AMENDMENT 0001

DATED 5/24/2024

Amendment 0001 is hereby incorporated into SP330024Q0089 to Renovate room 2231 Building 430, DLA Distribution Susquehanna and shall become part of any contract issued.

Amendment 0001 is being issued to answer vendor’s questions, provide revised drawings A-104 (ATTACHMENT 1) and M-501 (ATTACHMENT 2), provide document ASTMD7478 Specification for Heavy Duty Sheathed Wood Crate (ATTACHMENT 3), provide revised Submittal Register (ATTACHMENT 4), and extend the due date for quotes to June 5, 2024 at 1:00 PM.

Answers to the following questions:

Question 1: The contract documents show ductwork being removed along with modifications to the existing ductwork and new ductwork all going above the ceiling in the huddle room 2244. The ceiling is not scheduled to be removed and re-installed in this room. With the amount of work above that ceiling, will we be allowed to remove and re-install that ceiling to access the work?

Answer 1: Refer to Drawing A-105, REFLECTED CEILING PLAN NOTES. This drawing is provided for reference to communicate existing conditions impacted by this project. The Contractor is responsible for temporary removal, storage, and restoration of the existing ceiling. The existing ceiling in Huddle Room 2244 can and will need removed to complete the ductwork. Plan to schedule this work over a two-week consecutive period, additional time may be authorized if necessary.

Question 2: Can we remove the table and chairs from the Huddle room?

Answer 2: Yes. The chairs can be temporarily relocated to the empty workstations adjacent to Huddle Room 2244. This should allow adequate space to complete the work without removal of the table. If the table needs removed, disassembly and reassembly will be the responsibility of the contractor.

Question 3: Can we have access to that room for the entire time we need to work in that area? If not, a week at a time? If not a week at a time, will we have to put everything back in place daily?

Answer 3: Yes. The Huddle Room will remain unoccupied during construction and be available for a two-week consecutive period. Additional time may be authorized if necessary. A schedule for work to be performed in Huddle Room 2244 will be required to be submitted and approved to allow management adequate time for staffing changes.

Question 4: There will also be work above the ceilings outside of the huddle room and break room per the mechanical drawings. This is an occupied space with cubicles. Will we be allowed to keep our flooring protection and plastic covering the cubicles in place the entire time we need to be working there? Or do we have to remove the protection and final clean the area daily?

Answer 4: Plastic covering over the cubicles in the J6N area may remain for a duration of two-weeks consecutive. Additional time may be authorized if necessary. Flooring protection may remain permitted it doesn’t present a tripping hazard. Basic cleanup of all areas outside Room 2231 will be required daily.

AMENDMENT 0001

Question 5: Can we have a laydown/storage area for materials, ceiling grid, tools and equipment on the second floor close to the work areas?

Answer 5: The first objective of the project is to remove the six Lektrievers from Room 2231, once this effort is complete, Room 2231 should provide an adequate laydown area.

Question 6: The documents call to protect the existing finishes, can we install flooring protection the length of the route from 2231 to the dock and leave it in place the entire time it takes us to get the Lektrievers out along with the construction debris and new materials stocked? Or does it have to be removed between tasks?

Answer 6: Flooring protection should only be required from Room 2231 to the elevator where areas are carpeted. Additional concerns are with the doors, wall finishes and interior of the elevators when transporting Lektriever panels and components. Floor protection is not likely required on the first floor provided non-marking wheels are used on material handling equipment.

Question 7: There are two walls with SCT 40 and 50 sound ratings. The new ductwork will go through two walls with a rating of SCT 50. Has an acoustical consultant looked at this? If so can we get the design to control the acoustical transmission of sound through the penetrations and the ductwork. If a contractor has never worked on a project with this level of sound control, they will not know what it takes to achieve and maintain this rating.

Answer 7: Refer to revised Drawings A-104 and M-501. Adherence to these details will provide sufficient sound control.

Question 8: The security seemed very strict on the area of the Huddle room, will there be additional security screenings required to work in that area?

Answer 8: No. The J6N area will not require additional security. After follow-up discussion with J6N management, there is a better understanding of the impact of this project. However, contractor personnel must be aware of their surroundings and minimize impact to personnel and operations. Any situation of government personnel impacting contractor progress must be immediately documented and reported directly to the COR.

Question 9: Will we have to be escorted in those rooms?

Answer 9: No. An escort will not be required, however, daily check-in/sign-in may be required when working in the J6N area for accountability purposes.

Question 10: Could you please provide a phone number or email address for a local licensed contractor to disassemble the Lektriever file storage machines?

Answer 10: Kardex Remstar factory representative Mr. George Fiorentino (717-421-1530) or V&H Material Handling, 4410 Linglestown Road, Harrisburg, PA 17177 (717-540-3700)

Question 11: Would flash patch over the adhesive be an acceptable method for prepping the floor?

Answer 11: No. Prepare the concrete floor in accordance with the contract drawings, specifications and carpet manufacturers written instructions.

AMENDMENT 0001

Question 12: Will DLA be supplying the pallets/palletized crates?

Answer 12: No. Please refer to Drawing G-001 PROJECT SCOPE OF WORK, Notes 1 & 3 and Drawing A-101, EQUIPMENT REMOVAL Note 5. The Contractor must provide the six wood crates. Contact the equipment manufacturer for guidance or refer to attached document ASTMD7478 Specification for Heavy Duty Sheathed Wood Crate.

Question 13: The stock carpet in the workspace mentioned it was quarter turn. Is the intent for the pattern to be quarter turn or standard to match the hallways.

Answer 13: Carpet installation should be standard “BRICK ASHLAR” to match the adjacent corridor.

Question 14: Do the door frames need to be patched and repaired where existing holes are from closers?

Answer 14: No. DLA will install hardware/fasteners to conceal the existing holes once the closers are removed. Provide touch-up paint on door sill frame where applicable once hardware is removed.

Question 15: Should the work in the adjacent space be during off hours?

Answer 15: No. Off-hours work is not authorized. Personnel assigned to the area outside Huddle Room 2244 will work remotely for a two-week consecutive period while the work is completed.

Question 16: Will there be the possibility of extended work hours?

Answer 16: Possibly. Working hours may be extended from 0630-1630 on an as-needed basis.

Question 17: Will escorts be provided?

Answer 17: No. Once there is an approved schedule, the COR will provide adequate notification to all departments impacted. Drawings A-101 & A-102 indicate the only designated building entrance and travel path to and from the project location. Use of the restrooms and cafeteria are permitted, all other areas in the building are not authorized.

Question 18: Is the submittal register able to be shortened down? Some line items appear to be duplicates or unnecessary.

Answer 18: Please see the revised submittal register.
