Narrative changes to MS Word documents are identified by change bars in the right hand margin across from each paragraph that has changed. For Adobe Acrobat documents, the file name has been changed to include “_Conformed thru Amdt 0004” but there are no change bars or headers.

2. The following questions were received by the Government in response to Solicitation SP3300-15-R-5009. Each question has been redacted to ensure anonymity. The Government response is provided under each question to allow all potential offerors the opportunity to see all communications with industry.

Question 1: Many of the DOL Codes given in the prime labor tables on p. 61-62 of the solicitation do not seem to correlate to the actual positions in the solicitation’s WD (Attachment 3 - WD 2005-2455, Rev 17). For example, the prime labor table lists DOL code 21071 for Forklift Operator, but in the WD 21071 is Order Filler.

In addition, several of the DOL codes listed are not in the WD provided with the solicitation. These include:

Shipping/Receiving Clerk (21100), Technical Writer (29480), and Blocker and Bracer (28010).

Will the Government please provide a corrected version of the prime labor tables in order to confirm the accuracy of pricing provided by offerors?

Answer 1: The tables in the RFP have been revised in Amendment 0004 to align with the Wage Determination. All labor categories have been verified as either exempt or listed on the Wage Determination.

The “Heavy Equipment Mechanic” labor category has been revised from “Exempt” to DoL Code “23430”.

The Overtime hours associated with Exempt labor categories “Stock Clerk Lead, Warehouse Specialist Lead, and Project Supervisor” have been combined with the Regular hours in the table. Exempt employees are salary based and do not get paid a separate Overtime rate.

Question 2: Where does DLA expect the PM and APM to be positioned, at a CONUS or OCONUS position? If CONUS at the Gov facility or contractors location?

Answer 2: There is no requirement for the location of the PM and APM; however, they will not be provided office space at a Government facility.

Question 3: Regarding the WMS, are there any operating systems that are not compatible/restricted with DSS?

Answer 3: If required to provide a WMS, the contractor’s WMS would be utilized instead of DSS. The WMS would be independent of DSS and not need to be compatible.

Question 4: Can DLA let us know what "equipment, materials and supplies or leasing of equipment the contractor will need to procure" for this contract?

Answer 4: These will be specified in the task order PWS. In general, the equipment and supplies are commonly used in warehousing and distribution services.

Question 5: What is the governments requirement for "the contractor providing warehouse and distribution operating space and warehouse management systems (WMS)" as stated in the proposal requirement?

Are there any specific preferences for the WMS?

Answer 5: These will be specified in the task order PWS. In general, the contractor may be required to provide warehouse space and a management system for tracking all material.

Question 6: The government stated that it is possible on some TO as required, the vendor may be required to provide GFP and GFE. Is this cost reimbursable? If so how is it charged to the contract / what applicable CLIN?

Answer 6: If the contractor is required to furnish property or equipment, this is reimbursable under CLIN 0002. As a cost reimbursement line item, once the contractor is reimbursed, the property or equipment becomes Government property.

Question 7: The government DSS training is schedule for March 2 thru May 7th 2016, Is this cost reimbursable i.e.

housing, transportation / Per Deim?

Answer 7: No, because this training is during the Phase-In Period. ALL COSTS associated with Phase-In shall be included under the Firm-Fixed-Price CLIN 0003.

Question 8: Are the key personnel required to be based at the New Cumberland location?

Answer 8: No. The contractor will not be provided office space at New Cumberland.

Question 9: Does the government have a list detailing the locations of the various locations where the previous contractor provided surge support services and can the government provide this information prior to bid submission?

Answer 9: The contractor will be required to support all CONUS and OCONUS locations as provided in the PWS. The previous contract does not dictate the locations of the instant solicitation.

Question 10: Can the government provide an itemized breakdown of Task orders issued during the current contracting cycle detailing scope of work and staffing required by site? Will the government provide this information prior to bid submission?

Answer 10: The contractor will be required to support the scope of work and staffing as provided in the PWS. The previous contract does not dictate the requirements of the instant solicitation.

Question 11: The government stated that individual TO’s would be priced based upon applicable WDR’s for the respective geographical area. Will the government allow contractors to price TO exempt labor by local wage / salary benchmark data?

Answer 11: No, the exempt labor rates are established in the basic contract proposal and will only be negotiated for required overseas allowances (for OCONUS task orders). Due to the nature of this requirement, task order quote and negotiation times are very limited, not allowing time for a detailed analysis and negotiation based on the local wage market. Therefore, pricing of exempt labor categories should be representative of any CONUS location and account for escalation, as applicable, in years 2-5.

Question 12: The RFP states that the Key Personnel are: Project Manager, Asst. Project Manager/Quality Control Specialist and 4 Training Team Members. TO 0001 states the Key Personnel are: Project Manager, Asst. Project Manager, Quality Control Specialist and 4 Training Team Members. Please clarify the role of the Asst. Project Manager and Quality Control Specialist.

Answer 12: The RFP has been corrected. These are separate positions.

Question 13: Reference: SP330015R5009_Attachment_J.2_CDRL_A001_for_Phase_In_Plan_(Labor) There is no “Subsection 2.4 Task Order 0001.”. Can the Government please clarify the reference in this paragraph?

Answer 13: CDRL A001 has been corrected.

Question 14: Reference: Attachment J.17 - Sample Task Order PWS Page 7

In the Acceptable Performance Levels Chart, Two rows provide confusing guidance. For both 3.3 - Task 3 Issue and

3.4 Receiving the APL is Timeliness – Complete NLT nine (8) hours from assignment” Is the APL nine (9) or eight (8) hours?

Answer 14: Nine (9) - J.17 has been corrected.

Question 15: Reference: CDRL A012 Attachment_CDRL_J.2CDRL_A012_for _SSMR naming convention indicates it is CDRL A012 however Block 1 Data Item Number indicates it is CDRL A019.

Is it CDRL012?

Answer 15: Yes. CDRL A012 has been corrected.

Question 16: Reference: CDRL A016 CDRL A016 Reference’s TE5.9 however TE5.9 has not been provided.

Is there a TE 5.9 and if so please provide it.

Answer 16: There is no TE 5.9. CDRL A016 has been revised to read “Submit as required per DLA Distribution Participant Guide, Wood Packaging of Material Program, provided at time of award.”

Question 17: Reference: CDRL A018 In CDRL A018 Contractor Furnished Equipment CFE, Block 7 references Block 16 which directs to CDRL A028.

CDRL is not included in the RFP documents.

Can the Government please provide CDRL A028?

Answer 17: This was an administrative error. CDRL A018 has been corrected.

Question 18: PWS C 5.3.10 states that the “Contractor shall provide dispatch and material movement for all mission requirements set forth in this contract.”

The Sample Task Order, under Task 4 Issue states “the process ends for issue when the material is delivered, the customer signs confirming delivery and the Contractor closes out the manifest in DSS. The process ends for off-base deliveries when the carrier signs the BOL.” However, the Sample Task Order does not include staffing to support transportation functions.

Is the Contractor responsible for supporting transportation functions? If so, we have the following question:

Will the Government revise the Sample Task Order staffing to support this requirement?

Answer 18: Attachment J.17, Sample Task Order, was revised to clarify that the Contractor does not have a requirement for transportation functions. Portions of 3.4 Issue were deleted and information was added at the end of 3.4 Issue 2.

Question 19: Reference: PWS C 1.3.1.C, Page C-11; RFP Section B-M Page 55; Attachment J.16 Key Personnel TO PWS Pages 1 and 3 The PWS C-1.3.1.C identifies the Contractor shall designate a training team comprised of not less than four (4) personnel to complete all Government-Furnished training.

In the RFP Section L indicates SECTION 1.1: Key Personnel (Task Order 0001) a. “(4) personnel to receive and become the Contractor’s Training Team.” and SECTION 1.2: Staffing Plan table references Distribution Ops/DSS Training Team (4), with 1920 hours in Phase-In and 712.5 in Yr 1 (9 months) for a total of 2632.5 hours.

The Key Personnel TO PWS Paragraph 3.3 Task 3 – Training Team states the Contractor “shall designate a training team comprised of not less than two (2) personnel to provide Government-Furnished and Contractor-Furnished training,” yet there are 4000 hours plus 150 OT hours reflected in the chart below that in paragraph 4, Projected Labor Hours for the Training Team. The Project Manager also reflects 1920 hours here.

The QC Manager and Alternate Project Manager hours are also not consistent in the two documents.

Answer 19: The RFP was updated to show NLT (4) 2,632.5 hours and Attachment J.16 was updated to reflect NLT (4) training specialist as well as corrected labor hours.

Question 20: Reference: Attachment_CDRL_J.2 CDRL_A004_for _Equipment Maintenance_Plan_(Labor) The file naming convention indicates it is CDRL A004, however Block 1 Data Item Number indicates it is CDRL A005.

Can we assume it is A004?

Answer 20: Yes. CDRL A004 has been corrected.

Question 21: The RFP incorporates FAR clause 52.222-17 Nondisplacement of Qualified Workers. Are we inheriting any incumbent workforce or ongoing labor services currently being provided by the incumbent contractor? If so, we have the following questions:

a) How many sites are supported?

b) Where are they located?

c) How many personnel are at each location?

d) When do the services at each site end?

Answer 21: It is anticipated that the incumbent contractor will complete all Task Orders issued under the current contract. In the event there are requirements for a new Task Order at the same location, the Task Order written as a result of this awarded contract will provide the specifics required to adhere to FAR clause 52.222-17 Nondisplacement of Qualified Workers.

Question 22: Based upon the silence of the RFP, does the Government require a description of our approach to all aspects of distribution operations described in the PWS Section C.5?

Answer 22: No. The requirement clearly states that distribution operations shall be perform IAW the applicable DLA Distribution Standard Operating Procedures (SOPs) and that the Contractor shall accomplish the tasks set forth in this requirement IAW the references listed and the following guidelines in section C-6.1 General Information, paragraph C.

Question 23: On page 56 of the RFP, Section 1.2.1 Staffing Plan the labor category table has hours allocated for Phase-In through year 5. The Projected Labor hours table listed in Attachment J.16 Key Personnel Task Order page 3 does not match the labor hours found on page 56. Please provide clarification on the labor hours.

Answer 23: The hours have been updated to match.

Question 24: J.17 Sample Task Order Paragraph 4 states there are 1400 Projected Hours for the Project Supervisor and for each of Warehouse Specialist Leader FTEs while there are 1440 Projected Hours for each of the Supply Technician and Warehouse Specialist FTEs. Should all FTEs have the same number of Project Hours?

Answer 24: The hours have been revised to 1,400.

Question 25: On the sample task order, the APL for 3.3 for Task 3: Receiving outlines the requirement as “Timeliness: Complete NLT nine (8) hours from assignment”. Please clarify if the requirement is eight or nine hours?

Answer 25: Nine (9) - J.17 has been corrected. See Q/A #14

Question 26: On the sample task order, the APL for 3.4 for Issue outlines the requirement as “Timeliness: Complete NLT nine (8) hours from assignment”. Please clarify if the requirement is eight or nine hours?

Question 27: Attachment J.16 (Key Personnel TO PWS) Paragraph 6 (Acceptable Performance Levels), the performance standard for 3.6 Task 6-Quality Control (QC) Plans states "All initial QC Plans for new Task Order requirements are submitted within 10 working days of initiation of Full Performance operations." Paragraph 7 (Deliverable/Delivery Schedule) for 3.6 Task 6-Quality Control (QC) Plans states "For new requirements, Initial Draft within 10 calendar days of Full Performance operations for any specific Task Order and final plan within 30 days." What the required deliverable date(s) for the Quality Control (QC) Plans?

Answer 27: Attachment J.16 was updated to add “and final plan within 30 days”

Question 28: Attachment J.2 CDRL A001 for Phase-In Plan states "Weekly Report due every Monday at 1200 for the preceding week." Attachment J.17 - Sample Task Order Paragraph 8 states "Weekly Phase-In Report...Delivery Schedule...NLT close of business each Friday." Please provide clarification on deliverable delivery date.

Answer 28: Attachment J.17 - Sample Task Order is updated to reflect 1200 each Monday

Question 29: Attachment J.2 CDRL A0014 for Training Report states "Submit the data in Attachment for all employees NLT 30 days prior to the end of Phase-In...". Attachment J.17 - Sample Task Order Paragraph 8 states "Proof of Training Completion...Delivery Schedule...NLT five calendar days after completion of required training."

Please provide clarification on deliverable delivery date.

Answer 29: The CDRL refers to training under the basic contract phase-in (to be conducted under Task Order 0001). Each task order issued will specify the required delivery date dependent of the Phase-In requirements for that Task Order.

Question 30: On page 62 of the RFP (Section B-M), the Labor Category "Stock Clerk" is listed twice under Overtime (line 5 for 200 hours and line 14 for 2000 hours -- within the overtime table). Was this intentional?

Answer 30: The RFP has been updated to reflect 2,000 hours

Question 31: On page 61 of the RFP (Section B-M), the Labor Category "Heavy Equipment Mechanic Level I" is listed as exempt. On the Wage Determination form page 5 it has a code of 23430. Please clarify that this position has a DOL Code and is not exempt?

Answer 31: The RFP has been corrected to list “Heavy Equipment Mechanic” as code 23430.

Question 32: Attachment J1, paragraph C-1.7.1.C, states that "The Contractor's Distribution Operations/DSS Cadre Training Team shall be on site during phase in and for the duration of the contract to provide continual hands-on training to Contractor employees." Does the Government define "...shall be on site during phase in and for the duration of the contract..." as the Contractor's owned & operated facility, DLA Distribution New Cumberland, or each task order location?

Answer 32: Attachment J.1 PWS has been updated to reflect onsite as “Contractors Headquarters”.

Question 33: The table on page 61, line 12 reflects the DOL Code for a Material Handling Laborer as 21040. The DOL Wage Determination schedule lists a Material Handling Laborer as 21050. What is the correct DOL code to use?

Answer 33: 21050 is the correct code. The tables in the RFP have been revised in Amendment 0004 to align with the Wage Determination (see Q/A #1).

Question 34: Can the Government confirm that the Government Provided Estimated Cost for CLIN 0002 (i.e.

$16,504,499.48) is the total estimated cost for all five years of the contract?

Answer 34: Yes.

Question 35: In the OT section of CLIN 0001 - Prime Labor tables, Stock Clerk is listed twice (once with 2000 hours and once with 200 hours). Can the Government please confirm the number of hours for Stock Clerk?

Answer 35: 2,000 hours - See Q/A #30.

Question 36: After a review of the Wage Determination provided in the RFP, we found some labor category codes are classified under a different Department of Labor (DOL) code than what is shown in the Prime Labor Table of the RFP. Below is a list of labor categories where we have found a discrepancy.

• Warehouse Specialist – RFP Code: 21400 – (DOL Code: 21410)

• Supply Technician – RFP Code: 01400 – (DOL Code: 01410)

• Material Handling Laborer – RFP Code: 21040 – (DOL Code: 21050)

• Forklift Operator – RFP Code: 21071 – (DOL Code: 21020)

• Computer Operator I – RFP Code: 03041 – (DOL Code: 14041)

• Computer Operator II – RFP Code: 03042 – (DOL Code: 14042)

• General Clerk II – RFP Code: 01116 – (DOL Code: 01112)

• General Clerk III – RFP Code: 01117 – (DOL Code: 01113)

• Blocker and Bracer – RFP Code: 28010 – (DOL Code: 29010)

• Material Coordinator – RFP Code: 21020 – (DOL Code: 21030)

Can the Government please clarify the DOL codes?

Answer 36: The tables in the RFP have been revised in Amendment 0004 to align with the Wage Determination (see Q/A #1).

Question 37: 2.0 Scope states, “The Contractor shall provide all project supervision and labor to perform receiving, storage, rewarehousing, inventory, issue and delivery of material, and inventory.”

Question: There is no specific requirement in the Sample Task Order to provide inventory support. Does the government wish the Offeror to include staffing for inventory support in the Sample Task Order?

Answer 37: No. The entire scope of the contract may not be included in every Task Order. Each Task Order will define the specific requirement needed for that task order.

Question 38: Page 60 of the RFP contains the statement that Offerors shall utilize the DoL Wage Determination (Attachment J.3) for the “Base Rate” and required benefit (Health & Welfare, Vacation, Holidays) amounts.

However, some of the DOL codes listed on page 61 of the solicitation do not correlate with the 2015 Wage Determination Table for York County, Pennsylvania found at J.3. Will the Government please confirm the correct DOL Codes for the following labor categories on page 61:

Answer 38: The tables in the RFP have been revised in Amendment 0004 to align with the Wage Determination (see Q/A #1).

Question 39: Amendment 3 for Attachment J.1 page C-23 adds a Labor Category for a Guard I. Is the government going to update the table on page 61 of the solicitation and publish the new table reflecting this change?

Answer 39: Yes, this Labor Category has been added to the table.

Question 40: Reference Pg 53 of RFP - “The Offeror shall provide verification that the Offeror has a Defense Security Service (DSS) approved facility clearance, or a statement confirming that the Offeror will be able to obtain a DSS approved facility clearance prior to award of this contract.”

Will the government allow a prime contractor to obtain a Facility Clearance after contract award?

Answer 40: No. As provided in Section M, the offeror must possess a Defense Security Service (DSS) approved facility clearance to be considered acceptable for award.

Question 41: Can the Alternate Program Manager be the same person as the Quality Control Specialist, as this paragraph in Section L implies, or must they be separate individuals?

Answer 41: These are separate positions. See Q/A #12.

Question 42: Section 1.1 of the proposal is intended to address the topic of key personnel. Item #d in the instructions to offerors, however, refers to both key personnel plus non-key personnel in the same context. We think this might be an accidental typographical/wording error in the paragraph. Please clarify.

Answer 42: The referenced sentences have been deleted. The offeror must propose the labor categories and hours provided in the RFP tables.

Question 43: Reference: C-11 of Attachment J1, the PWS:

Does “within 10 days of contract award” refer to calendar days or business days?

Answer 43: Calendar days – Attachment J.1 has been updated.

Answer 44: The tables in the RFP have been revised in Amendment 0004 to align with the Wage Determination (see Q/A #1).

Question 45: Will adding individual names to key positions and/or expanding the number of Quality Control Specialists specified in the list of labor categories be considered a violation of Section L instructions?

Answer 45: The offeror must propose the labor categories and hours provided in the RFP tables. The addition of individual names is not a violation but the labor category must also be stated.

Question 46: Section L of the RFP indicates four (4) Training Team members are required. See page 55 of 70, section 1.1, item #a. In contrast, Attachment J.16, Key Personnel Task Order, item 3.3 says two (2) Training Team members are required. Our understanding is we need to maintain a pool of four (4) Training Team members for the contract, but for this Key Personnel Task Order (TO), we only need to identify and assign two (2) out of the four (4) individuals to the TO. Is our understanding correct? If not, please provide the correct interpretation.
