1. I find the estimated item quantities per delivery zone, however those delivery zone cover millions of square miles. In order to make a responsive delivered price quote to the various locations listed within the zones identified I respectfully request the historic quantities of the items used at each specific location? Can you provide the most recent two years of historic item use per specific delivery location?
See amendment attachment 1.
2. You also indicated that the past contract award information is available, can you provide this information or how would I obtain it?
The previous contract was SP3300-15-D-0012. It was awarded to Neway Packaging. The amount was not to exceed $887,818.33 for the base year and 4 option years.
3. In reviewing the information provided I also find the economic price adjustment information somewhat troubling due to the volatility of the commodity market for this material. Formerly these commodities were purchased with a PE resin economic adjustment clause that enabled some protections to price movements that I have seen exceed the 10% annual cap the agency is placing on this requirement. The prior benchmark index I worked with during a five year period where I performed on this contract was tied to the Plastics News Linear Low Density PE Resin index as published by Plastics News. Will the agency consider similar methods often used in the commercial market to manage price fluctuations both up and down?
Per the Federal Acquisition Regulation Clause 52.216-25. Each CLIN may only be increased a maximum of 10% per fiscal year of the contract.
4. The agency has included a Limitations on Subcontracting Report with the solicitation and I struggle to find the relevance of this report with this application. It appears a seller should either be a small business manufacturer of the product are a distributor of a small business manufacturer of the product in order to legitimately compete for this contract. If you are a manufacturer then you are making the product and selling either directly or through distributors. If you are a distributor for a small manufacture you are buying and re-selling the product. Neither of these functions appears to warrant a limitation on subcontracting report. Can you clarify what the inclusion of the Limitation on Subcontracting Report attachment relates too?
It is to verify that who the actual manufacturer of the material is. And that they are a small business, and not subcontracting the work out to a large business for the production of the materials
