As stated previously, these SOP’s are posted to FBO on a restricted basis. Below is the process for requesting access to these SOP’s:
a. If a package requires explicit access, when the packages sub-tab is clicked, the vendor will see a warning indicating that the controlled, unclassified documents require explicit access.
b. To request explicit access, use the request explicit access button.
c. If a request for explicit access was previously submitted, and is pending review, the vendor will see designation that explicit access was previously requested.
d. Vendors will receive email notification once their request has been approved or rejected.
Access to the SOP’s will only be considered for 8(a) Small Business concerns in accordance with FAR 19.8 who are contemplating submitting a proposal in response to this solicitation as a prime contractor. Offerors must be registered in the System for Award Management (SAM) Registration database. Registration may be done on line at https://www.sam.gov. In order to limit control of the SOP’s, documents must be handled as “For Official Use Only.” All offerors, other than the awardee, are required to destroy the SOP’s once contract award is announced.
