About this file

This is Amendment 0001 to solicitation SP3300-26-Q-0116 issued by DLA Distribution Acquisition Operations, located in New Cumberland, PA. The amendment was effective May 7, 2026, with a point of contact Michael French (michael.s.french@dla.mil).

The amendment corrects the material description for CLIN 0001 and provides clarifications on six vendor questions. The procurement requires two (2) stretch wrap machines with the following specifications: Part Number 3540-N00005866, Machine Stretch Wrap LP with 4000 lb capacity, load capacity of 50"X50"X80", 36-42 bearing support system, 3-12 rpm variable turntable speed, soft start acceleration, positive turntable deceleration and alignment, 12-point film carriage guidance system, fully electronic dynamic film dancer, automatic load height sensor, variable speed film carriage control, 1-9 revolution film wrap counters, low profile turntable, 4000 lb capacity built-in load cell (weigh scale), ability to use 30" film, and similarity to Cousins Model LP 2100 SRT. Key clarifications address: confirmation that both machines require 30" film carriage capability; training limited to machine delivery FOB Destination with complete manuals provided and no on-site training required; requirement for fully integrated built-in load cell; confirmation that standard 80" tower is sufficient; standard 48"x60" ramp is all that is required; and no optional parts or features are requested. The solicitation closing date is extended to Monday, May 11, 2026, at 5:30 PM EDT.

2. Answer the following vendor questions:

a. Question: Could you confirm if a 30" film carriage is needed for both machines?

Answer: Yes, both machines must be able to use 30” film.

b. Question: The requirement associated with the section "Operator, Parts and Service Manual(s) and Training" states: "The Contractor shall provide with delivery, one (1) complete set of manuals with each machine." but does not therein mention about unpackaging the delivery crates or lifting/assembling the towers (not difficult, by the way) or anything specific to on-site set-up /training, could you confirm that live remote

telephone factory service walkthrough and trouble shooting is sufficient to meet the "Training" requirement for this RFQ?

Answer: We only require the machines be shipped to DDWG (FOB Destination) and a complete set of manuals be provided. No other training is required.

c. Question: Different scale packages are available (including a basic platform scale vs a fully integrated built-in load cell scale package), can you specify if DDWG is needing?

Answer: A fully integrated built-in load cell is required.

d. Question: Could you confirm the standard 80" tower is sufficient?

Answer: The standard 80” tower is sufficient.

e. Question: Could you confirm if a Cousin ramp is required? And if so, does that need to be only the 48" x 60" standard ramp that accommodates manual pallet jack loading? Or, if powered power jack will be used, does DDWG desire the heavy duty 24" x 48" ramp with porch extension or the longer 40" L x 48" W ramp (also with porch extension)?

Answer: The standard ramp is all that is required.

f. Question: Besides the scale and 30" carriage, would DDWG require any optional parts or features such as: the recommended Starter Spare Parts Kit with the minimum quantity of parts to stock for your specific machine; a pallet lock Roping Device allowing film to be "roped" and applied to pallets for max load securement (as needed -- with easy programming in the machine's touchscreen) -- also prevents film breakage on pallet corners -- see also the Air Flow next > ; an Air Flow film splitter to split the stretch wrap into equal 10" webs before the film gets applied to the pallet -- for manual adjustment of the roping action; or a Cold Weather Package (to protect the machines down to 33 degrees F); or, finally, a Safety Beacon Light (to indicate run / clear or fault conditions)?

Answer: No optional parts are requested or required.

3. Extend the closing date of this solicitation to Monday, May 11th, 2026, at 5:30PM EDT.

This amendment makes no other changes.
