Amendment No. 0001
1. The purpose of this amendment is to answer offeror questions:
1) NR79 specifies that the POL contaminated items are only from Ft. Hood. There is a significant quantity of these from Ft. Sill. Will they be ordered under NR01?
Yes, NR01 would be used for non-regulated POL contaminated items from Sheppard (Sheppard AFB is serviced by Ft. Sill)
2) Is the phone number listed for Zack Gaddis correct? A generic voicemail message is all I have gotten and no return calls.
The contact information I have for Mr. Gaddis desk - 254 288-7978, cell - 254 289-2980. His supervisor is Debra LeBlue, and her number is 254 287-7763.
3) Will all the POL contaminated absorbents previously ordered under 9904RR be issued under NR01?
I would expect NR01 would be used.
4) There is no history of any bulk waste provided in the report. From where and what is anticipated to be ordered under the following:
Both Ft. Hood and Sheppard AFB anticipate generating the below wastes. However, I do not have any further information regarding waste specifics.
a. NR01B1-B4
b. NR03B5
c. NR04B5
5) Similarly, there is no history of bulk used oil (RE12B5), Military textiles (NR99B1), or Asbestos (NR02B1-3). Since these CLINs have such large volumes, is there a known generation point for these waste streams? Has a process changed that caused the government to include these CLINs with these volumes?
Ft. Hood currently has a term used oil sale, and the disposal contract may be used should the waste oil not meet the specifications of the term contract.
The military textile CLIN should be changed to NR99C7, not NR99B1.
There may be a process change in the future, which would lead to significant quantities of NR99C7 and NR02XX.
6) The year worth of data that was provided indicates approximately 1700 containers of waste, but the government’s bid schedule contains over 6000 containers, not including bulbs, batteries and PCB’s. Is there an expectation that the volume of this contract will more than double? How are the estimates derived?
Quantities are derived based upon generation information provided to us by our generators. As the military's mission changes, so does the waste that is generated. The quantities reflected on this solicitation take mission change(s) into account.
7) RE11 and RE12 refer to drums being stung onsite. Does this currently happen? If so, where?
This does not currently happen, but is anticipated in the future.
Amendment No. 0001
8) Is the contractor required to ship Demilitarization items directly to the incinerator without an option to take them to an interim facility?
Items requiring demilitarization may not be taken to an interim facility.
9) For the Ft. Hood, are reconditioned drums allowed on this contract or not?
Refurbished drums are okay as long as they have been retested and meet the packing group classification requirements and have that information stenciled on the container.
10) Why is there no CLIN for Liquids c/w metals? There is a lot of contaminated antifreeze and other wastes.
It is anticipated that the majority of antifreeze will be turned in under RE10 or the appropriate FL Base CLIN.
11) Why is there no CLIN for organic acids? I have run into several.
CLINs are added.
12) There is a lot of UW paint. What is the anticipated new CLIN this will be ordered under? Is it mostly OP Cans (FL14) or is it full drums of paint (FL08)?
This is addressed in the amendment, as well, stating the requirement for UW in Texas.
13) There is a large quantity of paint debris in triwalls. Perhaps a C6 should be added to FL03?
C6 will be added to both FL03 and FL14
2. Please add the following language to the PWS:
“Paint and Paint Related Waste Managed as Universal Waste in the State of Texas under this contract must be disposed of at a qualified facility within the state of Texas.”
Also, please add "Universal Waste (Texas)" to the permissible waste codes for the following Base CLINS and their respective suffixes: FL01-09, FL14, TX06, TX07, and TX16.
3. No other changes are authorized.
4. The solicitation response date is hereby extended to 6/9/2014 4:30 PM EST
