About this file

This document is a Memorandum for Record (MFR) containing a Sole Source (Brand Name) Justification for a Defense Logistics Agency (DLA) Distribution contract. The solicitation (SP3300-23-Q-5004) is for twenty (20) SOCET GXP GeoAnalysis Bundle Upgrade Entitlement (UE) software subscriptions from BAE Systems. The software is the US Army's only approved GEOINT Analysis Electronic Light Table (ELT) for geospatial intelligence analysis, with a one-year performance period from June 1, 2025 through May 31, 2026. The subscription includes software upgrades, technical support, unlimited training, and access to the GXP customer portal, supporting Army TENCAPs Research, Development, Test, and Evaluation (RDTE) efforts in space-based geospatial intelligence analysis modernization.

The justification emphasizes that SOCET GXP is sole-sourced through BAE Systems, is already listed on GSA Schedule GS-35F-351DA, and no other vendors can provide the required items. The contract will be a Firm Fixed Price (FFP) Purchase Order, with the Contracting Officer to determine price reasonableness at the time of award. The software enables advanced geospatial intelligence analysis by utilizing satellite and aerial imagery to identify, analyze, and extract ground features through integrated image analysis, photogrammetric techniques, remote sensing, and feature collection workflows.
