About this file
This document outlines specifications for battery chargers required under solicitation SP3300-22-Q-0026 issued by the Defense Logistics Agency Distribution. The solicitation seeks battery chargers that can charge sealed lead acid, flooded lead acid, and lithium-ion batteries from 24-80 volts with compatible integration to the i-Boss battery exchange software. Required features and capabilities of the chargers include Wi-Fi connectivity for remote monitoring and firmware updates, cloud-based application for remote management, opportunities for conventional, opportunity, and fast charging, automated alerts via email or text, reducing power consumption and increasing charging efficiency, a touchscreen display for control and troubleshooting, reporting battery state of charge, amp hours used, cool down time, temperature, and faults. Auxiliary data units are also required to provide analytics on energy consumption and battery usage across sites to optimize performance. Offerors must provide a five-year warranty for all chargers, auxiliary devices, installation, and replacement parts.

SP3300-22-Q-0026
Attachment 1 Battery Charger Specifications
Required Charger Specifications:
· Charge sealed lead acid (VRLA & AGM), flooded lead acid and lithium-ion batteries from 24v-80v output
· Compatible with i-Boss battery exchange software system
· Interact to provide First In – Best Out instead of First In – First Out
· Battery ranking algorithm to select best battery for use
· Wi-Fi capability for remote monitoring – allowing DLA to receive firmware updates
· Cloud based application for remote management to optimize usage
· Conventional charging capability, opportunity and fast charge capability (Auxiliary data units monitor battery temperatures to prevent overheating and damage done to batteries)
· Send automated alerts via email or text to mobile devices – Alerts are customizable to the customer’s needs and can show charger performance, energy consumption per charger, a fault or an error code, and can also identify a short charge battery or if a battery missed an equalization.
· Reduce power consumption with full cycle charges at 93% and peak charge efficiency at greater than 94%
· Touchscreen interactive display for operator control and maintenance troubleshooting
· Battery State of Charge at end of each charge cycle
· Total Amp Hours used
· Cool Down Time
· Battery Temperature
· Report faults during charging cycle
· High visibility status bar to see charge status and readiness
· Auto bypass for faulty batteries in order to optimize sequence of charging
· Utility requirement for 208/480 VAC, 3-phase
· Internal CANBUS communication for Lithium-Ion batteries
· Determine battery type and voltage output without external battery monitoring devices
· Built in modular design with redundancy to minimize charge interruption
· Provide detailed analytics on energy consumption
· Lockout Mode: Chargers can be disabled during peak demand periods from the rest of the building. It can be programmed manually or remotely. It can be programmed for specific days of the week or hours of the day. DLA is charged higher rates during peak demand periods.
· Fixed Peak Shaving Schedule: Chargers can be programmed to consume less energy and slow down the charge rate during peak demand periods. This can also be programmed manually or remotely for specific days/hours. Controlling energy consumption via chargers allows the facility to operate more efficiently and not drain power grid resources.
· Auxiliary data units required to provide real time data analysis across all charger sites to optimize usage of batteries
· Data allows DLA to ensure all chargers are working efficiently
· Data allows DLA to ensure the battery exchange personnel are equalizing batteries as scheduled
· Data allows DLA to ensure the chargers are charging the batteries properly and not short charging them
· Data allows DLA to see the usage of a particular battery and allows DLA to monitor if specific batteries are being heavily overused and can be switched with a battery in a less used area
· Pedestal or shelf mount
· The price must be all inclusive to include the chargers, auxiliary devices, and the labor to install them for each battery
· Chargers and auxiliary units require a 5-year replacement warranty including replacement parts
