About this file
DLA Distribution Business Opportunities Forecast
This is a pre-solicitation notice and business opportunities forecast issued by the Defense Logistics Agency (DLA) Distribution in November 2026 under notice SP3300-26-SS-5008. The document provides an overview of DLA Distribution's procurement activities, strategic priorities, and anticipated contracting opportunities across both services and supplies for fiscal years 2027 through 2029.
DLA Distribution's commander priorities focus on achieving a clean audit in FY27 through three main efforts: stabilizing the Warehouse Management System (WMS) to ensure reliable transactions and data quality, implementing standardized execution and controls across all operations, and enabling a resilient distribution network to improve predictability and early risk identification. The organization processed 3,050 actions totaling $475.5 million in obligations in FY26, with 70 percent being supply-related and 30 percent service-related. Services comprised 83 percent of total obligations ($392.4 million), while supplies represented 17 percent ($83.2 million). DLA Distribution achieved a 90.5 percent competition rate in FY26, exceeding its 88.7 percent goal, with small business participation reaching 59.72 percent of service obligations and 53.29 percent for disadvantaged small businesses, both exceeding their respective targets.
Key service procurement categories include Distribution Operations (11 government-owned contractor-operated facilities managing MRE and fresh fruit/vegetable storage and distribution), housekeeping services, facilities maintenance and repair, professional services support, and equipment maintenance across 26 distribution centers worldwide. Supply acquisitions focus on materials handling equipment, racking and storage systems, containers and packaging supplies, communication equipment, and office supplies. Major service opportunities anticipated for FY27 include logistics support services contracts at multiple locations, janitorial services, hazardous material support, professional services contract support, and specialized maintenance for equipment such as vertical lift machines and conveyor systems. Future service actions extend through FY29 with recurring requirements for equipment leasing, landscaping, trash removal, and infrastructure repairs. Supply requirements traditionally increase in the fourth quarter of each fiscal year and include boxes and cartons, office supplies, batteries, tools, and miscellaneous materials handling equipment.
All solicitations are advertised at SAM.gov under DODAAC SP3300, with vendors encouraged to register with the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module effective October 1, 2026. Oral quotes may be used for items under $20,000. DLA Distribution's acquisition strategies employ primarily task orders for services (51 percent of FY26 actions) and delivery orders for supplies (21 percent), with definitive contracts representing 3 percent and purchase orders 10 percent. The organization maintains a commitment to small business development, AbilityOne engagement, and strategic supplier partnerships as outlined in its Industry Partnership Plan aligned with DLA headquarters' transformative imperatives for People, Precision, Posture, and Partnerships. A DLA Distribution Industry Day is tentatively planned for the first quarter of FY28.

PIEE – What Changed
• Effective October 1, 2026, the DoD standardized how solicitations are posted and offers are received.
• DIBBS vs. PIEE: While the Defense Internet Bid Board System (DIBBS) will continue to be used for its designated actions, all solicitations not posted to DIBBS will now be posted to SAM.gov via the PIEE Solicitation Module. (DLA Deviation issued)
• PIEE replaced legacy methods (like DoD SAFE, or direct email) as the single, secure portal for responding to these non-DIBBS opportunities.
