Not meeting contract requirement may result in the Government requesting consideration or other remedies to them.
18.
Badged trailers – We did not find mentions of the use of badged trailers in the RFP. We know that a process exists to escort cargo onto Arifjan that can avoid the use of badged trailers but it is seldom used. Can DLA advise if they will supply escorts for Kuwait destination deliveries or have the Contractor use Badged Trailers for base access?
Carries shall badge appropriately.
19.
RFQ page 2 Section 12 – Note the quantities are the maximum – The cargo to be shipped is limited by this section. Attachment 1 directs that contractor will need to supply a MINIMUM 9 trucks per week but the max quantity indicated an average of only 2 trucks per week. Can we clarify the intent of the max and the min?
Attachment 1 has been revised.
20.
The RFP is requesting rates for Qatar – But with “0” as the maximum they can ship and the embargo, can the Contracting Officer clarify the intent? If the embargo is lifted the result may have unintended consequence affecting costs.
See answer to question 9
21.
DBA FAR is included in the RFQ by reference. As DBA is an annual fee that would apply only to this contract award. Can the DBA be added as a separate CLIN? OR the RFP offer a minimum quantity to write down this expense?
Offerors should include the DBA costs in their unit prices.
22.
Detention – What if a government, the shipper, or consignee delay the truck? How much time should we budget for truck loading / unloading?
That is up to the offeror to propose.
23.
Tarps are not mentioned in the PWS. Is the intention to not require cargo be covered / concealed?
Cargo should be covered and concealed.
24.
Responsibility to load / unload the truck - We understand the inference in the RFP is that the shipper/ consignee will load and unload the cargo to / from the truck. Can the Contracting Officer specify?
The contractor will not be responsible to load or unload the trucks.
25.
Lashing cargo on truck - The RFP is clear the Contractor is to supply lashing / lumber as needed. However it does not clearly state who will perform the lashing and securing of the cargo onto the truck for road transport. Can the Contracting Officer specify?
The Driver is responsible for securing the load.
26.

See PWS section 8 and FAR 52.247-21.
28.
What is the cargo value? Could we have an itemized list of cargo with value?
Cargo varies by trip. Each load has a value attached to it. Not possible to provide a cargo value in advance
29.
Are there current incumbents? If so, could you provide the company names and their contract numbers, total value, and length of the contracts?

31.
Based on the solicitation pricing tables we wish to know where can we add the detention times cost?; as detention times changes per trip and country.
All costs should be incorporated into the unit prices.
32.
As per the solicitation, the Govt will award more than one contract resulting from this solicitation to the responsible offerors. Are the quantity mentioned in the schedule of supplies or services, is that per offeror, or is it for the total volumes that will get distributed ?
If its distributed, will that be on pro rata basis? If not, then what value matrix will the Government use to distribute the load?
The quantities in the schedule represent half of the total requirement. The requirements will be distributed as evenly as possible between the awardees.

Are respondents required to submit a quote on ALL lanes?
Yes
36.
Will the Government provide a one week extension for submission of quotes?
The RFQ deadline was extended until 3/1/2018 via amendment 0001.
37.
Considering this RFQ requires the service to Kuwait to be completed in 12 days and all other destinations within 18 days, please advise if there is any special arrangement in place with UAE / KSA authorities to facilitate MOD clearance within 5 to 10 days. Without this, meeting the 18 day deadline would be a challenge.
No special arrangements exist.
38.
| The shipper will notify the carrier at time of release of the MRO. The carrier shall pick up material within 24 hours of notification’ – Loading a truck and holding it for 30 days till we receive clearance will add significant costs. All offerors shall provide a quote that meets the requirements of the PWS. All costs shall be captured in the unit prices.
39.
#3.2-B-1 and# 3.2-B-2 : As per our recent experience the HNCC approval on AK 302 for KU takes 5 working days. If the material is picked up with in 24 hours of notification from shipper warehouse, do we store the US GOV Cargo in our warehouse for the balance 96 Hours till we receive the approved AK302 from destination?
Border clearance times usually consume the 5 days so that by the time you get to Kuwait the AK302 is already processed, however there may be cases in which temporary holding may be required.
40.
#3.2-C-5: The customs approval from UAE takes around 30 days while the customs approval from Oman takes 15-20 days as minimum. This is as per the recent experience and updates / notifications from respective HNCCs (Ref CMDR Tonini for UAE and Mr. Heidbreder for OMAN).
The Government cannot provide an answer as there is no question.
41.
