About this file

This is Amendment 0001 to Request for Quote SP3300-26-Q-0255, issued by the Defense Logistics Agency (DLA) Distribution on September 1, 2026. The amendment extends the quotation deadline from August 31, 2026 to September 8, 2026 at 12:00 PM Eastern Standard Time and changes the competition requirements from a 100% Woman-Owned Small Business Set-Aside to Full and Open Competition. Quotes must be submitted electronically to Thomas.semones@dla.mil with the subject line "SP3300-26-Q-0255 Quotation - [Quoter's Company Name]." The NAICS code is 321920 (Wood Pallet and Skid Manufacturing) with no specific employee size standard stated under Full and Open Competition, and the Product or Service Code is 3990.

The amendment provides answers to eleven vendor questions regarding the wooden pallets requirement for DLA Distribution Yokosuka, Japan. Key specifications clarified include: three 2"×4" crossmembers are required per pallet; lumber Class 11, 13, 21, or 22 under the 2025 Uniform Standard for Wood Pallets is acceptable if properly heat-treated and ISPM-15 compliant; pallets should have three 2×4 skids; and shipment marking should reference SB3112 for Defense Distribution San Joaquin in Tracy, California. The amendment revises delivery timelines to 90 days for delivery to Defense Distribution San Joaquin and 120 days for delivery to DLA Distribution Yokosuka, Japan, measured from purchase order receipt. Vendors are responsible for determining appropriate shipping methods and quoting inclusive freight costs to either the Defense Distribution San Joaquin transshipment location or a designated freight forwarder for the 1,080-pallet requirement. Heat-treatment certificates or supporting documentation is required with shipment, and standard industry shipping practices apply for continental U.S. deliveries.

FROM:

1. All quotes must be received electronically via email at: Thomas.semones@dla.mil, Subject: SP3300-26-Q-0255 Quotation – “Quoter’s Company Name.” Quotations must be received by 12:00 PM Eastern Standard Time on August 31, 2026 to be considered for award.

TO:

1. All quotes must be received electronically via email at: Thomas.semones@dla.mil, Subject: SP3300-26-Q-0255 Quotation – “Quoter’s Company Name.” Quotations must be received by 12:00 PM Eastern Standard Time on September 8, 2026 to be considered for award.

6. SP3300-26-Q-0227, Clauses, Page 8. FAR 52.219-30 is deleted.

7. Answers to vendor’s questions (including drawings) are provided as follows:

Question 1. Crossmember Quantity and Placement

Please confirm the required number of nominal 2" × 4" crossmembers/stringers for both the 24" × 24" and 30" × 30" pallets, including their required spacing and placement. The solicitation specifies the crossmember dimensions but does not state the quantity required.

Answer 1. 3

Question 2. Request to Amend Lumber Class Requirement

The solicitation requires “Class 3 Heat Treated Lumber or better.” Class 3 species are not commonly available through normal pallet-lumber supply channels in the quantities needed for production. We respectfully request that DLA amend the specification to allow lumber meeting Class 11, 13, 21, or 22 under the 2025 Uniform Standard for Wood Pallets, provided the lumber is properly heat treated and the finished pallets are ISPM-15 compliant. Would DLA approve one or more of these classes as acceptable substitutes?

Answer 2. Yes

Question 3. Correct CLIN Assignments

Please confirm the correct CLIN assignments. The solicitation PDF identifies CLIN 0001 / N30010831 as the 30" × 30" pallet and CLIN 0002 / N30010832 as the 24" × 24" pallet, while Attachments 1 and 2 appear to reverse the CLIN numbers.

Answer 3. Attachments 1 and 2 have been revised to reflect the solicitation CLIN structure.

Question 4. SB3112 vs. SB3113 Shipping Marking

Please confirm whether large freight shipments delivered to Defense Distribution San Joaquin in Tracy, California should be marked for SB3112 or SB3113. Section 6 states “MARK FOR SB3113,” while the ultimate consignee and WAWF routing identify Ship-To code SB3112.

Answer 4. It should be SB3112

Question 5. Actual FOB Freight Destination

Because the total requirement is 1,080 pallets and the shipment may fill more than one-half of a 40-foot seavan, should our FOB Destination pricing be based on delivery to DDJC CCP Warehouse 30 at 25600 South Chrisman Road, Tracy, CA, or should we price delivery to another freight-forwarding location?

Also, this is bigger than truck load for shipping. How do we quote or arrange for that? It would also be larger than a 40’ seavan.

Answer 5. If the shipment will be sent to Defense Distribution San Joaquin for transshipment, pricing will include shipping costs to Defense Distribution San Joaquin. If the shipment will be through a freight forwarder, then pricing will include the freight forwarding costs. It is the vendor’s responsibility to determine the appropriate shipping method based on the information in the solicitation.

Question 6. Heat-Treatment / ISPM-15 Documentation

In addition to the required ISPM-15 marks on opposing sides of each pallet, is a heat-treatment certificate, treatment record, or any other supporting documentation required with the quotation or shipment?

Answer 6. Yes

Question 7. Stacking, Banding, and Shipment Preparation

Are there required quantities per stack, maximum stack heights, banding requirements, blocking or securement requirements, or other load-preparation requirements for the finished pallets? Section 4 states there are no special packaging requirements, but the transshipment instructions contain additional preparation requirements for OCONUS movement.

Answer 7. Shipping to a continental U.S. destination should be in accordance with standard industry shipping practices. Transshipments should follow the instructions for larger shipments (Section 6, paragraph b) or the shipping instructions from the freight forwarder for truckload shipments (Section 6, paragraph c)

Question 8. Do these pallets have 3-2x4 skids or only 2?

Answer 8. 3

Question 9. 30-Day Delivery Requirement

Please confirm that the requested 30-day delivery lead time is measured from receipt of the purchase order through delivery to the required U.S. FOB destination, rather than through arrival at the ultimate destination in Yokosuka, Japan.

Answer 9. The delivery requirement has been revised as follows:

a) For delivery to Defense Distribution San Joaquin – 90 Days

b) For delivery to DLA Distribution Yokosuka Japan - 120 days

Question 10. Question Deadline

Please confirm the deadline for questions. The Solicitation Checklist states August 24, 2026, while Section 1 of the solicitation states 12:00 PM EST on August 27, 2026.

Answer 10. The due date for quotes has been extended from August 27, 2026 to September 8, 2026.

Question 11. Quote Email Subject Line

Please confirm the solicitation number that should be used in the quotation email subject line. Section 13 instructs quoters to use SP3300-26-Q-0242, while the solicitation itself is SP3300-26-Q-0255.

Answer 11. The subject line should read SP3300-26-Q-0255

8. All other terms and conditions remain unchanged and in full force and effect.
