Bogus Paper SP330023Q0058 Questions and Answers
1. Question: Can you clarify whether the FOB Destination pricing should be based on the locations in the Synopsis Sect. 8 list of CONUS DLA Distribution locations or if each individual location listed in Attachment 2 should be itemized separately?
I offer the separate quoting because of how vastly different freight would be between destinations such as Camp Carroll Korea/Guam versus Barstow, CA even though they are grouped into the same pricing Zone 2.
Answer: All Delivery Orders will have a ship to address to a CCP. In the event that a package is to be shipped directly OCONUS, use the attached instructions.
2. We have sourced the Bogus Paper as per the provided description and we could not find the exact weight and length as per the dimensions below;
12" W x 900 ft L (40LBS) 24" W x 750 ft L (50LBS) what is available in the market and would suggest are below;
12" W x 720 ft L (50LBS) 24" W x 720 ft L (50LBS)
Would like to verify if you have any exceptions to this specification and accept what is available in the market.
Answer: The quoted products must meet the dunnage and requirements listed in Attachment 1.
3. Due to the past few years of supply chain issues and rapid inflation is there any consideration to shorten the contract period to one year periods to allow the government to get the lowest price possible?
Answer: We are requesting separate pricing for each year. This IDIQ will include the EPA clause which may allow for price adjustments in the future.
4. Would there be any interest in receiving pricing which sets a maximum price per period (year) which would be a price not to exceed per zone, but pricing could be lowered for each period to offer the lowest price?
Answer: The IDIQ which will include the EPA clause allows the government to decrease the price if the market price goes down year to year.
5. Would there be any consideration to further reduce costs by having only truck load orders shipped to New Cumberland, PA, and Tracy, CA, and eliminating smaller shipments? Or would there be any consideration to have participants quote truck load pricing separately and then also give less then truck load or pallet pricing per zone?
Answer: Due to customer requirements the need to have smaller shipments will remain.
6. Would there be any consideration to increase the minimum order quantity to 100 rolls? Smaller orders drive up shipping and production costs leading to higher bids impacting all pricing. This question relates to whether DLA would consider just having truck loads of material delivered as opposed to smaller quantities.
Answer: Due to customer requirements the need to have smaller shipments will remain.
