*Solicitation Due Date Extended to Aug 4th, 2017 Q) It appears that some of the sites we currently utilize are not included on the approved facility list- including some of our own sites? Is there a way to verify that all approved locations are included on this list?
A) Please see this link for a list of facilities that are currently on the Qualified Facilities List (QFL):
http://www.dla.mil/DispositionServices/Offers/Disposal/HazardousWaste/HazWas teDisposal.aspx This link also outlines the criteria to add facilities.
Please note that the QFL is updated weekly, but the web listing is updated monthly. Further questions about adding facilities may be directed to the DLA Disposition Services Environmental Program Office.
Q) CLIN 6502FF- Supplmental management Services at Fort Leonard Wood- the UOM is 25 “EA”- should this be 30 EA for 30 months?
A) No. The 'Supplemental Management Services' is intended to assist in the removal of contaminated soil, and the estimated quantity is irrelevant to the number of months in the performance period.
Q) 1.2.9- are the locations listed the only locations with bulk tanks known?
A) The tanks listed in the PWS is not necessarily exhaustive, but a list of tanks that have been identified by the generators as needing regular service.
Q) Are the empty drums generally picked up when waste pickups are scheduled?
A) The empty drums are typically picked up at the time of waste removal, but that is to be determined by the needs of the generator.
Q) 3.3 Perform analysis- who is responsible for the actual sampling- the generator or the contractor?
A) The Contractor is responsible for pulling any waste samples.
Q) 3.10- CLIN6502FF: Can you please clarify what is required by “The Contractor shall be responsible for the transportation of up to 5 CY, per instance, of POL contaminated soil to an approved disposal facility.” The government provides the truck and it is driven by Contractor off-site?
A) The generator will provide the conveyance and the Contractor shall provide the driver (please change, under 3.10, 'Fort Leonard Wood personnel shall provide all personnel and equipment required (example: One-ton truck and appropriate trailer) to safely and legally transport contaminated soil. The Government shall be responsible for loading the Contractor's conveyance.' To 'Fort Leonard Wood personnel shall provide all personnel and equipment required (example: One-ton truck and appropriate trailer) to safely and legally transport contaminated soil. The Government shall be responsible for loading the conveyance and the Contractor shall be responsible for providing a driver.' In Section 3.9 HAZARDOUS MANAGEMENT SERVICES: FORT LEONARD WOOD Q) CLIN 6502FW states that the Contractor will supply three (3) trucks to safely transport hazardous waste on FLW. Ms.
Herrick, could you please clarify what types of trucks ex: 1 ton truck, 1/2 ton truck or 1/4 ton truck.
A) It's up to the contractor to determine what type of truck would best suit the work. Currently, the smallest truck used is a 1/2 ton, but it's the contractor's decision to use what best fits the job. Two of the trucks must be fitted with a lift gate (Tommy lift or similar). Offerors are encouraged to perform a site visit to determine what type of truck would be the best fit.
Q) CLIN 6502FW states that the Contractor shall provide a team leader to assist with all services necessary for the assessment of all gas cylinders. Is the team leader in addition to the 3 members of personnel?
A)If one of the three personnel is capable of performing team lead services, then no other personnel would be necessary.
Q) 3.10 SUPPLEMENTAL MANAGEMENT SERVICES AT FORT LEONARD WOOD– CLIN 6502FF: The Contractor shall be responsible for the transportation of up to 5 cubic yards, per instance, of POL contaminated soil to an approved disposal facility. Will the soil be in cubic yard boxes?
A) The contaminated soil could be in one of a variety of containers, including a dump trailer, dump truck, or rolloff box.
Q) What sites have the bulk material?
A)Bulk material could be ordered from any site listed in the pick up locations, but these are the sites that have a history of ordering in bulk:Fort Leonard Wood, MO Grissom ARM, IN Battle Creek, MI ANG Great Lakes Public Works Dept., IL Rock Island Arsenal Indiana ARNG Army Reserves, Saint Joseph, MN Ft. McCoy, WI Q) What sites have requested tank cleaning’s in the past?
A) Any site located in the pick up locations may order tank cleanings. However, the Rock Island Arsenal has been the primary customer requiring them in the past.
