turned in under CY02M2. DLA further learned that this was a one-time turn-in. DLA has removed CLIN CY03M2 from the revised price/bid schedule (provided).
5. Can you provide a 12 month history that includes shipping names and EPA codes?
DLA DS Response: DLA does not currently have a means to generate such a report without conducting extensive research.
Bidders should plan to remove any waste stream listed in the price/bid schedule in and around any location listed in the PWS, and should price accordingly.
6. Can the Initial Spot fee and the rental of Roll offs be separated? Obviously, the cost for the initial placement is significantly higher than the daily rental. Therefore, without knowing how long the box will be there, it’s impossible to spread out the cost of the initial placement.
DLA DS Response: No, pricing for initial placement of roll offs should be rolled into the rental pricing.
7. Do any locations use roll offs on an ongoing basis? If so, what size?
DLA DS Response: Generators will order roll offs based on mission requirements. There are no requirements for annual rentals of any size rolls offs on this contract. Please refer to the revised price/bid schedule (provided).
8. Where are the anticipated locations of tanks for cleaning? In particular, the very large tanks (6350EE, FF)? It is very difficult to price a tank cleaning that could be anywhere in the state of Texas. The only history of tank cleaning provided is 6350AA at one location.
DLA DS Response: Based on Generator input, DLA anticipates the majority of tank cleaning services will be on or around the Fort Hood military installation located in Killeen, Texas. There may be a requirement to provide tank cleaning services at other locations per the PWS, and the Contractor should plan/price accordingly. Please refer to the revised price/bid schedule (provided).
9. Out of the 417 disposal CLINs on this bid, only 283 were used in the past year. That is 68% of the disposal CLINs with no volume, no history, no locations, no information on what the material actually is. This presents a lot of risk for the contractor. What is the reasoning for including so many unused CLINs?
CONTINUATION SHEET REFERENCE NO. OF DOCUMENT BEING CONTINUED: PAGE 3 OF 5 PAGES
DLA DS Response: After further research of Generator requirements, DLA has reduced the number of disposal and service CLINs identified in the original price/bid schedule. The revised price/bid schedule (provided) represents the final requirements for this solicitation.
10. Can minimum ordering quantities be added to all of the “provide container” CLINs? Freight is the largest variable in pricing containers and this is a large geography.
DLA DS Response: No. While the Government makes no guarantees, DLA’s experience has been that most supplies can typically be delivered during normal waste removals. DLA does not require DOD Generators to order minimum quantities of supplies that may not be essential to their mission requirements.
11. Was the volume generated under NR01B3 a onetime project? Where was it disposed of?
DLA DS Response: DLA is unable at this time to determine whether and how much of CLIN NR01B3 may have been tied to any project work. Estimated quantities for CLINs NR01B1 through NR01B4 in this solicitation are based on actual turn-in quantities under the current contract. The aggregate quantity of waste turned in under Base CLIN NR01 is believed by DLA to be a reliable estimate. Please refer to the revised price/bid schedule (provided) in this solicitation.
12. Is FL14C6's unit supposed to be CD? I assume that is a typo?
DLA DS Response: Thank you for identifying this error. The correct unit of issue (U/I) for CLIN FL14C6 is each (EA), and has been corrected in the revised price/bid schedule (provided).
13. What has been the historical drum/containerized waste shipments from Fort Hood?
DLA DS Response: The revised price/bid schedule (provided) is based upon projected Government requirements and actual turn-in quantities under the current contract.
14. Does Fort Hood ship full Truck loads and if so what frequency? If not full truck loads do they combine shipments with Sheppard AFB, Dyess AFB or any other locations?
DLA DS Response: The Government cannot make assurances regarding the load sizes or frequencies ordered by any installation. Each installation manages their waste removals according to their requirements. DLA CORs attempt to optimize milk run removals to the greatest extent possible, but Generators are not always able and willing to accommodate. Offerors should be prepared to support each installation independently.
15. What locations currently utilize roll offs onsite on a full time basis?
DLA DS Response: Generators will order roll offs based on mission requirements. There are no requirements for annual rentals of any size rolls offs on this contract. Please refer to the revised price/bid schedule (provided).
16. What materials are shipped in those roll offs?
DLA DS Response: CLINs bearing a B1, B2, B3, B4, or B6 suffix are bulk solid CLINs that typically require roll off boxes for removal. Please refer to the revised price/bid schedule (provided) for waste descriptions.
17. Please provide profiles for any bulk hazardous liquids or solids that were shipped in the last year.
DLA DS Response: Due primarily to time restraints, DLA is not providing waste profile sheets for waste streams that have been turned in under the current contract. Please refer to the revised price/bid schedule (provided) for CLIN descriptions including permissible EPA Waste Codes.
18. There are several CLINs for liquids that identify the C6 size category see below. If these are small containers would they not be under the loose pack category? If they are 5 gal or larger they would be price per container and they could not be cubic yard boxes of liquids. What container size does this represent and what packaging?
DLA DS Response: Per Section 1.2.8.2 (g) in the PWS, “Containers of the same Base CLIN and no larger than 5 gallons in size, may be palletized or placed in a CYB in order to assign the CLIN Suffix C6. Containers larger than 5 gallons in size will not be placed in a CYB for purposes of consolidating them into a single container. Containers of all sizes may be placed on pallets and skids for ease of storage and movement, but containers larger than 5 gallons, other than consumer commodities in their original packaging which may be larger than 5 gallons in size, will have the
CONTINUATION SHEET REFERENCE NO. OF DOCUMENT BEING CONTINUED: PAGE 4 OF 5 PAGES
quantity and CLIN assigned as appropriate to each container on the pallet.”
19. Did you intend to use the C5 size for these items?
DLA DS Response: No
20. For the POL contaminated items when would CLIN (NR79) be used vs the NS01 series for material in bulk (B6) as there is no drum to return?
DLA DS Response: Base CLIN NR79 was designed at the request of Fort Hood to manage their Non-RCRA POL contaminated waste and to presumably save on supply costs. Only when CLIN NR79C4 is used, will the Contractor be required to return the empty (55-gallon drum) containers.
21. Does the empty drum return (CLIN NR79) only apply to C4, Cubic Yard boxes could not be reused?
DLA DS Response: Only when CLIN NR79C4 is used will the Contractor be required to return the empty (55-gallon drum) containers.
22. Can a swap out drum be provided at the time of pickup as an alternate to a return?
DLA DS Response: Yes. Fort Hood representatives attempt to ship full truckloads of NR79C4, usually consisting of >100 drums per load.
23. Which generators have historically utilized this service?
DLA DS Response: This CLIN is available to all Generators on the contract. Historically, only Fort Hood has used this CLIN.
24. Can DLA provide the location(s) for the DoDAAC “USAREP”?
DLA DS Response: USAREP and DoDAAC W90XCV are the same; both support Milk Run CLINs 6610TE, 6610TS, and 6610TW.
