1. Amendment 0002 is issued to provide response to the following contractor submitted questions.

Question: “We can manufacture an RSC (Regular Slotted Carton) with the I.D. of 12x10x2.

However, we would need to extend the glue tab onto the top and bottom flaps. This would not affect the functionality of the box in any way.”

Answer: Please provide samples as required in accordance with Addenda to FAR 52.212-1 Instructions to Offerors; however, these samples will be reviewed in accordance with Addenda to FAR 52.212-2 Evaluation after the closing date.

Question: “Our paper suppliers do not offer a paper that is 275# Mullen grade with 100% recycled fiber content. We don’t believe you will be able to find a supplier that can offer a corrugated sheet that is 275# Mullen grade and 100% recycled fiber. We can offer the 275# Mullen grade, but it will more than likely have less than 50% recycled fiber.”

Answer: Please see the revised description for CLIN 0001 incorporated below.

Question: “Pallets should not be an issue if the requirement is for a standard 40x48 heat treated pallet with appropriate stamping. We could not find the specifics on the pallets with the provided link. This link provides an error message of Page Not Found.”

Answer: WPM heat treated pallets are acceptable.

Question: “We are looking forward to bidding on the above subject solicitation however your carton description should be changed to reflect a die-cut one piece folder carton which will serve the same purpose and be a lot less expensive than a regular slotted carton , RSC , which is specified. The current style box requires 2 operations in order to achieve the 2” depth dimension.

Current industry box equipment will have to die cut the sheet then run a RSC style box. We can run samples of the one piece carton and submit for approval.”

Answer: Please provide samples as required in accordance with Addenda to FAR 52.212-1 Instructions to Offerors; however, these samples will be reviewed in accordance with Addenda to FAR 52.212-2 Evaluation after the closing date.

Question: “I also just want to verify that the total qty is going to be 1,408,800 boxes (56,352 bundles at 25/bundle).”

Answer: The quantity is correct.

Question: You have as a requirement 100% recycled and out of that you want 35% post-consumer content. This is almost impossible for several reasons:

1. Corrugators are in short supply for paper at this time. The normal supply chains are changing weekly so having a consistent source of predicable material is zero.

2. Corrugated paper combined must meet the 275 lb. test. Using recycled paper of various unknown fiber sizes gives little information on the strength of the finished paper. Almost all corrugators use as much recycled paper as possible and virgin paper to make the material strong enough to meet specifications.

3. IF there was a corrugator in our region, it is running flat out already. Asking to squeeze in and take a large amount of their paper for this is unrealistic.

I hope you’ll verify this information and if correct, adjust your RFQ to the industry current rates for recycled, about 50%. See attached letter from one of our Corrugators where we purchase combined paper.

Answer: Please see the revised description for CLIN 0001 incorporated below.

Question: Can the lead time be extended due to the labor issues from the pandemic?

Answer: No.

Question: “How soon after awarded will a PO be issued?”

Answer: A purchase order is issued approximately 30 days once the closing date has passed.

Question: “Can we use CPARs for our past performance references?”

Answer: No, please use Supplier Performance Rating System (SPRS) as required in accordance with Addenda to FAR 52.212-1 Instructions to Offerors; however, these past performances references will be reviewed in accordance with Addenda to FAR 52.212-2 Evaluation once the closing date.

Question: “What was the DUNs for the last awardee and the award number if there was one?”

Answer: This requirement doesn’t have any purchase history.

2. Amendment 0002 is issued to incorporate to the Combined Synopsis/Solicitation SP330021Q0052, the revised nomenclature/description of the CLIN 0001:

BOX, SHIPPING, CORRUGATED FIBERBOARD, DOMESTIC, SINGLEWALL; REGULAR

SLOTTED CARTON. SIZE: 10 INCH LONG X 12 INCH WIDE X 2 INCH DEEP (Inside Dimensions). Flute Designation: C. Box Joint: Glued. FOUR FLAPS ON TOP

AND FOUR FLAPS ON BOTTOM; OUTER FLAPS MEET WHEN CLOSED. 275 POUNDS PER

SQUARE INCH BURSTING STRENGTH (Mullen Test). MAXIMUM WEIGHT OF CARTON

AND CONTENTS IS 50 POUNDS. ASTM D5118/D5118M AND CURRENT

CHANGES APPLY. Quantity per bundle: 25. Box maker’s seal must be printed on a flap along with the material number.
