Sources Sought for DLA Distribution Management System Implementation Services

Defense Logistics Agency (DLA) Distribution is issuing this Sources Sought Announcement in order to determine if a competitive environment exists for this requirement and/or determine Small Business capability to support.

DLA is a United States Department of Defense agency that provides worldwide logistics support for the Military

Departments and the Unified Combatant Commands under conditions of peace and war. The primary mission of

DLA Distribution is to receive, store, and issue material to military forces worldwide.

DLA Distribution is planning to establish a contract for vendor services to implement its high-performance “DLA

Distribution Management System”, which is based on the Toyota Production System (TPS) principles and practices, to deliver products with more value, in less time, at less cost (better, faster, cheaper) across the DLA Distribution network.

Type of Contract: The Government anticipates awarding an Indefinite Delivery Indefinite Quantity contract.

Period of Performance: Five years

Place of Performance: The primary places of performance for Contractor resources shall be at DLA Distribution

Headquarters in New Cumberland, PA and the various DLA Distribution Centers. Travel will generally be within the Continental United States (CONUS); however, under special circumstances, travel outside the Continental

United States (OCONUS) may be required.

Overview of Requirements (See Attached DLA’s “Distribution Management System”):

Support senior management in the overall planning and deployment of the “DLA Distribution Management

System” that is based on TPS doctrine.

Coach each level of management in applying the “DLA Distribution Management System” (from senior executive manager supervisor).

Provide Advice & Guidance on the implementation of industry best practices based on Toyota Production

System in a service parts warehousing environment; to include improvement of inbound, storage, outbound, and cross-docking type operations at the warehouse & network level.

Deliver a Transition Plan from contractor to DLA Distribution to sustain the coaching of the DLA

Distribution Management System. Utilize industry lessons learned from the Toyota “Operations

Management Consulting Division” (OMCD) in developing the plan.

Provide Progress Reviews throughout the terms of the contract (ex. prepare and present briefs and prepare formal reports and oral presentations describing the scope of the activities undertaken and associated relevant statistics).

Contractor Resources: Contractor resources must have 10+ years of experience designing and operating a

“Management System” based on the rules, tactics, techniques, procedures, and terms of the Toyota Production

System for a global network of “service parts warehouses” (NOT “manufacturing”), and must have 5+ years of experience supporting DoD Clients in the implementation of a “Management System” based on the Toyota

Production System. The Contractor must have significant experience in coaching each level of management

(supervisor to senior executive) and provide expert advice across a broad range of functional specialties (product development to operations) and for a broad variety of technical work processes (inbound, outbound, crossdocking, storage).

Note: DLA Distribution is NOT looking for contractors who specialize in “lean”, “lean six sigma”, “belts”, “Theory of Constraints” or any other variation of these programs. DLA Distribution is NOT looking for contractors to design and develop a “DLA Distribution Management System,” as it is already developed. In addition, DLA is NOT looking for Toyota Production System “manufacturing” experts.

Contractor resources must possess the following qualifications:

1) Principal Level Staff:

The Principal Level Staff shall possess 10+ years’ experience designing and operating a Management

System based on the Toyota Production System (TPS) in an organization that manages a network of service parts warehouses. Must possess 5+ years’ experience supporting DoD clients in implementing

Management Systems based on TPS.

Possess expert knowledge of the implementation of a Management System based on the Toyota

Production System principles and practices for an organization that manages a network of service parts warehouses (to include retail & wholesale type operations).

Possess expert ability to coach and mentor all levels of management in the principles and practices of a

Management System based on TPS.

Possess expert ability to design, develop and implement a train-the-trainer program (based on lessons learned from the Toyota “Operations Management Consulting Division (OMCD)”).

Possess expert knowledge of best practices for the service parts industry (e.g. includes the key processes such as Inbound, Storage, and Outbound as well as the technologies and methods used to manage a network of warehouse operations).

Possess working knowledge of DoD storage & distribution operations at the warehouse and network level that includes the processes, key functions, and technologies (ex. Distribution Standard System

“DSS”). This is required in order to provide credible advice & guidance for improving Information

Technology (IT), automation, and methods to manage in a TPS environment.

Possess the ability to read, write, speak, and effectively communicate using the English language in oral and written communications.

Possess significant experience in leading and providing technical direction involving multiple projects of high complexity that includes the development of a multi-year and phased implementation plan.

Provide quality control of projects and interface with client on project specific issues.

Possess the ability to negotiate and make binding decisions for the Contractor.

Deliver presentations and lead senior level client meetings.

2) Consultant Level Staff:

The Consultant Level Staff shall possess 5+ years’ experience working directly with or supporting the design & operation of a Management System based on the Toyota Production System (TPS) for an organization that manages a network of service parts warehouses. Must possess 2+ years’ experience supporting DoD clients.

Possess knowledge of the implementation of a Management System based on the Toyota Production

System principles and practices for an organization that manages a network of service parts warehouses

(to include retail & wholesale type operations).

Possess the ability to coach all levels of leadership in the principles and practices of a Management

System based on the Toyota Production System.

Possess knowledge of DoD storage & distribution operations at the warehouse and network level that includes the processes, key functions, and technologies (ex. Distribution Standard System “DSS”).

Possess knowledge of best practices for the service parts industry (e.g. includes the key processes such as

Inbound, Storage, and Outbound as well as the technologies and methods used to manage a network of warehouse operations).

Possess the ability to work independently; work well with others in a team environment; and function effectively in difficult, emotionally charged situations.

Possess experience in leading and providing technical direction involving projects of high complexity

Possess the ability to read, write, speak, and effectively communicate using the English language in oral and written communications.

Interface with the client on a day-to-day basis.

3) Support Level Staff:

The Support Level Staff shall possess 1+ years’ professional experience supporting a Management

System based on TPS in a service parts warehouse operation.

Support the completion of specific tasks of a project within estimated timeframes and budget constraints.

Possess specific, recent, and relevant TPS-managed service parts warehouse experience.

Demonstrate communications skills with all levels of management.

Interface with the client on an as required basis.

Support presentations and client meetings.

Capability Statement: For market research purposes only, please provide the following:

a. Five professional candidate resumes, including candidates’ names, for Principle Level Staff that meet the requirements above and document their specific experience managing the Toyota Production System (TPS) in a service parts warehouse environment.

b. Five professional candidate resumes, including candidates’ names, for Consultant Level Staff that meet the requirements above and document their specific experience managing the Toyota Production System (TPS) in a service parts warehouse environment.

c. Describe in detail your past performance with DoD clients implementing the Toyota Production System

(TPS) in a service parts warehouse environment.

Additional Information: Interested vendors responding to this notice shall provide the following information in addition to the information requested in paragraphs a – c above.
