Question RFP Page RFP Para Reference
Government Response
1 In these subfactors, the RFP refers to “Labor Market analysis”. Would the Government please clarify if the references to Labor Market analysis relate to the available workforce and how we intend to attract and keep our employees, or does it refer to an analysis of the labor rates in the Barstow market and how we intend to use this information to retain employees?
Section L Subfactor (a) Management and Organization Approach, c.4 and Subfactor (b):
Staffing and Training Approach, e,3
A “Labor Market Analysis” is requested, to include (but not limited to) information regarding the available workforce and ability to both attract and retain employees.
2 The referenced PWS section states: “The Contractor shall:
1. Perform the Distribution processes IAW all referenced DLA Distribution SOPs.
2. Support the Government for data gathering and testing, as directed by the KO or designee, for Independent Audits and all testing to support audits.
The Contractor shall:
a) Identify specific Contract employees to serve in the role as “Information Gatherers” and have them attend training in DIS or current system and the DLA Headquarters’ Response Center (RC) Tool (see TE 4.1 Contractor Furnished Training).
b) Gather requested sample documentation/data as Eventual Matter (EM) in DIS and any other required system or hard copy files with timeframe of EM email request.
c) Upload the requested documentation/data in PDF format using the correct naming convention from the EM email request into the RC Tool
PWS C-5.1 C. No. Projected workload data is not available. It is not envisioned that this requirement will keep a full time employee fully engaged 40 hrs a week. When an EM email request is received, the Contractor has 2 days to find and provide the documentation. The time dedicated to this task will be reported by the Contractor monthly on the CDRL A005, ION Report. The Contractor should ensure that the information gatherers are not pulled from functional areas that may cause significant impact to contract performance.
PWS section C-5.1 paragraph C has been revised via Amendment A002 to include the following statement:
However, the Contractor may receive multiple requests per week. The Contractor shall report the labor hours associated with the EM requests on CDRL A005, ION Reporting. The information gatherers primary responsibility shall be to gather the requested sample documentation once an EM request is received.
Question RFP Page
RFP Para Reference
Government Response validating sample EM uploaded is the correct documentation/data requested.
Would the Government provide projected workload data for anticipated Evidential Matter (EM) so that Information Gathering tasks can be properly estimated?
3 Subfactor b. states, “The Government estimates the number of productive labor hours to be 1840 for each FTE proposed.”
Would the Government please share how they arrived at the productive labor hours for each FTE (for example XX hours vacation, XX hours sick, etc.)?
Section L Subfactor (b):
Staffing and Training Approach
Section L Subfactor (b): Staffing and Training Approach Identifies the productive labor hours used by the Government as 1780. The breakdown of Government’s calculated total productive hours is provided as follows:
2,080 hours less 120 vacation hours; 80 hours holiday; 40 hours sick leave; and 60 hours for training.
4 Due to Hurricane Matthew, our headquarters has experienced operational delays resulting from the mandatory evacuation and effects of the severe weather. Therefore, we respectfully request a two
(2) week extension to the solicitation closing date.
RFP Page 1
(SF33)
Block 9 It is the Government’s intent to extend the proposal due date beyond the timeframe requested.
5 Regarding Solicitation Number SP3300-16-R- 5003 (Distribution and Warehouse Services - DLA Distribution Barstow CA), can you verify if a Secret Clearance is required? If so, is the Government willing to sponsor the winning bidder to get this clearance?
Yes. A Secret Clearances is required IAW PWS section C-
1.4.1. The Government will not sponsor offerors.
6 The Standard Operating Procedures and Flowcharts that are referenced within the RFP Instructions and PWS are not included in the published RFP. There are however some policies and standards included, but several of the DLA referenced SOP’s are not published. Will the Government include these documents in the RFP, since they are referenced as part of the proposal evaluation criteria and are required for offerors to complete their analysis and response?

Attachment J2, Section 5.7.4M Retail Support is amended to include retail customer working hours as follows: “The MDMC operating hours are Monday through Saturday and at times includes overtime on Sundays.” A revised J.2 is provided as an attachment to this amendment.
28 PWS section C-1.8 A. identifies the transition period as 90 days commencing with contract award. During this period the incumbent contractor is performing distribution and warehousing services. The RFP Schedule identifies performance year one as 1 Apr 2017 – 31 Mar 2018.
Is this to imply that the Government intends to award the contract 90 days prior to the intended start date of 1 Apr 2017 or will performance year one for the incoming contractor only be 9 months plus the transition period?
C-26 PWS section C-
1.8 A.
See Government response to question #15.
29 According to the details in PWS section C-1.8, the transition period could potentially include work that would fall under CLINs 0001 – 0007 such as inventory, material, supplies, travel, deliverables and training. Are these activities to be included in the pricing for CLIN 0008, Services to Perform Transition, regardless of whether or not they support other CLIN activities? Will the first three months be covered exclusively by CLIN 0008, with no incumbent billings to other CLINs during the first 90 days?
C-26 PWS section C- 1.8
Labor for Transition (three (3) months) shall be priced in
CLIN 0008.
CLIN 0001 (nine (9) months) shall not be utilized during the 90-day transition period.
Costs associated with CLINs X002-X005, may be utilized during the transition period.
The incumbent will be at full performance through the awardee’s transition period. Costs associated with the incumbent are covered under a separate contract.
30 The RFP Schedule states that Services to Perform Transition “encompasses PWS sections C-1 through C-6”.
This is the entire PWS. Can this be clarified? Is PWS sections C-1.8 through C-1.8.6 a more suitable reference?
Page 5, CLIN
RFP Schedule Yes. Transition is provided under PWS sections C-1.8 through C-1.8.6 for CLIN 0008. A revised Schedule B is provided as an attachment to this amendment.
Government Response
31 PWS section C-3.1.2 Government Equipment refers to Attachments J.6 through J.8.
Will there be an attachment J.7 forthcoming?
C-35 PWS section C-
3.1.2 A.
See Government response to question #19.
32 Attachment J.6, MHE, identifies six JLG Stock Selectors that appear to have not yet been placed in service.
Can the Government confirm that these are new items with no maintenance cost history? Are they covered by a warranty? If so, for how long?
Attachment J.6, MHE, pages 1-2
Attachment J.6, MHE
These items will be in service approximately (11) months with the warranty (12 Months) beginning September 2016.
33 PWS section C-3.2 D. addresses small package contracts in the context of Government Material.
Is it correct to interpret this to mean the contractor has use of these commercial contracts for small package shipping and that the cost is borne by the Government?
C-37 PWS section C-
3.2 D.
Yes.
34 PWS section C-4.4, Equipment Maintenance, paragraph A refers to “Attachment J.7, MHS, (if applicable)” and paragraph C addresses performance of electrical work (via licensed electrician) on MHS if applicable.
Will MHS maintenance be part of this contract?
C-44 PWS section C- 4.4, Equipment Maintenance, paragraph A
See Government response to question #19
35 PWS section C-4.4 and subsections refer to numerous testing and maintenance procedures that will require specialized equipment such as engine analyzers, emission testing equipment, high frequency pulse generators, frequency synthesizers, diagnostic sets and calibration equipment.
None of this equipment is listed in the GE attachments. Does the Government expect the contractor to provide what is essentially a machine shop and electronics repair facility, or is the equipment purchased and reimbursed, as needed, under CLINs x002?
C-44 PWS section C-
4.4 and subsections
All Government provided equipment is provided within Attachments J.6 and J.8. Contractor furnished equipment is provided within Attachment J.9.
Necessary equipment not readily available will be a cost reimbursable expense covered under CLINs X003
See Government response to question #44.
36 The RFP Schedule identifies PWS sections C-4.2 C and D associated with CLINs x003.
Page 6, CLIN Page 8, CLIN
RFP Schedule Correct reference is C-4.2 paragraph E. Additionally, the Capital Equipment threshold is being amended from $100,000 to $250,000 in amendment A002.
Government Response
These paragraphs seem to have little to do with purchasing non-capital equipment. Can the Government clarify the relevant paragraphs for CLINs x003?

40 Per the RFP the Government is requesting hardcopy submission to occupancy CD’s. Will the Government consider accepting electronic email submissions for the final proposal instead of hardcopy submission?
Page 58 Sec L-22.1 No – CD of electronic files is requested.
41 The RFP states “The Government estimates the number of Productive labor hours to be 1780 for each FTE proposed”. Will the Government consider utilizing 1880 for each FTE proposed instead of 1780? If not, can the Government please explain their reasoning for utilizing 1780 man-hours.

See Government response to question #3.
42 During the pre-proposal conference, the KO made reference to a CBA being implemented before the end of the current contract. Will CBA pricing need to be implemented within the development of the current pricing/cost for this solicitation? The uses of CBA labor cats. would greatly impact the development of pricing/cost for this solicitation.
Pre-Proposal Conference
N/A No – There is no negotiated CBA in place.
43 When viewing the spreadsheet and content included within, it seems as though the Government is requesting a rate build-up with “Fee Not Applied” per cells I8, I17, I26, etc. Is it the Governments intent for the contractor to provide a rate within Attachment J.5 that excludes the fee from the build-up?
Attachment J.5 CLIN X0006 Labor Rate Table
Yes – CPFF CLINs X006; Fixed Fee percentage shall be applied to the total estimated cost. Reference Schedule pricing CLINs X006.
Government Response
44 Is it the Governments intent to reimburse Contractors for vehicles purchased for this solicitation in order to execute this effort?
Attachment J.9
- Contractor Furnished Equipment
Yes, Reference Section L, Subfactor (b) Distribution Operations Approach, paragraph d states: “The Offeror shall provide its lease versus buy analysis which describes in detail how the types and numbers were determined, how the equipment will be obtained (e.g., buy, lease, or Contractor-Owned), and how the equipment will be utilized.”
The KO or designee will provide approval to the Contractor prior to the Contractor leasing or buying property/equipment (buy versus lease analysis required) to be reimbursed IAW the Non Capital Equipment New or Replacement Costs Line Item (i.e. CLIN X003)
See question #35.
45 Does the government require table J.33 to be filled out and included within the technical proposal, since the C-4.6.1 of the PWS necessitates offerors must assess the training level of the incumbent workforce in order to complete the table?
Page 64 VOL III, Eval Fact 2, Subfactor b, para f
Yes, and document the assumptions/rationale used (regarding the training level of incumbent personnel).
46 The government appears to be asking for a POAM with anticipated start/stop dates and duration for C-1.8 subtasks and transition training. Does the government require only the POAM in MS project inserted as the transition plan for para b, eval factor 3, subfactor (a), or is a narrative describing all subtasks of PWS C-1.8 required as well?
Page 65 Vol III eval factor 3, subf a, para b
A POAM provided in MS project or equivalent software that illustrates the narrative describing subtasks identified in the PWS, Section C-1.8 is required.
47 Throughout the section B pricing schedule, the CLIN X001 refers to an Over & Under Target of 50/50. However, the clause FAR 52.216.16 has “twenty” filled in as the percentage for calculations. Is this a carryover from another contract and should be changed to “fifty.”
Page 35 I-186 FAR 52.216-16 - Incentive Price Revision – Firm Target paragraph d, (2) (ii), and (iii), is revised to state fifty percent.
48 TPIC "C" Inventories show a historical workload (TE 5.1) for each FY (on average 212 inventories per FY) and a significantly increased Projected workload (TE 5.2) with an average of 4,560 inventories. Hurricane Matthew has disrupted our workforce on the east coast from responding to the RFP technical requirements for our proposal effort and are still without complete power and communications in some offices. Also, we received 108 SOPs from the Government on Oct 11 and 12 that will require additional time to review to ensure they are addressed appropriately in our proposal. We are now working around the clock to provide the Government with a best value solution response for the DLA Distribution contract, but will require additional time due to these unforeseen concerns.
