Government Response
1 The response to question 35 indicates that necessary equipment will be reimbursed under CLINs x003 yet the question was referring to the specialized maintenance equipment in PWS section C-4.4 and its subsections. If this equipment is reimbursed under CLINs x003, as stated, then what is the “material” purchased or reimbursed under CLINs x002?
Amendment 0003 Q&A #35, PWS C-4.4
CLINs x002
CLINs x003
Reimbursable material costs under CLIN X002 include but are not limited to materials such as fluids, filters, nuts/bolts, replacement parts, etc. required to maintain the equipment in attachments J.6, J.8, and J.19.
2 The response to question 44 indicates the contractor will be reimbursed for vehicles under CLINs x003, Non-Capital Equipment. This raises the following additional questions:
a) Will the Government increase the amount of funding on this CLIN to cover the purchase of the vehicles? The current projected funding for the base year (CLIN 0003) is only $45,585. This will barely cover the cost of two vehicles.
Amendment 0003 Q&A #44, CLIN 0003 No. The NTE amount will only be increased via modification, if during the performance of the contract, it becomes evident that the obligated funds at time of award were/are insufficient to cover the actual costs.
b) If the funding for CLIN 0003 is not increased, will phasing-in vehicles over the first two years be an acceptable approach?
Amendment 0003 Q&A #44, CLIN 0003 Depending on the need of the equipment the successful offeror may have to express the need for more funding to the COR or contract administrator, if their existing equipment inventory is not sufficient to meet contract requirements. See Government response to Question #2(a).
c) PWS paragraph C-4.2 Equipment, subparagraph A. states “Title to all property/equipment purchased by the Contractor transfers to the Government once the Contractor is reimbursed by the Government for the cost IAW Section B, CLIN X003”. Please confirm that this means the vehicles will be Government Equipment (purchased by the contractor). Will the Government then license, register, and insure the vehicles?
Amendment 0003 Q&A #44, PWS C-4.2
CLIN x003
Yes, once reimbursed, the equipment becomes the property of the Government. The Government will assume all costs associated with licensing, registration, and insurance once the contractor is reimbursed.
3 Will the Government please provide a conformed copy of the RFP that in includes the most current version of Section L?

5 Due to the importance of Evaluation Factor 1:
Performance Confidence Assessment, we respectfully request the Government consider increasing the page limitations for Volume II Evaluation Factor 1: Performance Confidence Assessment Proposal from 40 to 50 to allow for more detail surrounding the relevancy of contract references.
SP3300-16-R-
5003 0003 – Attachment 1, L-22 The page limitation remains unchanged.
6 Other than a “Neutral” rating, which was described in the RFP, what other confidence ratings will the Government use to grade performance confidence?

FACTOR 1:
PERFORMANCE

7 VOLUME IV – COST PROPOSAL the states, “It is expected that there will be adequate competition; therefore, certified cost and pricing data may not be required. However, if at a later time it is determined that certification of such data is required, the Contracting Officer reserves the right to require certified cost and pricing data.”.
Part A: We believe the above statement contradicts the request for detailed cost and pricing data described in item a) and c). Should the level of direct labor and indirect rate detail (cost breakdown) described in items a) and c) be required for a for Fixed-Price Incentive Firm
CLINS?
Part B: If yes, will the Government clarify whether or not this cost and pricing data is required at the time of proposal or at a later date as described in the text quoted above.
SP3300-16-R-
5003 0003 – Attachment 1, L-22, VOLUME
IV – COST
PROPOSAL
Part A: Yes. To assist the Government in determining price reasonableness for this effort, the Offeror shall provide sufficient, detailed cost information with the proposal to support the costs proposed. This would include the level of direct labor proposed and indirect rate information (Uncertified). As adequate competition is expected, certified cost or pricing data is not required at this time. Typically certified cost or pricing data is requested if the solicitation results in a sole source/one offer – non-competitive environment.
Part B: The data requested in Section L, VOLUME IV – COST PROPOSAL is required to be submitted as part of the Offeror’s proposal by the due date specified (12/1/16).
8 Due to the unanswered questions, as of today’s date, as well as the holiday, we respectfully as that the Government please consider a proposal submission deadline extension of 2 weeks.
