RFP Reference Question

1 RFP Section L, Paragraph 2, Page 98

Does an offeror who wishes to be considered for all 11 projects need to submit 11 sets of Technical and Management volume and Price volume at the same time as the submission of a full proposal for the IDIQ award?

Only the first three tasks 1, 8, & 9 should be proposed. Proposal for other tasks will be requested prior later in the two year schedule. The proposal for the IDIQ must be separate from the task proposoals.

2 RFP Section L, Paragraph 2, Page 98 RFP Section L, Paragraph 5, Page 102

Will offerors wanted to be considered for all 3 initial projects being competed with the IDIQ contract award have to submit 3 sets of Technical and Management volume and Price volume in addition to the submission of a full proposal for the IDIQ contract

(i.e., 10 volumes total)? Is a PWS volume required in addition for each project proposal submission?

Yes, the IDIQ does require the 4 volumes and for each specific task being proposed the offeror needs to provide 2 volumes

(PWS and Price). The task PWS volume is specific to the task being proposed and the Price volume is for the task only.

3 RFP Section L, Paragraph 2, Page 98

Will the Government consider reducing the number of items/volumes to be submitted with initial proposal--as requirements for bidding on IDIQ and 3 projects appear over burdensome to small business concerns? Or grant an extension to the due date for all items?

The Government will not be able to reduce the number of volumes and because of the time constraint on completing the engineering study, an extension will not be granted.

4 RFP Section L, Paragraph 2, Page 98

If an offeror does not wish to be considered for a task order award for projects 1, 8 or 9, do they only submit a full proposal for an IDIQ award?

A compliant full IDIQ proposal is required by an offeror if they want to be considered for any of the tasks.

5 RFP Section L, Paragraph 5, Page 102

The instructions for projects 1, 8, and 9 proposal submission contain two volumes designated “Volume I”. Will the Government clarify the requirements for each project proposal submission?

For the task orders proposals, Volume 1 contains two elements,

a) the specific technical approach and b) management planned by the offeror to accomplish the specific task and the PWS

6 RFP Section L, Paragraph 5, Page 102

What are the page count limitations for each of the required volumes to be submitted for each project 1, 8, and 9 proposal submissions?

Volume 1 (Technical and Management & PWS) is not to exceed 15 pages and Volume 2 (Price) is as required to support the technical and PWS approach.

7 RFP Section L, Paragraph 4.c, Page 101 RFP Section M, Paragraph 1.4.a., Page

Can the Government please clarify which paragraph contains the correct relative order of importance that will be used in evaluation of the IDIQ proposals?

Criteria and Relative Order of Importance: Factor 1 (Technical and Management approach) and 2 (PWS and QCP) are of equal importance and when combined are significantly more important than Factor 3 (Past Performance) which is more important than Factor 4 (Price) in the categories below.

8 RFP Section M, Paragraph 1.4.a.iv., Page

Is the Government going to consider proposed price for each of the individual project proposals submitted when evaluating offerors for award of the IDIQ contract?

No, the IDIQ proposals will be evaluated independently and prior to evaluating the task order proposals.

9 RFP Section L, Paragraph 5, Page 102

Can the government clarify for Projects 1, 8 and 9, which one(s) will be T&M and which one(s) will be FFP?

All tasks are T&M.

10 RFP Section L, Paragraph 3.h., Page 100

ID/IQ Pricing Instructions, Could the Government please confirm the pricing response for the ID/IQ should contain the labor pricing only for the ID/IQ management since the labor pricing for each project (i.e., 1, 8, 9) will be detailed in the project-specific pricing response?

The IDIQ should reflect a superset of pricing labor categories for all possible tasks over the two year study period. This should reflect the hourly rate for each category. The task specific pricing will reflect one or several labor categories submitted in the IDIQ and reflect the hours required for that task.

11 RFP Section C, Paragraph 6.3, Page 26

Section C.6.3, Figure 5, is there any significance to the color scheme and grouping of projects (e.g., Projects 1 and 2 are grouped together and separated by a heavy black line from Projects 3 and 4)?

No there is no significance to the color scheme and grouping to the project schedule.

12 RFP Section C, Paragraph 2.2, Page 13

Section C.2.2, Project 11 has 4 subtasks, but Section C.6.3, Figure 5, shows that Project 11 has 5 subtasks. Section C.2.2 Project 11 has a subtask 11.2.a and 11.2.b.

Is Figure 5 Project 11 mislabeled?

Should it show 11.a and 11.b?

Does subtask 11.2 equate to subtask 11.2.a and subtask 11.3 equate to subtask 11.2.b?

Project 11 only has 4 subtasks. Figure 5 in C.6.3 is mislabeled -

11.2 and 11.3 should be equated to 11.2.a and 11.2b, and then

11.4 should be 11.3, and 11.5 should be 11.4.

13 J.2 Labor Category Descriptions

Is it acceptable to the government to use the labor categories provided, while offering the government various levels of a labor category?

(For example: Member of Technical Staff I, Member of Technical Staff II, Member of Technical Staff III)

Offerors may provide labor categories using their own naming conventions, provided they can clearly be mapped to the technical requirements in the labor category descriptions provided as an attachment to the RFP. Offerors may provide levels for their proposed labor categories provided that all meet the minimum requirements provided in the Government provided labor category descriptions.
