Can the awardee use government copy machines? Answer: Copy machines and paper must be provided by the contractor.
The contractor will no longer have access to government owned copy machines or paper. A transportable copier is recommended but not endorsed by the government.
China Lake is not listed as a pick up point. Will they have their own contract?
Answer: Yes. The area for this requirement has changed from the past contract. China Lake will have their own contract.
The China Lake solicitation will be publicly posted to Fed Biz Opps.
Can we leave / store forklifts on-site? Answer: No
C.3.8 CLIN 6388HR if the truck is there for 10-hours do you get (2) each?
Answer: Yes. The clause has been revised. See above.
C.2.1.2. - Are CD's only required when CLIN 6503 is requested?
Answer: No, there are other items on the contract which require mandatory CDs. They are referenced in the PWS.
C.3.16 - Is this just for DMF Phase 2 tracking, essentially the same as G.4.c, or is this a request for personnel to be located on a specific military installation for administrative purposes?
Answer: This is for DMF Phase 2 tracking and Post-Payment Tracking. There is no requirement for personnel to be located on a military installation.
The extension calculations under AMOUNT column are nonfunctional on the bid schedule. -
Answer: A revised bid schedule has been posted with this amendment.
All the ERS attachments are locked, no further calculations can be performed, please unlock and re-submit as there should be no reason for these documents to be locked.
Answer: The ERS reports are posted non- protected.
The estimated quantities for 9404BB (1.5M) and 9904BB (2.5M) are erroneous. There is no historic data from ERS or the past contracts to support 4.5M pounds of bead blast generation. The generator should recalculate the correct amount and report a correct CLIN based on current analysis.
Answer: The estimated quantities have been verified with the generating facilities. The estimated quantities are provided by the generating facilities and are the best estimates available the DLA Disposition Services. CLIN 9404BB and 9904BB have been removed from the bid schedule. The estimated quantities for CLIN 9404 and 9904 have been increased.
Clause C.3.15 is vague in referring to appropriate disposal CLIN and meeting the requirements of C.73. Please submit clause C.73 and define the disposal method for 9404BB. -
Answer: The C.73 reference should have been C.2.4.1. Clause C.3.15 has been removed for the solicitation. CLIN 9404BB and 9904BB have been removed from the bid schedule. The estimated quantities for CLIN 9404 and 9904 have been increased.
Clause C.3.21 requires recycling of soil contaminated with petroleum products. The methods of recycling listed are only eligible for non-state regulated soil. Please delete CLINs 9804SR, and 9807SR, the requirement could be met using CLINS
9804AR & 9807AR.
Answer: Our records indicate that these CLINs have been active on the current contract and waste has been recycled using the indicated methods found in C.3.21. The clause lists several preferred methods to be used but also gives the contractor the option to use another acceptable technology as long as it is approved by DLA Disposition Services.
I have not found where I can find a list or description of the CLINs numbers in more detail such as waste description. Do you have something or can direct me to a CLINs list of definitions? I did find for the cylinders and that was all. –
Answer: You can reference the “Waste Code CLIN Selection Criteria” Section J, List of Attachments.
For several of the analytical/ service HINs that have never been used on this contract, you have estimated very large quantities. Has something changed with their base analytical plans? If not, can you adjust the estimated quantities to a more reasonable level?
Examples include:
6400AA = Never used, estimated quantity: 90 6401 = Used once, estimated quantity: 55 6402 = Never used, estimated quantity: 60 6403 = Used once, estimated quantity: 60 6404, 6405 = Never used, estimated quantity: 60 each 6410 (Testing unknown cylinder): Used once, estimated quantity: 25???!!
Answer: These are the estimated quantities provided by the generators/customers.
The same scenario is seen in the cylinders. For some cylinders that were never shipped, the estimated quantity doubled (ex.
0853). It is clear that you are trying t drive the price down for these items, but can we please be reasonable?
Examples include 0852 = Never shipped, estimated quantity: 31 0853 = Never shipped, estimated quantity: 200 0854 = Never shipped, estimated quantity: 80 0872 = 124 shipped, estimated quantity: 400 0874 = Never shipped, estimated quantity: 50
Answer: These are the estimated quantities provided by the generators/customers.
Can we delete 6410, it is a duplicate of 6608 and isn’t referenced in clause C.2.3
Answer: Do not delete either CLIN. The CLIN is referenced because it falls under the rules and regulations for pulling samples.
6500WA surcharge HIN is referenced in C.2.4.1.b however that HIN is not on the schedule.
Answer: The C.2.4.1 has been revised, see above. 6500WA was removed from this PWS section.
9800UZ, do you really want a price for each carbon zinc battery?
Answer: The unit for 9800UR and 9800UZ should read (lb)… 9800UR Universal Waste CRTs [see C.3.18] 300 lb $ - 9800UZ Carbon Zinc Batteries 25,000 lb $ -
9800UR references clause C.3.18 for guidance, however that clause is not present.
Answer: There should be no reference to C.3.18. This has been omitted… 9800UR Universal Waste CRTs 300 lb $ -
There was quite a jump in estimated quantities for 9102RR and 9106RR over actual historical shipment, do they anticipate any projects coming up for this new contract term?
Answer: These are the estimated quantities provided by the generators/customers.
9202 has an estimated quantity that is double the estimated quantity from the last contract and 10 x as much as actually shipped. Are they anticipating a project that would generate a larger volume of this material?
Answer: These are the estimated quantities provided by the generators/customers.
9401 has an estimated quantity of 79,000 pounds, but only 458 pounds shipped. Are they anticipating a project that would generate a larger volume of this material?
Answer: These are the estimated quantities provided by the generators/customers.
9402AF, could you please remove this item? There are no facilities on the qualified facilities list that can perform this service.
Answer: A database search was completed and showed that this CLIN has not been ordered on the current contract. The CLIN will be removed from the solicitation.
The volumes on the bulk Toxicity Characteristics waste have gone up exponentially since the last solicitation although the quantity shipped was small. Are they anticipating a project that would generate a larger volume of this material?

C.2.1.5.1 LIGHT WEIGHT BULK SHIPMENTS (DEBRIS)- CLINs 9407DB, 9807DB, & 9907DB
a. For contract purposes, debris CLINs are any bulk wastes weighing less than three hundred (300) pounds per cubic yard and will be suffixed with DB. Due to the difficulty involved in estimating the weight of bulk items, if the wrong CLIN is ordered on the Task Order the COR shall contact the Contracting Officer for a CLIN change prior to removal. Calculations of the weight per cubic yard will be arrived at using the requirements per section C.1.2.7 or by using the following formula: Net Weight of waste divided by Total Cubic Yards of Container.
Net Weight of Waste (Total weight minus container weight) Size of Container in Cubic Yards
b. Bulk items not meeting the definition of debris above shall be ordered under the standard (non-suffixed) bulk solid CLINs.
C.3.15 requests recycling of bead blast unless the conditions of C.73 are met. There is no C.73 in this solicitation. What constitutes recycling for bead blast?
Answer: The C.73 reference should have been C.2.4.1. Clause C.3.15 has been removed for the solicitation. CLIN 9404BB and 9904BB have been removed from the bid schedule. The estimated quantities for CLIN 9404 and 9904 have been increased.
