Amendment 0003

Question # Contractor Submitted Question Government Answer

1. We cannot determine whether the space available as noted in the RFP is available for bidders to use for day to day operational services to the perform Preventative Maintenance Services as well as the estimated remedial repair requirements listed in the scope of services at approximately 3,650 labor hours for remedial repairs to include approximately $160K in reimbursable materials expenses as well as Monthly Battery Maintenance Services.

Furthermore the RFP states under 18.0 Government Furnished Property and Support Services that work space will be made available. However the RFP does not provide a layout of that space as well as provide any in place equipment and other utility lines to support in place maintenance functions as well as available equipment for Load tests as required in the RFP. It is critical for us to know what space is available as it is quite possible that current equipment may be used to meet these requirements as minimal cost to this effort. Furthermore it is not clear whether the area has sufficient power and other access points to provide power to the necessary tools and equipment (to include air compressor's, lifts for ) that may be needed to meet the contract specifications.

We respectfully request that the Government please reconsider their decision and offer a site visit so bidders can get a better understanding of the available government furnished property and support services as listed in Section 18.0 and the full capabilities of this space and offer the most cost efficient solution to your requirements.

If MHE fails and cannot be moved, repairs are done in place where it failed.

DLA Distribution Corpus Christi has a secure, fenced in, covered, open sided maintenance structure approximately 30’X40’, with no utilities or lighting, where current service provider performs routine maintenance and PM services such as lube, adjustments, tune ups, etc. Flat repairs are generally done where the vehicle sits unless it can be rolled into this maintenance area. Battery PM services are done in this structure, but caution has to be taken to control and collect residue or spillage. We do not provide a spill containment area or spill control equipment. Contractor is responsible for applying spill containment measures and is liable for cleanup. The maintenance structure has no means for attaching hoists to ceiling. All major mechanical work is currently taken to a shop off base. Load test on MHE are also done in a shop off base. Load tests for cranes/hoists are done in place.

DLA Distribution Corpus Christi will provide a battery quality water supply in our battery charging rooms inside of Bldg. 1846 and one in Bldg. 11. Some battery replacements can be done onsite.

Otherwise it is done offsite.

We do not provide a storage area for material or waste products. Contractor must maintain a clean space.

While we may occasionally provide forklift assistance for lifting a battery, we do not provide any Gov't furnished equipment for the service provider to use. All work is performed during daylight hours or contractor provides lighting by generator. Contractor may bring a job box or cabinet for tools and chain it to structure.

DLA Disposition Services has a secure, fenced-in, awning maintenance structure approximately 20’X30’ with access to electricity via extension cords. The maintenance structure provides for natural lighting.

An additional uncovered work area, with no utilities, approximately 50’X70’ is available.

The government will not provide any equipment for the service provider to use in the performance of the work.
