The amendment extends the offer due date from 5:00 PM EST October 13, 2026 to 5:00 PM EST October 14, 2026 and provides answers to vendor questions submitted during the question period. The procurement is for shipping boxes destined for Tobyhanna Army Depot and includes two Contract Line Items (CLINs): CLIN 0001 for 60 bundles of 30" × 30" × 20" boxes (300 boxes total) and CLIN 0002 for 60 bundles of 36" × 36" × 24" boxes (300 boxes total), with a total of 120 bundles across both CLINs. The boxes must meet 275# Mullen Burst Test specifications per ASTM D5118/D4727 with double-wall corrugated board construction and glued seams. All boxes must be delivered knocked-down flat and bundled in groups of five per bundle (BD) within 90 calendar days after receipt of order.
The procurement includes detailed pallet requirements: bundles must be palletized on heat-treated, pest-proof pallets compliant with ANSI MH1 Part 9 standards and DOD Manual 4140.65 with ISPM-15 heat-treatment marking. Loaded pallets must not exceed 72 inches in total height or 3,000 pounds gross weight and may be stacked maximum two high during transportation. Load securing requires heavy-duty plastic or polyester strapping (minimum two straps lengthwise and two widthwise) with corner/edge protectors. Delivery appointments are mandatory and must be coordinated through the ESOC team at ddtp.esoc@dla.mil or 570-580-3326/3555, with drivers required to be US citizens with REAL ID. The contracting officer is Adam Pennaratz (717-645-1028, Adam.1.Pennaratz@dla.mil). Offerors may submit pricing using company letterhead or DD1449 format and should provide UEI in lieu of DUNS numbers. Documentation should include the manufacturer's Box Maker's Certificate and technical data sheets verifying compliance.

Shipping Boxes for Tobyhanna
SP3300-27-Q-0005
Question 1. Could you confirm the box dimensions and material specifications, quantities, and required delivery date or lead-time trigger?
ANSWER 1: Dimensions are inside dimensions in inches: CLIN 0001 is 30" × 30" × 20";
CLIN 0002 is 36" × 36" × 24". Material specification is 275# Mullen burst test double-wall corrugated board with glued seams. Total quantity is 120 bundles (60 bundles / 300 boxes per CLIN). Required delivery is 90 calendar days After Receipt of Order (ARO).
Question 2. Pallet size: The boxes ship knocked-down flat. Flat bundles of the 30x30x20 box measure about 60x51 in, and the 36x36x24 about 73x61 in, so they cannot be loaded on a 40x48 winged pallet without overhang. Will the Government accept heat-treated, certified and stamped, 4-way winged pallets built to ANSI MH1 Part 9 construction but sized to the bundle footprint (about 62x52 in and 75x62 in)? If not, what palletization method is acceptable?
ANSWER 2: Accepted with Conditions. Because flat bundles exceed 40" × 48" and excessive overhang creates stability and handling hazards, the Government will accept 4-way entry, heat-treated, certified/stamped pallets constructed to ANSI MH1 Part 9 standards dimensioned to fit the bundle footprint (approx. 62" × 52" and 75" × 62").
Winged overhang must be maintained where practicable, and no bundle overhang past pallet edges is permitted.
Question 3. Pallet source: May the contractor transfer the bundles from the manufacturer's standard pallets onto compliant winged, heat-treated pallets before final delivery, as long as the shipment arrives at Tobyhanna on compliant pallets?
ANSWER 3: Yes. The contractor may consolidate or transfer bundles from commercial shipping pallets onto contract-compliant, heat-treated, winged pallets at an intermediate facility prior to final delivery. Compliance with pallet and marking specifications is evaluated at the Tobyhanna Army Depot destination inspection point.
Question 4. Board grade: Please confirm that the 275# requirement is Mullen burst test, and that 48 ECT double-wall board is not an acceptable substitute.
ANSWER 4: Confirmed. The 275# requirement specifies Mullen Burst Test strength per ASTM D5118/D4727. An Edge Crush Test (48 ECT) board is not an approved substitute unless a formal Engineering Change Proposal / Request for Variance (RFV) is submitted and approved by the Procuring Contracting Officer (PCO).
Question 5. Seams: Does "seams are all glued" refer to a glued manufacturer's joint (as opposed to stitched or taped)?
ANSWER 5: Confirmed. "Seams are all glued" designates a glued manufacturer's joint utilizing water-resistant adhesive in accordance with ASTM D5118 class domestic/weather-resistant requirements, as opposed to wire-stitched (stapled) or taped manufacturer's joints.
Question 6: Bundling and shipments: Is 5 boxes per bundle firm? May CLIN 0001 and CLIN 0002 be delivered in separate shipments within the 90-day window?
ANSWER 6: Confirmed. The requirement of 5 boxes per bundle (BD) is firm to support depot storage and dispensing configurations. CLIN 0001 and CLIN 0002 may be shipped in separate deliveries, provided all shipments arrive within the specified 90-day ARO delivery window.
Question 7: Marking: Are MIL-STD-129 labels required on each bundle, or only on each unit load?
ANSWER 7: Only on each unit load.
Question 8: Pallets: The RFQ requires shipment on serviceable, winged pallets per MD00100452 Rev C, heat-treated and marked per DoD Manual 4140.65. For this order of corrugated boxes (120 bundles of 5), will standard heat-treated, ISPM-15-stamped 48x40 pallets be acceptable, or are winged pallets mandatory?
ANSWER 8: Any pallet that will fit these are acceptable. Our only requirement is heat treated pest proof pallets.
Question 9: Unit of issue: Please confirm that "BD" means a bundle of 5 boxes, so each CLIN is 60 bundles (300 boxes), and that unit prices should be quoted per bundle.
ANSWER 9: Confirmed. The Unit of Issue is BD (Bundle). One BD equals 5 knocked-down flat boxes. CLIN 0001 represents 60 BD (300 boxes) and CLIN 0002 represents 60 BD (300 boxes). Offerors must submit their unit pricing per bundle (BD), not per individual box.
Question 10: Delivery: Is a delivery appointment required at Tobyhanna, and if so, who should the carrier contact?
ANSWER 10: Yes, delivery appointments are required, and driver must be a US citizen with a REALID. Contact information is our ESOC team at ddtp.esoc@dla.mil 570-580- 3326 or 570-580-3555.
Question 11: Could you clarify the additional pallet requirements, including dimensions, winged construction and certification markings? If a specific drawing or specification applies, could you please provide it so we can verify compliance with our supplier?
ANSWER 11: Pallets must conform to ANSI/MHIA MH1 Part 9 (Part No. MH1/9- 05SW4048 or footprint-equivalent winged design) and MIL-STD-147E. Wood Packaging Material (WPM) must comply with DoD Manual 4140.65-M / ISPM-15, displaying the visible American Lumber Standard Committee (ALSC) accredited heat-treatment (HT) quality mark on at least two opposing vertical faces.
Question 12: Could you please confirm whether the dimensions listed for CLIN 0001 (30 × 30 × 20) and CLIN 0002 (36 × 36 × 24) are inside dimensions or outside dimensions, and that the units are inches?
ANSWER 12: In accordance with standard corrugated packaging industry standards and ASTM D5118, all cited dimensions (30" × 30" × 20" and 36" × 36" × 24") designate inside dimensions (Length × Width × Depth), expressed in inches.
Question 13: Pallets: The RFQ requires shipment on serviceable, winged pallets in accordance with MD00100452 Rev C. Will standard heat-treated (ISPM-15 stamped) stringer pallets be accepted, or are winged pallets mandatory for this order?
ANSWER 13: Any pallet that will fit these are acceptable. Our only requirement is heat treated pest proof pallets.
Question 14: Bundling: For "5 boxes per BD," should each bundle of 5 flat boxes be banded or strapped, and is there a maximum pallet height or weight for delivery to Building 6, Bay 2?
ANSWER 14: Yes, Each BD should have 5 flat boxes banded or strapped together, pallet height should not exceed 72”, or 3,000 LBS gross weight.
Question 15: Box markings: Is any marking required on the boxes themselves beyond the standard box maker's certificate (BMC) showing 275# burst strength?
mailto:ddtp.esoc@dla.mil
ANSWER 15: No additional military stenciling or printing is required on the individual knocked-down box blanks beyond the standard Box Maker’s Certificate (BMC) certifying board grade and 275# burst strength.
Question 16: Company identifier: The price quote instructions ask for a DUNS number. Since DUNS has been replaced by the SAM Unique Entity ID, may we provide our UEI (WNLJC24CYNJ8) instead?
ANSWER 16: Yes, that is acceptable.
Question 17: Pallets. The special instructions require serviceable winged pallets per MD00100452 Rev. C, heat treated and stamped. Commercial box manufacturers ship corrugated bundles on standard 48 x 40 heat-treated, ISPM 15-stamped stringer pallets. Will the Government accept standard heat-treated 48 x 40 pallets for this delivery, or are winged pallets mandatory for award and acceptance?
ANSWER 17: Any pallet that will fit these are acceptable. Our only requirement is heat treated pest proof pallets.
Question 18: Box specification. Both CLINs call for double-wall B/C flute, glued seams, ASTM D5118, 275 lb burst, 5 boxes per bundle. Will a commercial double-wall box certified at 275 lb burst (or ECT 48 equivalent) with a manufacturer's box certificate stamp satisfy the specification, or is a separate test report required with the quote or at delivery?
ANSWER 18: ox Maker's Certificate (BMC) is sufficient. A separate certified test report is not required to be submitted with the quote or at delivery. The manufacturer's box certificate (BMC) printed on each box, verifying a 275# Mullen burst test rating for double-wall construction, satisfies the compliance verification requirement. Note that 48 ECT is not an authorized substitute; the box must carry the 275# Mullen rating.
Question 19: Quantity and bundle. Please confirm that 60 BD per CLIN means 60 bundles of 5 boxes (300 boxes per CLIN, 600 boxes total), delivered flat (knocked down).
ANSWER 19: Confirmed. The unit of issue is Bundle (BD). 60 BD per CLIN represents 60 bundles of 5 boxes each, totaling 300 boxes per CLIN (600 boxes total for the entire order). All boxes must be delivered knocked-down flat (KDF) and bundled as specified.
Question 20: The RFQ requires winged pallets in accordance with MD00100452 Rev C and Part 9 of ANSI MH1, heat treated, certified, and stamped per DOD Manual 4140.65.
What documentation, if any, does the Government require to verify that a pallet meets ANSI MH1 Part 9?
ANSWER 20: No formal paper submittal required prior to delivery. The Government does not require a formal ANSI test certificate or lab report. Verification is conducted via physical inspection of the incoming shipment.
Question 21: Will the Government accept a commercial winged pallet that is heat treated and stamped, but has not been performance tested to ANSI MH1 Part 9?
ANSWER 21: Yes, with conditions. The Government will accept a commercial winged pallet provided it is constructed to the physical dimensions, board thicknesses, and style specified in ANSI MH1 Part 9 / MD00100452 Rev C, and is properly heat-treated and ISPM-15 stamped. Active, formal laboratory performance testing sheets for the specific batch are not required.
Question 22: Does MD00100452 Rev C include requirements for how the boxes are palletized (e.g., stacking or banding) in addition to the specifications for the pallet itself?
ANSWER 22: Yes. In addition to pallet construction specs, MD00100452 Rev C incorporates MIL-STD-147E load-securing requirements. Flat bundles must be secured to the pallet using heavy-duty plastic or polyester strapping (minimum 2 straps lengthwise and 2 widthwise) with corner/edge protectors to prevent strapping from cutting into the corrugated boxes. Shrink-wrap alone is not sufficient.
Question 23: Can you please confirm whether 300 EA unbundled/pallet would be acceptable?
ANSWER 23: No. Unbundled delivery is unacceptable. Individual loose boxes on a pallet do not meet the "5 boxes per BD" (bundle) specification.
Question 24: What pallet dimensions are required or acceptable for this shipment?
ANSWER 24: Any pallet that will fit these are acceptable. Our only requirement is heat treated pest proof pallets.
Question 25: During transportation and delivery, are the loaded pallets permitted to be stacked on top of one another, or must all pallets remain separate and be transported side by side?
ANSWER 25: Permitted as long as no material is damaged.
Question 26: If stacking is permitted, is there a maximum stacking height or number of loaded pallets that may be stacked?
ANSWER 26: Maximum 2 high.
Question 27: Is there a required pallet quantity or size, or may the supplier determine these based on the shipment while meeting the referenced specifications?
ANSWER 27: No. The supplier does not have full autonomy. The supplier must configure the pallet loads to comply with MIL-STD-147E (Load Type I or II) and MD00100452 Rev C. While the supplier determines the exact distribution of the 60 bundles per CLIN across compliant pallets, they must remain within the maximum height and weight limits specified for Tobyhanna receiving.
Question 28: Are there any load-height, weight, overhang, stacking, or securing requirements beyond those in the referenced pallet standards?
ANSWER 28: Palletized unit loads delivered to Building 6, Bay 2 must not exceed 72 inches in total height (including pallet base) and 3,000 lbs in gross weight. No physical bundle overhang past the outer edges of the pallet deck boards is permitted; the load must be fully supported by the pallet structure.
Question 29: What supporting documentation should we submit to demonstrate box and pallet compliance? Would manufacturer specification sheets and pallet certification or marking information be sufficient?
ANSWER 29: The manufacturer’s technical data sheets showing the 275# double-wall board specifications and a drawing/spec sheet of the proposed winged pallet (detailing dimensions, materials, and ISPM-15/HT marking placement) if applicable.
Question 30: Should Files I, II, and III be submitted as separate attachments in one email, and are there any required file formats, naming conventions, page limits, or attachment-size limits?
ANSWER 30: Files, I, II, and III can be submitted separately or combined into one single attachment. We prefer either PDF or Word documents, however no naming convention, page limits, or attachment size limits.
Question 31: May we use a signed quotation on company letterhead with the completed RFQ pricing tables, or is a signed SF1449 also required?
ANSWER 31: A signed quotation on company letterhead is acceptable in lieu of a signed
DD1449.
Question 32: Please confirm whether we should provide our UEI in place of the DUNS number referenced in the submission instructions.
ANSWER 32: Yes, providing UEI in lieu of DUNS number is acceptable.
Question 33: Have any amendments been issued that must be incorporated and acknowledged with our quotation?
ANSWER 33: No current amendments have been posted. An amendment with RFQ answers to vendor questions will be posted
Question 34: Will you acknowledge receipt of the submission by email?
ANSWER 34: Yes, email acknowledgement will be sent.
