About this file

This document is a Justification and Approval (J&A) for a sole source procurement by the Defense Logistics Agency Distribution. The agency intends to award a Firm-Fixed-Price Purchase order to Cubic Corporation for four (4) TRAC Gen 3 X-Band Feed Kits (GATR Technologies part number 10078883) for the Army Tactical Exploitation of National Capabilities Program (TENCAP). The equipment will support the Space Ground Component Kits (SGCK) integrated into the Tactical Intelligence and Targeting Access Node (TITAN) Program, enabling warfighters to receive and process geospatial intelligence (GEOINT) data from integrated satellites. Cubic GATR Technologies was selected after a 2020 trade study that evaluated commercially available antennas, with the company offering the most suitable solution based on criteria including requirements compliance, data rates, software integration, transport ease, and cost.

The sole source justification emphasizes that Cubic GATR Technologies is the exclusive manufacturer of these specific antennas, which are critical for the Army's mission. The document notes that no other antenna can meet the requirements due to compatibility issues with existing systems. The procurement is crucial for maintaining the Army and Joint Warfighters' ability to downlink GEOINT data during critical operations. The total estimated dollar value of the acquisition is redacted, but the order is for four 2.4m TRAC Gen 3 S-Band Feed Kits to be delivered to support space domain intelligence gathering capabilities.

for four (4) Cubic Corp X-Band Antenna Radomes that have previously been purchased for the Space Ground Component Kits (SGCK). The SGCKs, when integrated into the Tactical Intelligence and Targeting Access Node (TITAN) Program of Record (PoR) will provide rapid access to the space domain to satisfy the Army’s deep sensing requirement.

The SGCK, as integrated into TITAN is a portable, tactical ground station capable of receiving directly downlinked (DDL) data from integrated data providers via the GATR Trac antenna and processes that data into a Department of Defense (DoD) standard usable format. The DDL of this data satisfies the SGCK geo-intelligence (GEOINT) requirement by providing the warfighter with unclassified, timely, accurate products capable of satisfying multiple requirements in peace, crisis, and wartime.

Cubic GATR Technologies is the brand name manufacturer of the GATR Trac antennas and replacement parts and are essential to Army TENCAP requirements. No other antenna will meet the requirement due to the lack of features necessary to meet the agency’s needs. The antennas are currently integrated in the processing environments of the testing and integration environment (TIE), fielded TITAN Pre-Prototype systems and are required for the SGCK systems to downlink GEOINT data from integrated satellites. If these parts are not purchased, the Army and Joint Warfighters will lose their ability to downlink GEOINT data during critical operations thereby degrading mission success.

5. DEMONSTRATION OF CONTRACTOR'S UNIQUE QUALIFICATIONS OR

NATURE OF ACQUISITION THAT REQUIRES USE OF THE CITED AUTHORITY:

The Army Tactical Exploitation of National Capabilities Program (TENCAP) has a requirement to purchase four (4) Cubic GATR Technologies Inc., 2.4m TRAC Gen 3 X-Band Feed Kits – GATR Trac [PN 10078883]. This equipment will provide the front-end RF segment for Cubic Corp’s X-Band Antenna Radomes that have previously been purchased for the Space Ground Component Kits (SGCK). 6. SYNOPSIS ANNOUNCEMENT/POTENTIAL SOURCES:

A Synopsis will be posted to the GPE. Due to the nature of the Army TENCAP mission in identifying, rapidly prototyping and fielding space domain systems, continuous research is conducted to discover new hardware and software solutions for system integration. The Army TENCAP team attends and hosts numerous technical exchange meetings (TEM), space Intelligence, Surveillance, and Reconnaissance (ISR) Industry events, and United States Geospatial Intelligence Foundation (USGIF) conferences each year to identify new technologies. Currently, the Cubic GATR Trac antenna is the most well suited and cost-effective solution in providing mission critical imagery data to Army warfighters, US Joint Forces and our Allies.

The Army is continually looking to reduce the footprint of fielded systems and increase the transportability of such systems. In 2020, a trade study was conducted to evaluate commercially available antennas and to assess the impact of utilizing them in with the TITAN Pre-Prototype tactical ground stations. Cubic GATR was identified, and an analysis conducted to assess the merit of each antenna vendor against a specific set of criteria. Criteria included requirements compliance, data rate speeds, software integration effort, Information Assurance (IA), transport, ease of use and cost. Cubic offered a smaller footprint and easier transport due to small footprint size for the Army.

Based on this and with respect to Army requirements, Cubic GATR Trac antennas were selected as the antenna manufacturer for utilization for the TITAN Pre-Prototype and follow-on SGCK/TITAN systems.

7. DETERMINATION OF FAIR AND REASONABLE COST:

A determination of price reasonableness will be made by the Contracting Officer at the time of award.

The determination will be documented in a Price Reasonableness Memo.

8. DESCRIPTION OF MARKET RESEARCH:

Market research was conducted by way of CUBIC’s commercial website and literature and concluded that they work with no resellers. The Army is continually looking to reduce the footprint of fielded systems and increase the transportability of such systems. In 2020, a trade study was conducted to evaluate commercially available antennas and to assess the impact of utilizing them in with the TITAN Pre-Prototype tactical ground stations.
