About this file
This is Amendment 00001 to Solicitation SP330026Q0260, issued by the Defense Logistics Agency (DLA) Distribution on September 4, 2026, effective immediately. The amendment provides clarifications to vendor questions regarding a 20-foot climate-controlled container/storage unit acquisition.
The solicitation requires a 20-foot climate-controlled container with the following specifications: internal dimensions of 19'5"L x 7'8-1/8"W x 7'9-5/8"H; 6,800 lbs. empty weight; 160 sq. ft. usable floor area; heavy-duty 14-gauge steel construction; 18,500 BTU A/C unit with heating capability; 100 Amp service panel (clarified from erroneous "1-Amp" notation); interior 4-foot LED lighting; exterior LED floodlights; standard power outlets; 50 Amp generator inlet; 2 lb closed-cell spray foam insulation (R-14/R-10.5); and standard lockable cargo doors, similar or equal to Aegis 20STCC model. Key clarifications include: the palletization requirement under MD00100452 does not apply due to the container's size and weight exceeding standard pallet limitations; the quotation deadline is September 9, 2026 at 3:00 PM Eastern Time (to be corrected in SF1449 Block 8); lack of past performance will be evaluated neutrally per FAR 15.305(a)(2)(iv); and the nonmanufacturer rule does not apply as the requirement is expected to be under the Simplified Acquisition Threshold, though the vendor providing containers must qualify as a small business under NAICS 336212.

1. First, the specification lists a “1-- Amp Service Panel.” Based on the rest of the configuration, it appears this may be intended to read 100 Amp, but could you please confirm the required service-panel amperage?
Yes, it should read 100 amps to safely handle the startup and continuous power draw of the 18,500 BTU HVAC (heating & cooling) system, the 50 Amp generator inlet, interior 4' LED lighting, exterior floodlights, and auxiliary interior wall outlets simultaneously.
Container/Storage Unit 20' Climate Contl 20' Climate Controlled Container / Storage Unit;
20'L x 8'W x 8'6"H; Internal Dimensions 19' 5"L x 7' 8-1/8"W x 7' 9-5/8"H; 6,800 lbs. Empty;
160 sq. ft. Usable Floor Area; Heavy-Duty, 14 Gauge Steel Construction; 18,500 BTU A/C Unit w/ Heating; 100 Amp Service Panel, Interior 4' LED Lighting, Exterior LED Floodlight;
Standard Power Outlets; 50 Amp Generator Inlet; 2lb Closed-Cell Spray Foam Insulation (R-14/R-10.5); Standard Lockable Cargo Doors; Similar or equal to Aegis 20STCC
2. Second, Section 8 requires shipment on serviceable winged pallets in accordance with MD00100452. Since each 20-foot container is approximately 6,800 lbs., and MD00100452 appears to provide an exception for shipping containers that exceed normal pallet size or weight limitations, could you confirm how you would like the palletization requirement handled for these units? Specifically, are the containers exempt from the standard winged-pallet requirement due to their size and weight?
The requirement to palletize does not apply in the case, that paragraph is standard in our CSS but should have been removed prior to posting.
Received from vendor 2:
1. Please confirm the controlling quotation due date and local time. The current SAM-origin opportunity record reflects September 9, 2026 at 3:00 PM Eastern, while an SF1449 cover-page snapshot available through the public package path appears to show September 12, 2026 at 3:00 PM local time.
Deadline is 9/9/26
SF1449 block 8 should read September 09, 2026 at 3:00 PM local time, this matches the deadline on SAM and in the directions to offerors on Page 3 and 10.
2. Please confirm the controlling evaluation factors for award and whether past performance is an evaluated factor. If past performance is evaluated, please advise whether a quoter with no relevant corporate past performance is treated neutrally and whether major supplier/subcontractor/performer history may be considered.
Lack of past performance will be treated neutrally: as stated on Page 11
“In the case of an Offeror without a record of recent and relevant past performance, or for whom information on past performance is not available, or so sparse that no meaningful past performance rating can be reasonably assigned, the Offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305(a)(2)(iv), Past Performance Evaluation).”
3. Because this is a total small-business supply acquisition under NAICS 336212, please confirm whether the nonmanufacturer rule applies to this RFQ, whether any class or individual waiver applies, and whether the manufacturer of the offered end item must itself qualify as a small business under the applicable manufacturing
NAICS.
The nonmanufacturer rule and applicable clause/waiver was not included as this requirement is expected to be under the SAT threshold.
The vendor providing the containers must qualify as a SB under the NAICS.
