1. Would it be possible to obtain more precise descriptions on the waste streams compositions? This would assist in understanding Waste Codes.

No. Many different waste streams and indefinite generations and quantities. Information provided in Bid schedule is best estimate of generations for particular CLINS.

1 a. The Bid Schedule Waste Description frequently lists the Physical State as Various and Liquids/Sludges/Solids/Debris. Are the existing waste profiles available to us for review? If not, is it possible to obtain a more detailed waste description that includes the actual constituents and % of each constituent and the actual applicable waste codes. The purpose of the request is to determine the percentage of Liquids/Sludges/Solids/Debris?

No. Many different waste streams and indefinite generations and quantities. Information provided in Bid schedule is best estimate of generations for particular CLINS.

2. Would you be able to provide number of the waste pickups and tank cleanouts which occurred at each site listed in the Solicitation?

No

3. How do we arrange a site visit before the Solicitation is due. What is the process to schedule a site walk?

Steve Keppel 717-605-2600

4. Does standard time frame of performance supersede the standard removal time frame? (example

1.2.12 Packaging for compliance)

No

5. Please specify the period of performance and removal: Notes to offerors states 15 Calendar day standard removal time and 30 day standard performance time and 7.0(b) suggests that all items shall be removed from Government facilities within 21 Calendar days after issuance of a task order.

Language of Paragraph 7.0 PERIOD OF PERFORMANCE – INCLUDING DISPOSAL AND REMOVAL adjusted to 15 days to correspond with Notes to Offerors

6. Please provide Letterkenny Army Depots Hours of Operation and daily availability under 1.1.5.

Site specific details will be available at Post Award.

7. Please clarify under 1.2.7.1 Task Order Adjustments- This is pertaining to the weight of a single container and not the quantity of containers offered on the task order lines while onsite for a removal.

1.2.7.1 Any weights provided on a task order are estimated. For CLINs ordered by weight, the contractor can expect that Task Order weights may be adjusted as actual pounds being removed are measured.

8. Under FAR 52.216-19 Order Limitations (a) – Can you please specify If the $1,000 minimum is based on the generating activity or a task order with multiple pickup locations?

Task Order.

9. Under 1.2.9 Bulk Liquid Pumping (a) (When B5 is ordered, it may be necessary for the contractor to pump/vacuum waste from tankers, drums, or IBC’s). Would this be in conjunction with the Clins listed under

3.10 and 3.11 under all B5 Clin requests?

No. CLINs under 3.10 and 3.11 are not routinely ordered in conjunction with B5 removals. They are designed for special needs.

10. Please specify that under 6.3 Packaging, Marking, and Labeling that the appropriate repackaging clin or servce will be ordered in conjunction to fulfill this clause.

No. See Performance Work Statement 0.a-0.b and 1.2.3

11. Will materials be in turned in to the contractor in DOT packaging? If not will the packaging CLINs under item 1.2.12 apply?

Yes. See Performance Work Statement 1.2.3. Generators may request packaging under 1.2.12 to meet this requirement.

12. Please clarify the use of the provide rolloff and annual rental. Historically separate CLINS were in place for providing a rolloff with some base rental charge, the current pricing format appears to be a one time annual rental fee regardless of the number of swap outs. How will the contractor know from an order perspective when a rolloff needs to be provided for swap out verse simple removal and disposal of the material in the box?

Roll off CLINs provide continuous accessibility (unlimited swap out) for the specified time period. All removals during the time period will include a replacement. The rolloff CLIN will be ordered/appear on a Task Order only once to initiate the placement and service timeframe.

13. Who will be tracking the annual rental of the box with all the swap outs and what method will be used?

The Government and the Contractor will need to be aware of rolloff services timeframes. The Contractor is responsible be maintaining continuous accessibility on site during the specified period.

14. Is the contractor able to bill the annual rental upon delivery of the rolloff? If not upon delivery when?

Yes. "Day 1 " will be the first business day that the Government has access to the roll off.

15. What materials will be placed into the frac tanks CLIN 6378CC, item 3.6.1 in the performance work statement?

Unknown

16. Will the contractor be providing removal of the material placed into the frac tank as well or is this a rental service only?

Yes.

Typically, frac tanks would be billed for delivery with a daily, weekly or monthly rental and a separate removal charge. A 90-day rental with delivery and removal rolled in does not seem flexible enough for the variety of storage time these items are typically used. Please considering modifying this into a separate charge for the delivery or pickup and a rental rate more in line with

The generator requested this time frame for temporary storage.

17. There is a mandatory incineration CLIN 6418 referenced in item 3.12.1 in the statement of work but I did not see it listed in the price schedule, is this something that will be added to the bid schedule?

CLIN 6418 is found on separate Ft Detrick Small Containers Bid Schedule

18. Duplicate descriptions, I believe one of these should be for metal powders and another for PIH and other non-metal reactives.
