About this file

This is Amendment 0001 to federal solicitation SP330026Q0040, issued by DLA Distribution Acquisition Operations on February 24, 2026, with an effective date of February 24, 2026. The amendment extends the receipt deadline for offers and provides clarifications to the original solicitation through a Questions and Answers format. The Point of Contact is Morgan Costanzo at morgan.costanzo@dla.mil.

The solicitation requires two line items of batteries for delivery to DLA Distribution Norfolk, VA on an FOB Destination basis with all shipping costs included in pricing. CLIN 0001 requires a 6V flooded lead-acid battery with 220-225Ah capacity, dimensions of L-10.25" W-7.06" H-9.88", and -/+ terminal configuration; the Pasco 6V-225-HD is referenced but equivalent manufacturers such as Trojan T-105 are acceptable. CLIN 0002 requires a 6V AGM battery with the same voltage, capacity, dimensions, and terminal specifications; the DEKA 8AGC2M is referenced as an acceptable equal. The amendment clarifies that both line items may be shipped separately by different manufacturers directly to the delivery location. The solicitation is open to any Service-Disabled Veteran-Owned Small Business (SDVOSB) for NAICS 335910. Contractors must acknowledge receipt of this amendment prior to the hour and date specified in the solicitation or risk rejection of their offer.

Amendment 0001

1. CLIN 0001 – Pasco 6V-225-HD: Our research indicates that Pasco is a private-label brand associated with Continental Battery Company and that the referenced part number may be distributor-controlled. We have been unable to identify open distribution channels for the Pasco-labeled SKU. Please confirm whether a documented equivalent GC2 6V 225Ah flooded battery meeting identical form, fit, function, dimensions, and performance specifications, would be considered acceptable for CLIN 0001.

Yes. As long it is a 6V flooded lead-acid battery.

2. Can we submit an alternate battery manufacturer for Pasco?

Yes. As long it is a 6V flooded lead-acid battery.

3. CLIN 0002 – DEKA 8AGC2M: The solicitation describes this item as 12V; however, the DEKA 8AGC2M appears to be a 6V Group GC2 AGM battery. Please confirm the intended voltage requirement for this CLIN.

The correct description is 6V AGM Battery.

4. The first half of the solicitation, 6V-225-HD, is it supposed to be an AGM battery like the DEKA 8AGC2M in the 2nd half?

6V-225-HD should be a flooded lead-acid battery.

5. For Line Item #1, we were unable to source the specified Pasco Part #6v-225-HD. Could you please advise whether approved alternates are acceptable for this line item? If so, would you be able to provide an approved alternate manufacturer and part number that meets the required specifications?

Something similar to a Trojan T-105 6V 225Ah Deep Cycle Golf Cart battery will be acceptable.

6. Would it be acceptable to ship Line Items #1 and #2 separately rather than in a single consolidated shipment? Each line would be supplied by different manufacturers and to ensure efficient handling and timely delivery, we would prefer to have each manufacturer ship directly to the delivery location.

Yes, they may be shipped separately.

7. Do you have previous bid results that you can share with us for reference?

No, previous submittals are not able to be shared. You can search SAM.gov for any previous award postings for these items.

8. Do you accept equals for the item listed in line 0001?

Yes. As long it is a 6V flooded lead-acid battery.

9. Is this solicitation directed at any existing vendor or would a new entrant like ourselves have the opportunity to win this contract?

This opportunity is open to any Service-Disabled Veteran-Owned Small Business (SDVOSB) for NAICS 335910.

10. Is there historical budgets for this that we can review please?

No, previous submittals are not able to be shared. You can search SAM.gov for any previous award postings for these items.

11. CLIN 0002 says 12V in the description but then says 6V later on in the description. Is the government looking for a 12V battery or a 6V battery for line 2?

The correct description is 6V AGM Battery.

12. For CLIN 0001, is Pasco 6v-225-HD required exactly, or will similar/equal brands meeting all specifications be accepted?

Yes. As long it is a 6V flooded lead-acid battery.

13. CLIN 0002 – Voltage / description discrepancy: The CLIN line item description references “Battery, 12V,” however the narrative description includes “6V, Group GC2; 680CCA…” and lists DEKA 8AGC2M (AGM) as the similar/equal reference. Please confirm the correct required voltage and key salient characteristics for CLIN 0002 (e.g., voltage, group size, chemistry/AGM, capacity/Ah, CCA, and terminal configuration). If the Government intends a 12V requirement, please confirm the correct comparable part number (or update the description).

The correct description is 6V AGM Battery.

14. “Brand name or equal” – salient characteristics for equivalency: For CLIN 0001 and CLIN 0002, please confirm whether the Government has specific salient characteristics beyond the text currently shown in the Schedule that must be met for an “equal” product to be considered acceptable (e.g., minimum Ah capacity at 20-hr rate, reserve capacity, dimensions, weight, warranty, and any required certifications).

Voltage: 6V. Capacity: 220-225Ah., Dimensions: L- 10.25" W- 7.06" H- 9.88". Terminal Configuration: -/+

15. Delivery / shipping expectations (FOB and battery shipping classification): Please confirm that pricing should include all shipping costs to DLA Distribution Norfolk, VA (FOB Destination), and whether there are any special handling / hazmat documentation requirements the Government expects to accompany shipment for these batteries (e.g., UN specification, SDS requirements, or carrier restrictions).

Yes, pricing should include all shipping costs to DLA. All those document requirements depend on the carrier being used to deliver the product for the customer.
