About this file
This document is a Statement of Work (SOW) for diagnostic services to repair six turret trucks at the DLA Distribution Norfolk, Virginia (DDNV) facility. The SOW outlines the scope of work required, which includes determining the parts needed to make the vehicles operational, assessing whether the batteries need replacement, developing a complete bill of materials and labor costs, and providing a timeline for part availability. The work is to be performed at DDNV's Bldg. X-218 HAZMAT Facility and Bldg. Y-109 Material Processing Center. The SOW also includes a request for a price quote to relocate a Raymond 960-CSR30T vehicle from Bldg. W-148 to Bldg. Y-109. The related federal contract opportunity, Solicitation Number SP330024Q0188, seeks a contractor to perform the vehicle diagnostic services within 30 days after award, with the repair work to be done under a separate contract.

Statement of Work for Diagnostic Services for Repair of Turret Truck Vehicles at DDNV
1. Background:
a. Work Locations: DLA Distribution Norfolk, VA is located at Norfolk Naval
Base, 1968 Gilbert Street; Norfolk, VA 23512-0001. Diagnostics work for two turret trucks is to be performed in the Bldg. X-218 HAZMAT Facility and four turret trucks in Bldg. Y-109 Material Processing Center (MPC). Turret Truck relocation work is from Bldg. W-148 to Bldg. Y-109.
b. Project History: DDNV has six turret truck which are problematic and require service to make them fully operational again. The vehicles in Bldg. Y-109 are
Raymond model SB-CSR30T Turret Trucks that were purchased in 2006 and 3 out of
4 of them do not function properly. The asset IDs on them are 200131140, 200131141, 20012142 and 20013143. The X-218 vehicles (20162179 and 20152180 are Crown Model TSP 6000-30, 2008 vehicles and will not run because the batteries discharge after 30 seconds of operation. The lead time for new vehicles is currently
18 months. Therefore, we need a contractor to diagnose what is wrong with these vehicles and give us pricing options for repairs to keep them running for at least another year. The one Y-109 vehicle that was cannibalized for parts may not be worth fixing but we need contract support to determine the cost of the parts and labor on each of these trucks to refurbish these vehicles for temporary operation until they can be replaced.
Current status of each turret truck is as follows:
Y-109 - 200012140 - Not operational (Cannibalized)
Y-109 – 200131141 - Vehicle is being reviewed to determine additional maintenance issues after repair parts were installed as of 4/8/2024.
Y-109 – 20013142 - Operational but not always reliable.
Y-109 – 20131143 – Vehicle overheats and shutters while in operation. This was reported to the maintenance Staff as of 3/22/2024. Root cause has not been determined as of 4/8/2024.
X-218 – 20162179 - Completely discharged battery which will not hold a charge for more than 30 seconds.
X-218 – 20162180 - Completely discharged battery which will not hold a charge for more than 30 seconds.
W-148 – 20202128 – Completely operational and just requires relocation to Y-
109, Section 3.
2. Scope of Work to be performed: The work required is to bring service technicians in with SB350 jumper cables to jump the batteries so they can bring up the diagnostic screens on the vehicles to obtain the service codes for troubleshooting. From the service codes, the technician shall provide the follow: 1) Determine what parts are required to make the vehicles run. 2) Determine if the batteries need replaced. 3) Develop a complete bill of materials for all replacement parts and labor to install them to make the vehicles operational again and 4) Determine the parts availability and give a delivery time for each part required. From this data, the DM-FDI Equipment Management Branch and Industrial
Engineering Branch can determine if the vehicles could be fixed to be reliable or if they need replaced. DM will determine the following: 1) Should a short term fix be done to keep the vehicles running for the next year to 18 months until a replacement vehicle can be obtained? 2) Should the vehicle be scrapped because it is missing too many parts and/or the parts are no longer available?
Bldg. W-148, adjacent to Y-109, has a Raymond 960-CSR30T vehicle, vehicle no.
20202128, which is in good condition and was purchased in 2019. Request a price quote to remove the mast, transport into Y-109 and reassemble it Y-109 to ensue that DDNV has at least one totally reliable vehicle in Y-109 until additional vehicles can be purchased and delivered.
