About this file
This amendment modifies a solicitation for canine drug and explosive detection services at Defense Logistics Agency Distribution facilities in Pennsylvania. The services require one canine team trained to detect explosives including ammonium nitrate, TNT, and dynamite. The team must be available 24/7 for contingency response within one hour and will not receive separate pay for contingencies. The solicitation closing date is extended to January 3, 2020. The requirement is set aside for small businesses and aims to award a fixed-price contract for base and two option years effective February 2020 to February 2023.

Amendment 0001
CONTINUATION PAGE
The purpose of Amendment 0001 is to answer vendor questions, to extend the offer due date, and revise FAR 52.212-2 Evaluation- Commercial Items- Factor 1: Technical Capability section of Solicitation SP3300-20-Q-0010; as described herein.
VENDOR QUESTIONS AND ANSWERS 01:
1. Will there be a tour of the facilities prior to the proposal due date?
No tour is anticipated.
2. Will deliverable due dates be established at award?
The canine schedule is completed in quarters. A schedule will be provide approximately two weeks prior to new quarter.
3. Is a Quality Control Plan due with the proposal or will a due date be established at award?
The awardee will work with the COR to establish an agreed upon due date for the
Quality Control Plan.
4. Will the government provide sample substances for validation testing and weekly training?
Training samples will not be provided by the Government.
5. Is there a deliverable associated with validation testing?
A document outlining the testing procedures and results is to be provided as a deliverable referred to as the “Validation Report” in PWS 9.E.
6. Is the government requesting two teams per site (one explosive, one drug detection each), two teams to cover both sites, or for the vendor to propose a staffing plan to cover weekly 4 hour shifts as scheduled?
There needs to be one team with two different dogs; as no canine will be cross trained in explosive and drug. It is acceptable to have a single handler with two dogs and rotate the dogs out throughout an eight hour shift.
7. Topic: IRT Section 5(E) of the PWS - contingency support: (a) If contingency support is required by the COR, will that requirement be requested through an additional contract action by the COR in the event he/she determines that contingency support is necessary at some point during the installation’s operational period?
No
(b) If the COR does request contingency support, will he/she provide an associated schedule that lays out specific dates and times that contingency teams will be required to be on call in advance of the requirement(s)?
Due to the nature of possible contingencies it is impossible to provide a schedule. Teams need to be available 24/7 (see PWS 5.C.). Contingency support will be on an on call basis.
SP3300-20-Q-0010
Amendment 0001
(c) Should contingency support requirements be priced as an entirely separate line item requirement on the pricing sheet, or does the Government want offerors to include the costs of contingency support be in the total price quoted for the explosives detection team?
No separate pay is provided for any contingency support. Time will be taken into consideration for next scheduled visit.
(d) What is the intent of this requirement? Could the Government please define what it means with respect to "contingency support"?
Contingency support is any kind of support that comes up outside of the scope of a scheduled service visit, or any kind of unforeseen emergency that requires the use of a canine asset.
8. Topic: IRT Section 6(E) - monthly training: Is the 16 hour maintenance and proficiency training requirement compensable/chargeable to the Government or is the Contractor required to cover the costs of this training? Will the Government allow portions of this training to be conducted in the operational environment during scheduled work hours?
Training is the responsibility of the Contractor. No training will be conducted during normal working hours. The only time that the installation can be utilized is during the quarterly validation.
9. Will the on call explosive canine team receive travel time, lodging expenses, and/or will there be a separate line item related to the 1 hour response requirement?
No, Teams need to be available 24/7 (see PWS 5.C.).
10. Has the government ever had a need to activate or call on a 1 hour response time explosive canine team previously? If yes how many times in the past year?
There has been no need to activate the explosive canine team for contingency support within the past year.
11. Factor 1: Technical Capability on the RFQ (pp 14 - 15) Subfactor E states: To be technically acceptable, each canine explosive detection team shall be trained and certified to detect the substances Marijuana, Cocaine, Heroin, Methamphetamine, Hashish, and MDMA as outlined in AFI31-121 paragraph 5.1.2.6.1, is this correct?
