Restriction of sources is justified in accordance with FAR 8.405-6. This requirement is in accordance with FAR 8.405-6(a)(1)(i)(B), only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. Advantaged Solutions Inc. is currently performing the work required by the DLA Information Operations under task order SP3300-18-F-0378. The task order includes SAP Support Services, cloud hosting services, training, and software licenses and maintenance. The period of performance for the SAP Support Services ends October 31, 2018; however, the remaining services and software licenses and maintenance end April 1, 2019. In order to maintain continuity of services and align the performance end dates in support of the pilot efforts at DLA Distribution Corpus Christie, TX and Disposition Services San Antonio, TX the Government requires a five (5) month extension to the SAP Support services while the Government processes the follow-on requirement. If the Government were to go without SAP Support Services, it would be detrimental to the pilot efforts at DLA Distribution Corpus Christi, Texas and DLA Disposition San Antonio, Texas.
5. Determination of Best Value
The current requirement was previously competed among the Enterprise Software Initiative (ESI) Blanket Purchase Agreement (BPA) holders for SAP Public Services Inc. under RFQ # SP3300-18- R-5010.
