Pre-proposal Conference Instructions and Itinerary – DLA Distribution Expeditionary Capabilities Contract

Instructions:

(a) A pre-proposal conference for DLA Distribution Expeditionary Capabilities Contract (DECAP) will be held at

DLA Distribution Headquarters, New Cumberland, Pennsylvania as follows:

PRE-PROPOSAL CONFERENCE

Date: Thursday, 15 May 2025 Time: Registration: 8:30-9:00 am EDT (Lobby of Building 430), 15 May 2025

Conference: 9:00 am EDT (Auditorium), 15 May 2025 Registration/Conference Location: DLA Distribution Headquarters, Bldg 430, New Cumberland, Pennsylvania

Prospective offerors are encouraged to attend this conference. Each company is restricted to two (2) attendees per company. Visitors are required to utilize the DBIDS Pre-Enrollment website (https://dbids-global-enroll.dmdc.mil/). The DBIDS pre-enrollment website allows installation visitors to establish an account and directly input personally identifiable information (PII) prior to arrival. Upon completion of the registration process, the visitor will have the ability to print a form containing an individualized barcode and alpha numeric code linked to their account. The alpha numeric code needs to be provided to their Government sponsor and brought to the Visitor Center as part of the visitor processing. Using the pre-enrollment website helps expedite processing time and eliminates the need to collect, handle, and submit PII.The completed form will return a Quick Response Code as well as a six-character alpha-numeric code. The visitor will bring this document to the VCC and provide it to the Security Assistant for use with registration. All attendees shall submit their information in DBIDS NLT 12:00PM EDT Thursday, May 8, 2025.

The Government sponsor must still submit a visitor notification (DLA Form 1818) to the Visitor Center to establish the official “purpose” of the visit. Attendees must provide their name(s) and the alpha numeric code provided through the DBIDS website to scott.lesh@dla.mil. This information must be provided NLT 12:00PM EDT Thursday, May 8, 2025.

Participants should park in the front parking lot, which can be identified by three flagpoles, and enter the building through the main entrance. A representative will meet you at this location for registration and escort to the auditorium.

(b) Base Entry Procedures for site visit:

Registered participants will be required to present proper photo identification (i.e. driver’s license, passport, etc.) at the Pass and ID Office. Security Officers may perform a physical check of each participant’s photo identification against the list of pre-registered participants. Entry to the site will be denied if participants are not registered and/or do not provide proper identification.

(c) Considerations for the conference:

• Dress code for the conference and site visit is business casual.

• No refreshments will be provided.

• Use of cell phones with digital cameras or cameras of any kind are strictly prohibited.

• If severe weather causes the base to close, the event will be re-scheduled. Pre-registered offerors will be notified as soon as practical regarding re-scheduling, if necessary. Stay tuned to local television and radio stations for weather reports.

• Prospective offerors are advised that the pre-proposal conference will be held solely for the purpose of explaining the specifications and terms and conditions of this solicitation. Any changes to the solicitation will only be provided by written amendments. If an amendment is issued, normal procedures relating to the acknowledgement and receipt of any such amendment shall be applicable. In no event will failure to attend the pre-proposal conference constitute grounds for a claim after award of the contract.
