AMENDMENT 00001

Under Pickup Points the following location is added for Pt. Hueneme

NBVC Port Hueneme Santa Cruz Island Channel Island National Port 1901 Spinnaker Drive Ventura, CA 93001

Section 1.2.8 add para c. For Pickup location Warf “A” on San Nicholas Island the 250 gallon used oil totes shall be returned 15-days after removal.

The following instructions are being provided regarding submission of Final Proposal Revisions and Reverse Auctioning:

Reverse auctions will be held per 52.215-9023 Reverse Auction (page 111 of 112). Prior to holding Reverse Auctions, the Contracting Officer will hold discussions with all offers retained in the competitive range concerning matters appropriate for discussion, such as issues involving technical proposals or unbalanced pricing/questionable pricing. Revisions will be requested based on CLINs identified as being unbalanced/questionable. A bid schedule will be provided for submission of revised pricing. For CLINs to be auctioned no pricing shall be submitted. The revised pricing will be considered as final for those CLINs submitted under the revised pricing.

Upon receipt of revised pricing, the DLA Disposition Services will notify offerors in the competitive range of instructions for the reverse action. The Government intends to use a commercial web-based product to conduct the reverse auction. The commercial reverse auction service provider and/or a Government representative will provide familiarization training to offerors’ employees; this training may be provided through written material, the commercial reverse auction service provider’s website, and/or other means.

All offers are cautioned to read Provision 52.215-9023 Reverse Auction for the procedures and must agree with terms and conditions of the entire solicitation, including this provision, and agree to the commercial reverse auction service provider’s terms and conditions for using its service.

The lowest proposed competitive price will be published at the beginning of the auction for those CLINs to be auctioned. Pricing will not be identified by offer. The CLINs to be auctioned will be a selected number of CLINs where the Government anticipates receiving the absolute best competitive price by holding the auctioning. These CLINs will be auctioned for each performance period. Upon completion of the auction, the award decision will be made in accordance with the evaluation factors as set forth in the solicitation. The reverse on-line auction will be used as a pricing technique and part of discussions to establish the final offered prices from each offeror. These prices will be used in conjunction with the evaluation factors stated elsewhere in the solicitation in order to make the award decision in accordance with the basis for award stated in the solicitation. Past performance, and price of both the final revised pricing and the pricing as a result of the auctioned CLINs will be the basis for the best value award to make a single award.
