QUESTIONS/CONCERNS

1. Reference Attachment 1 Section 2.3.1 F

a. The Lenel Access Control System server is a local only Server. The system is owned and fully operated by the US Government. As this contract is solely for the purpose of Preventive Maintenance inspections and repairs/additions on an T&M basis, no elevated/Privileged access should come into play. This requirement will pose an undue very significant cost burden to the Government. Further, the time involved to obtain such certifications/Clearances will put the inception date of the contract at risk. Accordingly the Government will be exposed to potential security posture during that period. Recommend deletion of this requirement

ANSWERS

Question 1: This is a DoD mandate (8570 IAT II and CE) and applies to anyone that requires elevated or privileged access rights to the system or network. As listed on the maintenance task list (page A-13, #012), the contractor is required to perform quarterly maintenance as needed on the Windows Lenel server, therefore elevated privilege or access to the server would be required.

Question 1 & 2: Additionally, section 3.4D of the PWS states the responsibility of the contractor in regards to software maintenance activities which would include the Lenel server and the responsibility to remain in compliance with DISA SITGS and NIST 800-82. This is a part of the information system security requirements and is the responsibility of the contractor :

The Contractor shall be responsible for all software maintenance activities in this PWS, Section 1.B, but not limited to firmware updates, Operating System (OS) patching, software patches for the duration of the contract period. This includes maintaining systems on a standalone network and systems that reside on the DLA network. The contractor will be responsible for the application support as well as database support. The contractor will be responsible for all physical maintenance and sustainment activities for all hardware including all appliances. This includes, but not limited to, replacement of defective components such as hard drives (to be destroyed on site), motherboards, daughter cards etc. for the duration of the contract period. Any maintenance software required by the vendor shall be able to operate on Windows 10 and the OS shall stay compliant with system requirements not to exceed:

processor: Intel i5 -6200U @ 2.3 GHZ, 2 Cores, Ram: 8GB, Hard Drive 256 GB.

Systems shall operate using a vendor fully supported OS, software, and firmware throughout the duration of the contract. All OS, software, and firmware shall be upgraded prior to the vendor’s end of mainstream support for the OS, software, or firmware. The preference is for a virtualized solution. All systems and hardware must be upgradeable and remain compliant to cyber security specifications during the lifecycle of the solution. Below is a list of DLA’s current, approved operating systems, virtual environments, and databases: The system workstation requirements shall be able to operate on a Windows 10 platform with the system requirements not to exceed: processor Intel i5 -6200u @ 2.3 GHZ, 2 cores, Ram: 8GB, Hard Drive: 256 GB, Windows Server 2012 R2, with Windows Server 2016 being the preferred OS (or higher versions), SQL 2014 or higher.
