About this file
This is a Federal Specification (PPP-C-795E) for cushioning material made of flexible, closed cell, heat-sealable, non-corrosive plastic film used in packaging applications. The specification, which supersedes PPP-C-795D from 1994, was issued on April 26, 2023 by the General Services Administration for use by all federal agencies.
The material is classified into two types: Class 1 (Regular) and Class 2 (Static dissipative). The specification details physical requirements including cell heights (1/8 to 1/4 inch, 1/4 to 3/8 inch, and greater than 3/8 inch), standard roll width of 48 inches, and color requirements (Class 1 can be any color except pink, while Class 2 must be pink tinted). The material must meet specific testing requirements for blocking resistance, contact corrosivity, transparency, heat sealability, low temperature flexibility, abrasiveness, creep, resistance to reduced pressure, and transmitted shock. Class 2 material must be no more than 2 months old when delivered and meet additional surface resistance requirements for static dissipative properties.

TABLE IV. Sample units.
Lot size Sample Units 100,000 ft2 (9,290 m2) or less 3 100,001 to 500,000 ft2 (9,291 to 46,452 m2) 5
4.5 Test methods. Unless otherwise specified, the tests in table I shall be conducted in accordance with the identified test method paragraphs. Failure of any sample unit to meet any of the requirements of tables I and II shall be cause for rejection of the lot. Sample units shall be selected as specified in 4.5.
4.5.1 Cell height test. Sufficient amount of 5 ± ¼ inch x 5 ± ¼ inch (12.7 ± 0.64 cm x 12.7 ± 0.64 cm) squares of cushioning material to make a stack as close to 1.0 inch (2.5 cm) high as possible shall be cut from each sample unit of cushioning material in a manner which provides the maximum number of closed air cells. The squares shall be carefully interleaved with sheets of 30 ply (approximately 0.1 inch) chipboard 5 ½ inch x 5 ½ inch (14 cm x 14 cm) in size. The squares of cushioning material shall be arranged so that each cell is directly over the corresponding cell in the square below. This stack shall be placed on a piece of glass approximately 5 ½ inch x 5 ½ inch x 1/8 inch (14 cm x 14 cm x 3.2 mm). A similar piece of glass shall be placed on top of the cushioning material. A weight which will exert a pressure of 0.09 to 0.11 psi (0.62 to 0.76 kPa) on the cushioning material shall be placed in the center of the piece of glass on top of the stack. After 60 ± 5 minutes, the distance between the glass plates shall be measured at each of the 4 corners of the stack with an instrument designed to measure to one thousandth of an inch. The measurements shall be taken carefully so as not to disturb the stack. These 4 measurements shall be averaged to determine the stack height. The stack height, minus the total thickness of the interleaving sheets, divided by the number of pieces of cushioning material in the stack, yields the cell height. The stacks prepared for determining cell height will subsequently be used for the creep test (4.5.8).
4.5.2 Blocking test. A piece of each sample unit of cushioning material shall be cut into six 5 ± ¼ inch x 5 ± ¼ inch (13.3 ± 0.64 cm x 13.3 ± 0.64 cm) squares so as to provide a maximum number of closed air cells. The apparatus used in this test is the static load box described in ASTM D2221. A resilient pad (Durometer hardness, Type “A”, 60 ± 2) ½ inch (12.7 mm) smaller than the pieces of cushioning material and a maximum of ¼ inch (6.4 mm) in thickness shall be placed on the inside bottom of the outer box of the apparatus. Two pieces of cushioning material, aligned with air cells directly over air cells, shall be placed over the pad and centered thereon. A stack of three couples shall be assembled, with each couple separate from the adjacent one by a resilient pad. The inner box shall be loaded with a weight which will exert a pressure of 1.0 ± 0.1 psi (6.89 ± 0.69 kPa) on the cushioning material and the assembly shall be placed in an oven at 160 ± 2 °F (71 ± 1.1 °C) for 120 ± 10 minutes. The assembly shall be removed from the oven and allowed to come to room temperature. The assembly shall then be dismantled and the pieces of cushioning material examined for blocking. If slight blocking

occurs between the faces of a couple, an attempt shall be made to separate them by clamping a free end of one of the blocked pieces in a vertical position so that the couple hangs freely. A 200 ± 10 gram weight shall then be gently attached to the corresponding free end of the opposite piece. If after 2 minutes the pieces do not separate, the material shall be considered blocked.
4.5.3 Contact corrosivity test. Contact corrosivity shall be tested in accordance with MIL-STD-3010, Method 3005. The test surfaces, duration, and humidity shall be as specified in table V.
TABLE V. Contact corrosivity test surfaces.

4.5.4 Transparency test. Lettering of a 10-point type, approximately 1/8 inch (3.2 mm) in height, shall be held directly behind and touching a piece cut from each sample unit of the cushioning material.
4.5.5 Heat sealability test. Two 6 inch x 12 inch (15 x 30 cm) pieces shall be cut from each sample unit, 1 piece with the 12 inch (30 cm) length parallel to the length of the roll or sheet and 1 piece with the 12 inch (30 cm) length perpendicular to the length of the roll or sheet. Each piece shall be tested in accordance with Method 2024 of MIL-STD-3010. The bubbles shall be on the inside of the flattened tube. The test load shall be 1.0 ± 0.1 lb (0.45 ± 0.045 Kg) and two 1 inch (2.4 cm) wide strips from each piece shall be tested for compliance with table II.
4.5.6 Low temperature flexibility test. Four 4 x 12 inches (10 x 30 cm) pieces shall be cut from each sample unit, 2 pieces with the 12 inches (30 cm) length parallel to the length of the roll or sheet and 2 pieces with the 12 inches (30 cm) length perpendicular to the length of the roll or sheet. Condition all the pieces and a round, ¼ inch (6.4 mm) steel mandrel for 3 hours at -20 ± 2 °F (-29 ± 1.1 °C) in a manner which allows circulation of air against both surfaces of the cushioning material. When conditioning is complete, without removing the cushioning material or the mandrel from the conditioned area, bend each piece around the mandrel through an angle of 180°, with the bubble side facing up, at a rate such that bending takes 2 to 3 seconds.
Continue conditioning the cushioning material and the mandrel for an additional 3 hours, then bend the pieces around the mandrel again in the same manner they were bent previously, except that the bubble side shall face down.
4.5.7 Abrasiveness test. One piece of cushioning material of any convenient size shall be cut from each sample unit and placed with the bubble side facing down on a polished 2024-T4 aluminum panel conforming to SAE AMS-QQ-A-250/4. The aluminum panel shall be wider than the cushioning material and be long enough to permit the cushioning material to be pulled

along the panel for 6 inches (15 cm). A weight that will exert a force of 1.0 ± 0.1 psi (5.89 ±
0.58 kPa) shall be placed on top of the cushioning material, then the weighted cushioning material shall be pulled 6.0 ± 0.5 inch (15 ± 1.3 cm) back and forth along the panel for 30 cycles at an approximate speed of 1 foot (30 cm) or cycle per second. The weight shall then be removed and the cushioning material reversed so that the bubble side faces up. The weight shall be replaced and the cushioning material pulled across the aluminum panel as was done above for an additional 30 cycles.
4.5.8 Creep test. Creep, based on initial thickness under test load, shall be determined as specified in ASTM D2221 with the following exceptions:
a. For each creep determination that is required, one test stack shall be prepared as specified in 4.5.1, except the plates as specified in ASTM D2221. This stack of cushioning material interleaved with fiberboard shall constitute the test specimen referenced by ASTM D2221. The total thickness of the fiberboard interleaving sheets shall be deducted from the vertical perpendicular distance between the plates when measuring initial thickness and deflected thickness.
b. A creep determination with a time interval of 96 ± 2 hours and a test load of 1.0 ± 0.05 psi (6.89 ± 0.34 kPa) shall be performed on each lot of cushioning material presented for inspection.
4.5.9 Resistance to reduced pressure test. A strip of cushioning material measuring 8 inch (20 cm) by the full width of the roll or sheet shall be cut from each sample unit. The strips shall be examined for defective cells. Each defective cell shall be marked. The strips shall be loosely folded or rolled and placed in a vacuum chamber. The air pressure on the cushioning material shall be reduced to 18.8 ± 0.2 inch (47.8 ± 0.5 cm) of mercury and maintained at this pressure for
5.0 ± 0.1 minutes. The air pressure shall then be raised to ambient and the cushioning material removed. Each strip shall be examined and the deflated cells without markings counted. The percentage of cell failure shall be the number of deflated unmarked cells times 100 divided by the total number of unmarked cells.
4.5.10 Storage stability. After one year of conditioned storage at 75 ± 2 ºF and 50 ± 5 percent relative humidity, a sample of the material (or sheets, if applicable) shall be tested for conformance to the requirements of the following tests:
Contact corrosivity Creep Surface resistance (Class 2 only)
4.5.11 Transmitted shock.
4.5.11.1 Transmitted shock. Transmitted shock testing shall be in accordance with ASTM D4168. The transmitted shock fragility curves shall conform to the shapes of the appropriate generalized curves presented in figures 1, 2 and 3 (18, 24 and 36 inch drop heights, respectively), within the specified tolerance band of ±10 percent. Five drop tests at each load weight, height

and cushioning thickness combination shall be required to establish conformance. Two points shall be established within 10 percent of the static stress values at the extremities of the curve and one at the approximate minimum peak acceleration level point.
4.5.11.2 Peak acceleration versus static stress data. The data to plot the cushioning in inches versus fragility from a drop height of 18, 24 and 36 inches shall be established in accordance with ASTM D1596 with exceptions specified herein.
4.5.11.3 Specimens. All test specimens shall be 12 inches x 12 inches (± 1/16 inch) for the nominal cushioning thickness selected in accordance with 3.4.
4.5.11.4 Transmitted shock test procedure. Testing shall be in accordance with ASTM D4168 and as follows. All specimen thicknesses shall be within 10 percent of the thickness being evaluated prior to testing. Transmitted shock tests shall be conducted on eighteen random specimens. Nine specimens shall be used for testing at 24 inch drop height and nine for 36 inch drop height. At each drop height, three specimens will be tested at the static stress of 0.2 psi (±0.02 psi), three at 0.3 psi (±0.02 psi) and three at 0.4 psi (±0.02 psi). Each specimen shall undergo five consecutive instrumented freefall drops at the respective static stress with the values recorded for each drop. (The same specimen shall be used for the five drops for each static stress.) Each specimen shall be fitted into a 12 inches x 12 inches, Class weather resistant, single wall corrugated fiberboard box in accordance with ASTM D5118. At least one minute shall elapse between drops to permit the specimen to recover.
4.5.11.4.1 Computations. The first value obtained from each set of five drops shall be discarded and the peak acceleration values of the remaining 4 drops shall be averaged at each static stress. Each averaged peak G-static stress point shall be equal to or below the values on figure 1, figure 2 and figure 3.

Packaging data retrieval is available from the managing Military Department’s or Defense Agency’s automated packaging files, CD-ROM products, or by contacting the responsible packaging activity.
6. NOTES
(This section contains information of a general or explanatory nature that is helpful, but is not mandatory.)
6.1 Intended use. The cellular cushioning materials described in this specification are intended for use within packages to protect items from damage due to shock, vibration, concentrated forces, contamination, and abrasion during handling and shipment. The transparent class 1 material is also suitable for use as cushioning inserts within transparent bags and envelopes. The transparency of class 1 and class 2 material permits inspection of the contents, without opening the package, for condition of humidity indicators. The flexibility of the material permits it to be used as pads, pouches, wrap, or dunnage/void fill. When maximum transparency is desired, the use of class 1 or class 2 material should be limited to one thickness. Class 2 material is limited protection to items susceptible to damage from electrostatic discharge (ESD).
For complete ESD protection, refer to MIL-STD-2073-1.
